(SAIC VOLKSWAGEN), FAW-Volkswagen Automotive Co., Ltd. (FAW-Volkswagen) und JAC Volkswagen Automotive Co. ,Ltd. (JAC Volkswagen) – produzieren Modelle für verschiedene Marken des Volkswagen Konzerns, u.a. Volkswagen Pkw, Audi, ŠKODA, Jetta und Sihaoin in China für den chinesischen Markt. Motoren, Getriebe, Fahrwerkskomponenten, Batterien und Sitzsysteme werden ebenfalls in China produziert. Im März 2019 stellte FAW-Volkswagen offiziell die neue Marke Jetta sowie drei neue Modelle der Marke Jetta vor. Im September 2019 wurde das erste Modell von JAC Volkswagen, der Elektro-SUV E20X, auf dem chinesischen Markt eingeführt. Volkswagen Group China hat 33 Werke in Shanghai, Changchun, Dalian, Nanjing, Yizheng, Chengdu, Foshan, Ningbo, Changsha, Urumtschi, Hefei und Tianjin für die Produktion von Fahrzeugen und Komponenten in China errichtet. Ende Oktober 2019 hatte die Volkswagen Group China einschließlich der Mitarbeiter dieser Joint Ventures in China über 100.000 Mitarbeiter. Die jährliche Produktionskapazität wird voraussichtlich von aktuell 4 Millionen Einheiten auf etwa 5 Millionen Einheiten im Jahr 2020 wachsen. Investitionen Zusammen mit unseren Joint-Venture-Partnern reinvestiert Volkswagen die Gewinne aus dem chinesischen Geschäft in neue Produktionsstätten und die Produktentwicklung vor Ort. Der Volkswagen Konzern initiierte den größten Transformationsprozess seiner Geschichte mit der 2016 vorgestellten „TOGETHER Strategie – 2025“ und hat sich zum Ziel gesetzt, weltweit führender Anbieter von nachhaltiger Mobilität zu werden. Der Konzern plant gemeinsam mit Partnern 2019 über 4 Milliarden € in die Elektromobilität und die Digitalisierung der Modellpalette sowie in neue Technologien und Mobilitätsdienstleistungen zu investieren. In den kommenden Jahren wird sich Volkswagen Group China verstärkt für neue Modelle mit speziellem Fokus auf die SUV- & NEV-Offensive einsetzen und weiterhin in umweltfreundliche Technologien, eine grüne Produktion und eine Kapazitätserweiterung investieren. Unternehmensstruktur von Volkswagen in China Der Volkswagen Konzern hat in China drei Joint Ventures: SAIC VOLKSWAGEN Automotive Co., Ltd. (SAIC VOLKSWAGEN), FAW-Volkswagen Automotive Co., Ltd. (FAW-Volkswagen) und JAC Volkswagen Automotive Co., Ltd. Der Vertrag für SAIC VOLKSWAGEN wurde 1984 von SAIC Motor Corporation Limited (SAIC Motor), Volkswagen Aktiengesellschaft und Volkswagen (China) Investment Company Ltd. (VCIC) unterzeichnet. Der offizielle Betrieb der SAIC VOLKSWAGEN begann 1985. 2002 verlängerten Volkswagen und SAIC ihren Joint-Venture-Vertrag für SAIC VOLKSWAGEN bis 2035. SAIC VOLKSWAGEN wurde mit Wirkung zum 7. Dezember 2015 von Shanghai Volkswagen Automotive Co., Ltd. in SAIC VOLKSWAGEN Automotive Co., Ltd. (SAIC VOLKSWAGEN) umbenannt. Nach einer entsprechenden Vertragsunterzeichnung im Jahr 1990 wurde die FAW-Volkswagen Automotive Co., Ltd. (FAW-Volkswagen) 1991 offiziell als Joint Venture zwischen der Volkswagen Aktiengesellschaft, der AUDI AG und der FAW Group Co., Ltd. gegründet. Am 10. Oktober 2014 verlängerten Volkswagen und sein Joint-Venture-Partner FAW den Vertrag mit FAW-Volkswagen bis zum Jahr 2041. 