    Appendix A - Responsibilities for Flood Risk Management The Department for the Environment, Food and Rural Affairs (Defra) has overall responsibility for flood risk management in England. Their aim is to reduce flood risk by: • discouraging inappropriate development in areas at risk of flooding. • encouraging adequate and cost effective flood warning systems. • encouraging adequate technically, environmentally and economically sound and sustainable flood defence measures. The Government’s Foresight Programme has recently produced a report called Future Flooding, which warns that the risk of flooding will increase between 2 and 20 times over the next 75 years. The report produced by the Office of Science and Technology has a long-term vision for the future (2030 – 2100), helping to make sure that effective strategies are developed now. Sir David King, the Chief Scientific Advisor to the Government concluded: “continuing with existing policies is not an option – in virtually every scenario considered (for climate change), the risks grow to unacceptable levels. Secondly, the risk needs to be tackled across a broad front. However, this is unlikely to be sufficient in itself. Hard choices need to be taken – we must either invest in more sustainable approaches to flood and coastal management or learn to live with increasing flooding”. In response to this, Defra is leading the development of a new strategy for flood and coastal erosion for the next 20 years. This programme, called “Making Space for Water” will help define and set the agenda for the Government’s future strategic approach to flood risk. Within this strategy there will be an overall approach to the assessing options through a strong and continuing commitment to CFMPs and SMPs within a broader planning framework which will include River Basin Management Plans prepared under the Water Framework Directive and Integrated Coastal Zone Management.

    Application by Highways England for the A30 Chiverton to Carland Cross Scheme Examining Authority’s Record of Unaccompanied Inspection of Sites to Which the Application or Specified Matters Relates Examining Inspector Heidi Cruickshank (the person appointed as the Examining Authority (ExA) for the application for the A30 Chiverton to Carland Cross Scheme) undertook the inspections on Monday 4 and Tuesday 5 February 2019. The inspections were undertaken by car on public roads and on foot in relation to FP319/16/1 and BR319/1/1. The route was planned having regard to issues raised in relevant representations, enabling the ExA to obtain views of the proposed scheme in relation to various properties, roads, lanes and other features of interest. The route followed is shown in the two documents attached below (marked up in highlighter on a document taken from the application documents). Weather A little overcast but dry Monday 4 February. Mist/fog on the morning of Tuesday 5 February, particularly to the east, clearing later. Varies Sherhorn. supposed recent Voles of the Forest Bed I have come to consider as extinct species; the Pliocene Crag types, on the other hand, while entirely absent from the "West Runton Fresh-water Bed, were found in the East Runton Forest Bed mixed with types of the former; this leads to the assumption that the Crag types have been washed into the East Runton deposit. The latter explanation, which I did not explicitly formulate at the time, receives strong support from the fact that at East Runton we find likewise a West Runton species of Beaver, together with a Pliocene species [Castor plicidens, Maj.), the inference to be drawn being that the provenance of the latter is the same as that of the Pliocene Voles, mingled at East Runton with the West Runton types. If I am right in my deductions, it follows that the Vole fauna of the Forest Bed will, by the elimination of recent as well as of Pliocene types, prove to have been much more homogeneous than hitherto supposed. This being the case with one restricted group, it appears to call for a revision of all the other mammalian remains. For many years I have entertained the suspicion that there must be something wrong with our lists of the Forest Bed Mammals. In plain language, the association of recent with Pliocene mammalian species, culminating in the assumption of the musk-ox having been a contemporary of the prototypes of the Upper Pliocene Val d'Arno fauna, is a faunistic impossibility. Introduction Cornwall's mining history stretches back 2,000 years; its mineralogy dates from comparatively recent times. In his Alphabetum Minerale (Truro, 1682) Becher wrote that he knew of no place on earth that surpassed Cornwall in the number and variety of its minerals. Hogg's 'Manual of Mineralogy' (Truro 1825) is subtitled 'in wich [sic] is shown how much Cornwall contributes to the illustration of the science', although the manual is not exclusively based on Cornish minerals. It was Garby (TRGSC, 1848) who was the first to offer a systematic list of Cornish species, with locations in his 'Catalogue of Minerals'. Garby was followed twenty-three years later by Collins' A Handbook to the Mineralogy of Cornwall and Devon' (1871; 1892 with addenda, the latter being reprinted by Bradford Barton of Truro in 1969). Collins followed this with a supplement in 1911. (JRIC Vol. xvii, pt.2.). Finally the torch was taken up by Robson in 1944 in the form of his 'Cornish Mineral Index' (TRGSC Vol. xvii), his amendments and additions were published in the same Transactions in 1952.
