Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 19th March 2019 at 7.30pm

Parishioners that had requested to speak made their comments: 7/2019/3030 Peter Winter – Agent for applicant. Comments from original planning application have been taken in to account and put in to new scheme. Housing need. The LDNPA recent press release stated that the overall local population of the is decreasing, the proportion of working people is decreasing, and that holiday lets & second homes levels have increased. Vibrancy etc. needed. The LDNPA plan on more new homes being built in future years. Issues from the original application: Design - Properties pushed back 3m, reduced height, front wall, moved windows. Trying to reduce size to make them further back Drainage - Tweddle and Slater looked at again. The amount of rainfall will not change, it is how it is managed, and drainage designed which is core. The attenuation tank and drainage will become the owner’s responsibility or landlord if rented out. Highways - No changes as CCC highways happy. Rental car parking included as requested by residents Local occupancy - 5 local occupancy dwellings – which will be occupied by residents of the North Distinctive area. 3 affordable dwellings – with a local occupancy clause, 80% of rentable value or if sold EDC cap affordable housing at £137,995 and will remain in perpetuity plus and increase of inflation.

Hannah Wignall and Daniel Prodan - Live locally and work – support application – there is a need for affordable accommodation. Not many other options Jonathan Wignall - Support – absence of affordable housing for youngsters, allows foot on ladder Hannah Horsborough - Support – affordable housing – support, no future without youngsters Pauline Flynn - Agrees with all comments. Live and work in Threlkeld, fully support of local occupancy. Some problems with plan. Village does need to vibrant, and live side by side, good mix of residents. Consideration must be given to those who already live here. Plan has problems. Land is water logged, as a resident of Sunnybank there are problems as it is, even with cattle in field, flooding problems in to back garden, coming under land, through stone walls to rear of property. Dense collection of housing. Enlarged car park, extra traffic, construction vehicles, the tank is a great worry, valid concern. End of number 6, always water coming down the road. Open drain runs in to road, United Utilities out a month ago, it is a liability, freezes over, United Utilities dug it up not a leak, coming off land. Worried about idea of tank and wishes to discuss it further with Peter Winter. Concerns over changing flow of water. Maintenance of 28m long sung behind Sunnybank (1-4) responsibility of land owner. United Utilities water pressure issues to Sunnybank. What insurance policies will be required to cover any problems, if tanks overflow, flooding and possible subsidence? Not a good place for type of development. Volume of traffic, school times, holiday times, problem, further traffic. Detrimental to current and new residents. Village is growing, it must. Need to be mindful, more concrete, heavy machinery/plant loose things forever. When things are gone, they are gone forever. Peter Winter answered further questions on the attenuation tank – It is an accepted technology, used in flooding sites, used in storms. Same volume of water is still there The drain which runs at back of Sunnybank is not functioning now. This is an opportunity to improve this. Responsibility of the tank will lie with the homeowners/landlord. There will be a 10-year NHBC guarantee. Shared responsibility would be in deeds when house is purchased, and lender would be aware. They are responsible for the whole system. Councillors questions John Pickering asked about the attenuation tank and was advised that the size of water tank will take a 1 in 1000-year flood. Will be about 24 x 4m 2m deep, and hold approximately 200m3 of water, the scheme if over engineered to be future proof. The tanks are rolled out throughout the UK. Donald Angus also asked about the tank, and about any guarantee for tank? The tank is guaranteed for 10 years, construction, running etc., tank with big in and small pipe out, not mechanical. Whoever builds the houses rental – landlords’ responsibility – owner Pauline Flynn asked what the tank is made of – plastic.

The planning application was voted on and it was agreed: Favour – 6 – Local needs, affordable housing needs. Abstained - 0 Object - 1

7/2019/3011 Graeme Teasdale advised that the email from Highways stated the width of the junction is 5m. Graham measured the width and confirmed it is 6.2m. The comments regarding surface water drainage (channel drain) the parish council were advised that the banking’s are highways and that the road from Doddick is a council road. Graham advised that the building has been there 35 years. All services still there. The facing has been refaced it 3 times and has always been wooden. The properties support 3 local families.

Councillor Questions Madeline Singleton – good job providing local housing, done the wrong way around. Regarding planning. Not fair for those who do it properly.

Carolyn Cripps – Asked why retrospective planning was required. Graham advised this was due to a change of appearance – LDNPA came.

