The Case Study of Taiwan’s 2018 Local Elections Tai-Li Wang 1 National Taiwan University, Graduate Institute of Journalism, Taiwan Abstract Fake news and disinformation provoked heated arguments during Taiwan’s 2018 local election. Most significantly, concerns grew that Beijing was attempting to sway the island’s politics armed with a new “Russian-style influence campaign” weapon (Horton, 2018). To investigate the speculated effects of the “onslaught of misinformation,” an online survey with 1068 randomly selected voters was conducted immediately after the election. Findings confirmed that false news affected Taiwanese voters’ judgment of the news and their voting decisions. More than 50% of the voters cast their votes without knowing the correct campaign news. In particular, politically neutral voters, who were the least able to discern fake news, tended to vote for the China-friendly Kuomintang (KMT) candidates. Demographic analysis further revealed that female voters tended to be more likely to believe fake news during the election period compared to male voters. Younger or lower-income voters had the lowest levels of discernment of fake news. Further analyses and the implications of these findings for international societies are deliberated in the conclusion. Post-Enactment Report Marriage Act 2015 (No. 35 of 2015) (Dáil Éireann – Standing Order 164A) (Seanad Éireann – Standing Order 168) April 2019 Post Enactment Report Marriage Act 2015 (No. 35 of 2015) 1. Background to the Marriage Act 2015 A Constitutional Convention was established in 2012 to consider the question of whether an amendment should be made to the Constitution of Ireland to provide for marriage of same- sex couples. The Convention reported on that question in July 2013, and made 3 main recommendations: 1. That the Constitution be changed to allow for civil marriage for same-sex couples. 2. That an amendment be directive. 3. That further legislative change be made in the law on parentage, guardianship and upbringing of children. Almost 80% of the membership favoured changing the Constitution to allow for civil marriage for same-sex couples. The Government decided to hold a referendum on the question of allowing marriage to be contracted by two persons without distinction as to their sex. The Thirty-fourth Amendment of the Constitution (Marriage Equality) Bill 2015 proposed to insert the following section after section 3 of Article 41 of the Constitution: “4 Marriage may be contracted in accordance with law by two persons without distinction as to their sex.” The marriage equality referendum was held on 22 May 2015 and had a turnout of 61% of the electorate. The referendum was passed by 62% of voters which meant Ireland became the first sovereign state to extend marriage rights to same-sex couples by popular vote. Only one constituency returned a negative vote. -

Update - IRELAND REPUBLIC OF IRELAND Prof. Geoffrey Shannon February 2021 A. New Developments in the field of Divorce (since September 2002) Introduction Article 41.3.2 of the Irish 1937 Constitution provided that ‘no law shall be enacted providing for the granting of the dissolution of marriage’. Following a referendum on 24 November 1995 the Fifteenth Amendment to the Constitution Act 1995 was passed.1 As a result, Article 41.3.2 of the Constitution was replaced and the Family Law (Divorce) Act 1996 was introduced enabling the Irish courts to grant a decree of divorce. That said, it is often forgotten in the Irish context that from 1922 to 1937 there was no specific prohibition on the granting of divorce decrees in Ireland. Since the last national report, there have been very significant changes in Irish family law in general, and the divorce jurisdiction in particular. Same-sex marriage The Irish Constitution was assumed to contain an implicit prohibition on same-sex marriage. The Thirty-fourth Amendment of the Constitution (Marriage Equality) Act 2015 (previously Bill No. 5 of 2015) amended the Constitution of Ireland to permit marriage to be contracted by two persons without distinction as to their sex.2 It was approved by a referendum on 22 May 2015 by a margin of 62% of voters on a turnout of 61%. This was the first time that a state legalised same-sex marriage through a popular vote. At a practical level, same-sex marriage was introduced in Ireland in November 2015 by the Marriage Act 2015, which came into force on 16 November 2015.3 The first same-sex marriage ceremony was celebrated the next day in Clonmel, County Tipperary. -

The United States suspended military contacts with China and imposed sanctions on arms sales in response to the Tiananmen Crackdown in 1989. In 1993, President Clinton reengaged with the top PRC leadership, including China’s military, the People’s Liberation Army (PLA). Renewed military exchanges with the PLA have not regained the closeness reached in the 1980s, when U.S.-PRC strategic alignment against the Soviet Union included U.S. arms sales to China. Improvements and deteriorations in overall bilateral engagement have affected military contacts, which were close in 1997-1998 and 2000, but marred by the 1995-1996 Taiwan Strait crisis, mistaken NATO bombing of a PRC embassy in 1999, the EP-3 aircraft collision crisis in 2001, and the PLA’s aggressive maritime and air confrontations. Issues for Congress include whether the Administration complies with legislation overseeing dealings with the PLA and pursues contacts with the PLA that advance a prioritized set of U.S. security interests, especially the operational safety of U.S. military personnel. The proposed referendum question will be “Do you agree that the construction of the Fourth Nuclear Power Plant should be halted and that it not should become operational?” This development came as a genuine surprise to many political observers. As Michael Turton points out, “For most observers the truly shocking aspect is that the government decided to allow a public referendum on an issue of this nature, when the outcome is unpredictable.”1 Although the date of the referendum has not yet been announced it is likely to be held in late 2013. The question of whether to complete construction of this power station has been the most salient environmental issue in Taiwan’s political scene for the last two decades.2 Regular demonstrations have been held against the construction of the plant since the late 1980s. -

International Journal of Humanities and Social Science Vol. 10 • No. 10 • October 2020 doi:10.30845/ijhss.v10n10p8 Understanding the 2018 Same-Sex Marriage Referendum in Taiwan Chin Shen Ph.D. Candidate Graduate School of Core Ethics and Frontier Sciences Ritsumeikan University 56-1 Toji-in Kitamachi, Kita-ku, Kyoto Japan 603-8577 Abstract This paper analyzes Taiwan’s referendum on same-sex marriage and related possible disputes and problems. It discusses the shortcomings of the Referendum Act’s content. First, according to the results of the referendum, same-sex marriage in Taiwan is regulated by special regulations, but once the referendum’s content is examined, there remain questions and unclear points as to whether the present same-sex marriage law is consistent with the assurance of human rights and the promotion of social diversity. Second, there are still deficiencies and flaws that need to be reviewed and revised in the current Referendum Act. It is not clear whether the present law can promote communication and understanding between different groups in order to maintain society’s structural stability, equality and justice. This paper argues that we need to bring the opposite parties to communicate and seek mutual respect, to recognize and tolerate differences within society. Same-sex Marriage Referendum On May 24th, 2017, the Justice announced the constitutional Interpretation No.748 “Declaration of Freedom of Same-Sex Marriage1”, pointing out that the Civil Code prohibition of same-sex marriage was unconstitutional, and required parliament to introduce legislation (or amendment) within two years after the release of the explanatory ruling to correct the situation.
