PUBLIC NOTICE OF MEETING: Notice of the June 17, 2013 meeting of the Board of Education was e-mailed to the Clerks of the Boroughs of Essex Fells, North Caldwell and Roseland and to the Township of Fairfield, and to the editor of The Progress on January 8, 2013 and to The Star Ledger on the same day.

BOARD PRESIDENT’S REPORT:

Mr. Laible, Board President, welcomed everyone in attendance, then turned the meeting over to Mrs. Longo, Superintendent of Schools, for the recognition portion of the meeting.

Ms. Juliann Hoebee, high school vice-principal, presented the semi-annual Harassment, Intimidation & Bullying report. A question and answer period followed.

Mrs. Longo introduced Zack Bachmann, WEHS senior who, as part of his Senior Service project, created an Alternate Scheduling Program proposal, which he presented for consideration. A question and answer period followed.

COMMENTS FROM BOARD MEMBERS:

Mrs. Storey congratulated the seniors on their upcoming graduation.

Mr. Antonucci thanked Mr. Falkowski for all his effort in putting the district on a secure financial footing. He wished Mr. Falkowski well in his future endeavors.

Mrs. Rosenberg extended her best wishes to Mr. Falkowski in his new endeavor.

BOARD COMMITTEE REPORTS/COMMENTS:

Finance Committee - Mr. Antonucci commented that the Committee met and discussed the following: decreasing surplus balance due to the 2% tax cap; summer capital improvement projects; and the possibility of securing additional SDA funding for future construction projects.

Policy Committee - Mrs. Rosenberg commented that the Committee met on June 14th and discussed the policies outlined in Strauss-Esmay Alert #199. She stated that all policies pertaining to the district are on this evening’s agenda for Board approval.

Safety/Security Committee – Mr. Rubinich commented that the Committee met with borough and county officials and discussed the campus traffic issue, which seems to be nearing resolution.

Technology Committee – Mrs. Smith commented that the Committee met on June 11th and discussed the following: Director of Technology job description; 2013/2016 Technology Plan; Windows 7 upgrade; paperless Board meetings; and the proposal for the disaster recovery system.

Mr. Laible extended his best wishes to Mr. Falkowski in his future endeavors.

PUBLIC COMMENTS:

6. RESOLVED, that Mountainside Family Practice Association, which is owned and operated by Hackensack UMC Mountainside, serve as School Physicians for the West Essex Regional School District, for the period of July 1, 2013 through June 30, 2014, at the pleasure of the Board of Education.

7. WHEREAS, NJSA 18A:21-2 and NJSA 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the West Essex Regional Board of Education wishes to deposit anticipated current year surplus into a Maintenance Reserve Account at year end, and WHEREAS, the West Essex Regional Board of Education has determined that an amount not to exceed $500,000 is available for such purpose of transfer; NOW THEREFORE BE IT RESOLVED by the West Essex Regional Board of Education that it hereby authorizes the district’s School Business Administrator to make this transfer consistent with all applicable laws and regulations.

8. To approve the appointment of Oniel Brown as a Maintenance/Painter, (2:30PM– 10:30PM, Monday-Friday), assigned to the Maintenance Department of the West Essex Regional School District effective July 1, 2013, through June 30, 2014, pending receipt of appropriate paperwork, at an annual salary of $41,076.92. This is Step 1 of the 2013/2014 Custodial Salary Guide for Maintenance staff ($40,513.00) plus evening differential ($563.92). Boiler license must be obtained within first full year of service. 5. To approve Daniela Colabelli (ME) as a Science teacher assigned to West Essex High School, at an annual salary of $58,530, which is Step B of the 2013/2014 Master’s Degree Teacher’s Salary Guide, effective September 1, 2013 through June 30, 2014. [NOTE: This is a NEW position due to increased enrollment.]

6. To approve Katelyn Shaw (BA) as a Special Education teacher assigned to West Essex High School, at an annual salary of $56,965, which is Step 1 of the 2013/2014 Bachelor’s Degree Teacher’s Salary Guide, effective September 1, 2013 through June 30, 2014. [NOTE: This is a NEW position.]

[NOTE: Ms. Benson replaces Andrea Berthelot, who was previously approved for an extension of her maternity/disability leave of absence at the March 21, 2013 Board meeting.]

To approve Caroline O’Donovan (MA) as a 2/5th’s tenure track World Language teacher and 3/5th’s leave replacement World Language teacher assigned to West Essex Middle School, at an annual salary of $57,155, which is Step A of the 2013/2014 Master’s Degree Teacher’s Salary Guide, effective September 16, 2013 through March 2, 2014. [NOTE: Ms. O’Donovan replaces Christine Sell, who was previously approved for a maternity/disability leave of absence at the May 13, 2013 Board meeting.]

9. To approve Kelly Brophy for a reduced schedule of 3/5th’s Spanish teacher assigned to West Essex High School, without benefits, for the 2013/2014 school year.

To approve Dolores Vujaklija (BA) as a leave replacement English teacher assigned to West Essex High School, at an annual salary of $54,212, pro-rated, which is Step A of the 2013/2014 Bachelor’s Degree Teacher’s Salary Guide, effective on or about November 11, 2013 through June 30, 2014. This includes one (1) hour behaviorist services and six (6) hours home ABA aide services, weekly, at a rate of $55.00 per hour. The cost for these programs is not to exceed $30,000 each. Services will be provided at the student’s home. This includes ten (10) hours home ABA aide services, weekly. The cost for these programs is not to exceed $30,000 each. 2. To approve the West Essex Regional School District Three-Year Technology Plan effective July 1, 2013 through June 30, 2016.

3.