2017/427 Council & County Council Representation 7 March 2019 EDC meeting – joint public health strategy, includes partners local government, shared ambition to bring about environmental conditions to support residents. Fully outlined in H&W framework. Chaired by housing and health portfolio holder. In early stages. Richard is not able to make sure will happen as he will not stand again in May due to eye problem. 2017/428 Parking on Blease Road The Clerk advised that surfacing work to take place in near future and that the erection of the no parking signs in passing places are part of this work. The Clerk was asked to clarify from CCC what minimum width is useable by coaches. 2017/429 Garden Waste Skip It was agreed to sign the agreement between TPC & EDC 2017/430 Website It was agreed for the Clerk to set up a Parish Council only website and leave the current website for community events. A link to the new website to be added to the current website. 2017/431 Environment Agency issues at Threlkeld Business Park The following email from the Environment Agency was noted: Thank you for your email. Following the culvert collapse on Gate Gill Beck at Ken Hebsons builders yard we have now successfully carried out emergency works to stabilise the ground around the collapse and to make the area safe. We have subsequently found a second location where the roof of the culvert has collapsed creating a void underneath the car parking spaces adjacent to Grapevine business unit. In an effort to proactively manage the flood risk we are proposing to excavate and stabilise this void using a similar methodology as used on the upstream collapse. We are also carrying out an investigation to assess structural integrity of the other sections of culvert which will give us a better understanding of the scale of the works to either repair or replace the culvert. In this situation we have used our permissive power to carry out emergency works to reduce flood risk to properties in Threlkeld and the A66. However, ultimate responsibility for the condition of culvert and Its maintenance lies with the riparian owner. 2017/432 Village litter pick John Pickering requested to arrange a Village Litter pick and it was agreed for it to take place on 13th May 2019. EDC will supply pickers, jackets, bags, signage etc. Donald to organise with the school and EDC – Donald and John to work together. 2017/434 Highways To receive an update from the Highways Spokesperson No update available due to the absence of the highway’s spokesman. The parish council were advised that the road sweeper is not going to the bottom of the hill at the west end of village – Clerk to contact EDC To receive any update on the proposals for Station Road Email received from CCC stating that the farmer wishes to still use the gate. The Clerk to respond stating that the gate is still not being locked, and that there is no agricultural works happening. The Clerk to write to ensure that no construction traffic uses the access on to the A66. It was suggested a barrier be placed about the gates, allowing access to the field and preventing access on to the A66. 2017/435 Correspondence All noted THRELKELD PARISH COUNCIL

Cllr Donald Angus advised he had called EDC regarding the state of bins in recycling area – all broken/ wont lock, blowing around in wind. EDC thankful of the call and will send someone out and repair or renew. Clerk to follow up. 2017/436 Flag Flying Dates It was agreed for the Flag to be flown on: 21 April Queen’s birthday 23 April St. Georges day 2017/437 Reps. Reports To receive any reports from Parish Councillors who have attended any meeting on behalf of Threlkeld Parish Council, including Town Gate Trust – Cllr Donald Angus Money was distributed – St Mary’s Church £1102, Threlkeld School £1102, Senior Citizens £300 First Responders £250, Threlkeld in Bloom £100, Voluntary Action Threlkeld £100, Cricket Club £150, Threlkeld Rainbows and Brownies £200 Recreation Field Trust – Cllr Donald Angus Money was distributed – Senior Citizens £100, Threlkeld in Bloom £50, Beneatha Blencathra £50, Voluntary Action Threlkeld £100 School Staff Meeting – Cllr Donald Angus Threlkeld School are keen to be involved – various ideas mentioned – 27th March – coffee morning and get together with villagers. The school are interested helping in village, litter pick, bird boxes – Voluntary Action Threlkeld to purchase materials to make bird boxes with the school children. Outdoor theatre – they do use it, are limited due to weather, better to have tables rather than current benches – 2 tables would improve and increase use. – It was agreed for TPC buy one more table – the other tp be moved from Kiln Howe Threlkeld Village Hall Trust – Dot Benson The trust are still trying to either purchased some land adjacent to the car park or lease it to make and extension to car park. The internet speed adjusted, it is now 10x faster. Jo Alberti is to remain as chair while living in Threlkeld, The Coffee shop is doing better although are limited due to the kitchen. They are considering the retail side of village to sell guide book, mugs etc. Parking at all day events is causing car park issues too coffee shop users and it has been suggested to have a 2 hour only parking limit. The TVHT made a grant of £300 to the Brownies and Rainbows. The Thermostat for main hall is now internet enabled. School house trust – Les Dalzell Mike Howe has resigned due to illness – Keith Files is the new secretary – The school has requested money for the £1000 was given to the nursery, £4000 for school and £500 to the Cricket Club. 2017/438 Matters to be placed on the next agenda As above 2017/439 Date of the next meeting The next Parish Council meeting will be held on Tuesday 23rd April 2019, at 7.30pm
