Turrella and Bardwell Park were declared Priority Precincts in June, 2017 by the Minister for Planning. The Department of Planning is now working with local councils and the community to look at opportunities for new homes, jobs, shops and cafes in the area. This fact sheet answers some questions you may have about how the Priority Precinct process will shape the future of the area.

Why has the NSW Government established Priority Precincts? NSW is projected to have 9.9 million residents by 2036. ’s present population of 4.7 million will grow to 6.4 million over the same period. The city’s working-age population will increase by almost 1 million people. Providing the jobs, housing and infrastructure for current and future residents requires a strong strategic focus. The NSW Government’s response includes identifying Priority Precinct areas. These will have good access to existing and planned transport infrastructure that will support growth in new homes and jobs. Priority Precincts are investigated by the Department of Planning and Environment, in close consultation with local communities and councils, to develop plans for future growth. The Priority Precinct program coordinates the delivery of infrastructure to ensure that growth will be supported by improved traffic and transport infrastructure, open space and community facilities that support quality of life for current and future communities. Why have Turrella and Bardwell Park been declared Priority Precincts? Turrella and Bardwell Park have been named as Priority Precincts as the areas are well serviced by public transport and have some potential for growth in jobs and housing. What area is covered in the Turrella and Bardwell Park Priority Precincts? Why has the area of investigation changed from what was originally presented? Revised areas of investigation for Turrella, Bardwell Park and Earlwood are outlined in blue on the maps overleaf. The initial potential rezoning areas were identified using accepted planning principles regarding 400m and 800m walking distances to a transport hub. Since the announcement of Turrella and Bardwell Park as Priority Precincts, the Department has undertaken preliminary investigations and, recognising the hilly terrain and other constraints, has significantly reduced the area of investigation for rezoning around Turrella and Bardwell Park railway stations. These investigation areas may further change as technical studies and community consultation progresses. Additionally, not all areas identified for preliminary investigation may be rezoned.

Why doesn’t the Bardwell Park Priority Precinct include Earlwood in its name? The Priority Precincts draw their name from the transport hub at the centre of the precinct. The Department established initial investigation areas around the 400m and 800m walking catchment from Bardwell Park railway station, and therefore, the priority precinct is named Bardwell Park Priority Precinct. What will happen to Wolli Creek and its open space? Wolli Creek Regional Park and other associated open space areas will remain untouched and are not part of the investigation areas for the precincts. What type of development is proposed? How tall will the buildings be? No overall height limits for rezoning have been established, although development in Turrella south of the train line has set a precedent for up to eight storeys for the immediate area. Investigations will be carried out for a range of different heights, taking into account the existing views, hills and surface features of the area. How will you address the impact of potential new development on traffic? We understand there is already significant congestion in the area, especially around Bardwell Valley’s Hartill-Law Avenue and Slade Road, and in Turrella’s Hannan and Loftus Streets. As part of the initial planning process, detailed traffic and transport investigations are being carried out to look at roads, public transport, walking and cycling. These studies aim to identify access upgrades and modifications to support growing communities. The Traffic and Transport Report will be available to view as part of the precinct plans for Turrella and Bardwell Park when they are placed on exhibition in late 2018. What about other local issues, including the unfiltered M5 stack? We are aware of a number of local constraints including the M5 ventilation shaft. These constraints will be identified and addressed in specialist studies commissioned for the area. I am concerned that development will put more pressure on local infrastructure. How will the infrastructure be expanded to cope with more homes? An infrastructure schedule will be prepared to identify what’s needed to support proposed population growth in the precinct. In particular, we will be addressing ideas put forward by the community for walking and cycling paths, road upgrades and new community facility space.

How will planning for this area protect the unique village character of Turrella, Bardwell Park and Earlwood? We understand members of the community are concerned about change. Please be assured that planning will be carried out with a clear focus on preserving the current character of the precincts. Will the rail network be expanded to provide more peak hour services? Over the past ten years, rail patronage has grown significantly and both Bardwell Park and Turrella stations are busy during peak travel times. Our studies assessing local traffic and transport patterns and future requirements will help inform any plans for these communities, alongside the NSW Government’s long-term master plan for greater train and road network capacity improvements. Can lifts be installed at Bardwell Park and Turrella railway stations as part of this process? The Department’s transport studies will address a range of issues including improved accessibility and safety upgrades to the stations. We will advocate for upgrades to be prioritised under the NSW Government’s Transport Access Program (TAP). I live in an Investigation Area. Do I have to sell my home to NSW government or developers? The NSW Government has no intention of compulsorily acquiring homes within the Turrella and Bardwell Park Priority Precincts. Landowners have the choice to develop and/or sell their property at any time, but developers cannot compulsorily acquire your property. If you are feeling pressured by a developer, you can contact NSW Fair Trading on 13 32 20. What stage is the project at? We are at the beginning of a lengthy process to develop the long term vision for Turrella, Bardwell Park and Earlwood over the next 15 – 20 years. The next step is establishing a working group of state agencies and local councils, which will guide the planning process and specialist studies. These studies will address a range of topics, including infrastructure, biodiversity, air quality, contamination, local environmental and flooding. Alongside these, a comprehensive traffic and transport study will identify existing transport issues and will model future transport needs. Residents’ concerns about the retaining local character, maintaining green space and protecting views will be included in these studies.

From these studies, the Department will develop precinct plans which will be placed on public exhibition for a minimum period of six weeks late in 2018. The community and stakeholders will be encouraged to provide feedback and submissions. Following the exhibition period, the Department will, as far as is possible, amend the precinct plans in response to the submissions. The Department may also undertake further studies and community and stakeholder consultation in response to submissions. If there are significant changes to the draft precinct plans as a result of the submissions, the modified precinct plans would be re-exhibited. The next step in the process is that the precinct plans are provided to the Minister for determination. If the Minister decides to approve the precinct plans, rezoning would then take place. When would development occur? Developers interested to engage in redevelopment projects would be required to submit detailed development proposals for specific sites to council for their assessment, a process that would take many months from the date of rezoning. Based on the experience of other precincts, development would not happen overnight – it would occur over a 15 – 20 year time period. When will the community be consulted? We appreciate that there is a strong sense of community in Turrella, Bardwell Park and Earlwood and we are committed to keeping you informed about planning for your area. The Department’s drop in session on July 24 had two goals: to inform you about the Priority Precinct process and to listen to community views and concerns. Feedback from the July 24 event will inform the technical studies that will now be carried out. When the proposed precinct plans and supporting technical studies are completed, they will be placed on public exhibition, backed by community information sessions and other events that provide opportunities to provide feedback or make formal submission. Formal submissions are considered in the preparation of the final proposal presented to the Minister for Planning for a determination on precinct rezoning.
