Notice of Motion submitted by Councillor T Smith and Councillor Cooper This Council engages with local food banks to discuss the setting up of a food bank fund. Such a fund, with a notional amount of £5,000 would be used by food banks to draw down monies to help them in emergency situations, allowing them to purchase items they are desperately in need of. If, after discussions are held, such a fund is deemed helpful, efforts would be made to find the funds from existing budgets, allowing it to start as soon as possible. If funds cannot be found then it would be incorporated in next years rate. 20.2 Notice of Motion submitted by Councillor N Mathison and Councillor G Greer That this Council commits to delivering efficiency savings to ensure value for money for ratepayers, and will explore options to consult with residents on how rates are set. This Council further commits to deliberations on efficiency savings being open and transparent. The Strategic Policy and Finance Group (SPFG) shall, with the exception of matters subject to confidentiality on legal or commercial grounds, and those areas impacting staffing, consider all officer recommendations and reports on potential areas for efficiency savings in public. Furthermore, officers will bring forward a report to the relevant committee setting out the feasibility of consulting with residents on rate setting in future years. 2 ***IN CONFIDENCE*** 21. PRAYER The Mayor (Alderman Keery) welcomed everyone to the meeting and commenced the meeting by inviting the Chief Executive to read the Council prayer. NOTED. 2. APOLOGIES Apologies were received from Alderman Carson, Councillor McClean and Councillor Walker. C.29.01.20 PM Councillor P Smith took the opportunity to advise that Alderman Carson had been taken into hospital and wished him a speedy recovery. NOTED. 3. DECLARATIONS OF INTEREST The Mayor asked for any Declarations of Interest. Councillor Dunlop declared an interest in Item 15 – Sealing Documents. Councillor Greer declared an interest in Item 24 – Land at Dickson Park, Ballygowan. Councillor P Smith declared an interest in Item 19 – Village Renewal Schemes. Councillor Boyle declared an interest in Item 19 – Village Renewal Schemes. Councillor Martin declared an interest in 10 – Resolution - Fire and Rescue Budget NOTED. 4. MAYOR’S BUSINESS & 5. MAYOR AND DEPUTY MAYOR ENGAGEMENTS FOR THE MONTH (Appendix I & II) PREVIOUSLY CIRCULATED:- Copy of the Mayor and Deputy Mayor Engagements for the month of January 2019. The Mayor conveyed his condolences to Councillor Thompson whose mother had passed away earlier in the month. He informed Members that Councillor Walker’s mother had passed away the previous day and wished to pass on his sympathies to Councillor Walker and his family circle. The Mayor was pleased to see that Newtownards had won the Northern Ireland category in the Great British High Street of the Year 2019 final and described it as great news for the Borough. The Mayor wished to pass on his congratulations to the recipients of New Year’s Honours. He was pleased to see that one his Chaplins, Father Martin O’Hagan had received an MBE along with the other two priests in that group. Last week the Mayor had welcomed the Minister for Communities Diedrie Hargey MLA to Bangor, to mark the submission of the full planning application of the Queen’s Parade proposals. He had also attended Holocaust Memorial events, both a service in the Council Chamber and an exhibition at Bangor Library, which he had found to be a moving experience. 2 C.29.01.20 PM NOTED. 6. DEPUTATION – NILGOSC (Appendix III) The Mayor welcomed Mr David Murphy, Chief Executive of NILGOSC and invited him to make a 10-minute deputation. Due to the limited time, Mr Murphy provided members with a summary of a larger NILGOSC presentation entitled ‘Responding to Climate Change’. He advised that NILGOSC was the administrator of the local government pension scheme in Northern Ireland of which there were around 130,000 members and pensions were paid to 35,000 retirees every month. That number was growing, and they had to be paid through investment income that was generated through the pension fund. That investment was global, and therefore climate change had an impact on its investments and that’s why NILGOSC had been taking action to reduce climate risk. He noted it was an important year for those trying to tackle climate change with COP26, the United Nations climate change summit, taking place in Glasgow. It would be interesting to see how many Governments would be making a meaningful commitment to addressing climate change. A graph was displayed to members, showing the change in global temperature through history and this affected the type of investments that NILGOSC was making. It could only do so much however, and one of the three priorities of its Climate Risk Policy was to lobby Governments. The other two strands were identifying investment opportunities and engaging with companies. Corporations could take action, but it was the Governments that were the key decision makers. Consequently, NILGOSC had supported the 2015 Paris agreement to try and influence change. NILGOSC had collaborated with likeminded investors throughout the United Nations to lobby and engage with governments across the world. That grouping was made up of 440 investors with combined assets worth 34 trillion dollars. An open letter from that grouping to G20 leaders was available on the NILGOSC website. NILGOSC had recently halved its holdings and equities affected by climate change so that had reduced the climate risk to the NILGOSC portfolio. The organisation was constantly seeking