2017 unterzeichnete Volkswagen eine Joint-Venture-Vereinbarung mit dem chinesischen Automobilhersteller Anhui Jianghuai Automobile Group Corp., Ltd. (JAC). Die Schwerpunkte des Joint Ventures liegen in den Bereichen Forschung und Entwicklung, Produktion sowie Marketing von NEV- Fahrzeugen und Mobilitätsdienstleistungen. Die Joint-Venture-Vereinbarung hat eine Laufzeit von zunächst 25 Jahren. Management Am 16. November 2018 übertrug der Aufsichtsrat der Volkswagen Aktiengesellschaft dem Vorstandsvorsitzenden Dr. Herbert Diess zusätzlich zu seinen sonstigen Aufgaben die Verantwortung für den Vorstandsbereich China. Gleichzeitig ordnete der Volkswagen Konzern seine Führungsstruktur für die Region China neu. Alle unsere Fahrzeug- und Komponentenwerke in China verfolgen und praktizieren weiterhin die Philosophie einer grünen Produktion. Wir bauen und statten unsere Produktionsstätten mit modernen umweltfreundlichen Technologien aus, die an die Bedingungen vor Ort angepasst sind, beispielsweise mit Wärmerückgewinnungsanlagen, Online-Energiemanagementsystemen, photovoltaischen Stromerzeugungssystemen und Vakuum-Wärmebehandlungssystemen. Wir werden unsere bestehenden Werke weiter umgestalten und Produktionstechnologien modernisieren, beispielsweise in Form von umweltfreundlicheren Erdgaskesseln, durch die Nutzung von KWK-Anlagen statt kohlebefeuerter Kessel, die Reduzierung von Sonderabfall durch die Erweiterung um Abwasseraufbereitungsanlagen, durch die Verwendung von Lacken mit geringem Gehalt an flüchtigen organischen Verbindungen (VOC), durch die Installation von Abluftverbrennungsanlagen in den Lackierereien sowie die Verwendung von LEDs statt herkömmlicher Leuchtmittel. Unsere chinesischen Werke stehen weltweit für herausragende Qualität und höchste Umweltstandards. Die nachhaltige und effiziente Produktion zählt zu unseren offensichtlichen Vorteilen gegenüber unseren Wettbewerbern. Unsere Werke in China entsprechen den weltweiten Umweltstandards des Volkswagen Konzerns über den gesamten Produktionsprozess hinweg, d. h. von der Vorproduktion über die Produktion bis zur Nachproduktion. Dabei stellen wir sicher, dass die Auswirkungen auf die Umwelt bei der Produktion jedes einzelnen Fahrzeugs und jeder einzelnen Komponente minimal sind. Um unser Ziel zu erreichen, treiben wir seit Jahren ein ganzheitliches Umweltprogramm voran. Über eine Online-Plattform und das Abhalten regelmäßiger Treffen zum Thema Umweltschutz haben wir hunderte Maßnahmen für die effizientere Nutzung von Ressourcen und die Reduzierung von Emissionen an allen Produktionsstandorten in China unter Einsatz unseres gesamten Know-hows zusammengetragen und implementiert. Nach der Implementierung der Programme „Jahr des Wassers 2016“ und „Jahr der Abfallreduzierung 2018“, die zu einer wesentlichen Verbesserung des Wasserverbrauchs und des Abfallaufkommens beitrugen, haben wir 2019 gemäß des neuen Dekarbonisierungsprogramms des Konzerns einen besonderen Fokus auf CO2 gelegt. Um die Pläne des Konzerns für eine Dekarbonisierung zu unterstützen und bis 2050 CO2-neutral zu werden, hat jedes unserer Werke seine eigene Roadmap für eine CO2-neutrale Produktion entwickelt. In reality, the “defeat device” caused the Non-compliant Vehicles to emit, in some cases, up to 40 times the EPA allowable emission of nitrogen oxides (“NOx”). See Exhibit A at 3-4. 3. NOx is a highly toxic emission. In a 1997 report entitled Nitrogen Oxides: Impacts on Public Health and the Environment, the EPA characterizes nitrogen oxides as some of the most dangerous and harmful pollutants to human health and the natural environment.3 The report describes how, inter alia, NOx pollutants make their way into the drinking water creating a health hazard for infants and how even short-term exposure to NOx pollutants is associated with a variety of acute and chronic health effects, especially in children.
