OPBF Silver Title The OPBF may designate and award OPBF Silver Championship in each weight division. The OPBF may designate the challengers for a Silver Championship from among any qualified Challengers. A Silver Champion must comply with all defense and other obligations applicable to OPBF Champions hereunder as the OPBF shall order in its discretion. Bouts for an OPBF Silver title shall be of 10 rounds in duration. Failure to defend the title within the 12 months period will result in the title becoming vacant. 2. OPBF Youth Title The OPBF may designate and award the OPBF Youth Championship in each weight division. The OPBF may designate the challengers for an OPBF Youth Championship from among any qualified Challengers. An OPBF Youth Championship must comply with all defense and other obligations applicable to the OPBF Youth Champions hereunder as the OPBF shall order in its discretion. Bouts for an OPBF Youth title shall be of 8th round in duration. To qualify as an approved challenger, a boxer must be less than 23 years 11months of age. Failure to defend the title within the 12 months period will result in the title becoming vacant. 3 3. OPBF Supervisor The OPBF shall appoint a Supervisor for all OPBF Championships. The OPBF Supervisor is empowered to resolve with the Local Commission any problems and matters that are related to the OPBF Championship. The decision of the Supervisor in such exceptional cases are final. Supervisor’s duty -Attending the weigh-in, holding the rule’s meeting - supervising a title and reporting to the OPBF -Fee: $500 USD 4. Certification of boxers who are fighting overseas. All boxers who wish to participate in international fights are required to hold the following four documents; 1) Copy of their passport information (and visa entry page) 2) Fight authorization by the local commission of the boxer 3) Certification of a medical examination performed by a local commission appointed physician 4) Their official fight record, issued by their local commission 4 Headquarters Report The OPBF Headquarters transferred from the Philippines to Japan on February 27th, 2018. As you may be aware, the OPBF was established in 1952, in cooperation with Japan, Philippines and Thailand. Since then the OPBF has had a long and prosperous history. This is the 7th time that the JBC has been appointed as the OPBF headquarters, and it is our distinct honor to take on the role of presidency of the OPBF. We pledge to do the best for spreading the OPBF brand throughout Oriental and Pacific region. I would personally like to thank the previous administration, especially Mr. Abraham Mitra in doing a wonderful and inspiring job over the past years. And so, on to a review of this year. By the end of October, there will have been 40 OPBF bouts(including female title bouts). Most of these were in my opinion good quality fights. A longstanding problem here at the OPBF is the imbalance of the venue locations for the bouts. It is both necessary and beneficial for us all to make a big effort to expand the OPBF, therefore, OPBF bouts should be held in other member countries in the near future. Unfortunately, at present there are too many regional titles in the Asia Pacific area, and there are multiple champions in the same division. The authority and prestige of holding the OPBF Championship is going down as a logical consequence of this. Therefore, we have to reestablish the superiority and dominance of the OPBF in Asia and Pacific area. 62.5 per cent of the title bout activity( 25 fights) in 2018 was or will be in Japan. 6 OPBF bouts were or will be in Australia this year, 4 in Thailand, 2 in China, 2 in Philippine, 1 in Taiwan. I believe that creating a stronger presence in developing countries is an important step toward spreading the OPBF brand throughout Oriental and pacific region. We held the ring official seminar in China and Vietnam in this year. It is so important for us to build up ring officials, because the Commission function of many countries are gradually going down in the Asian area. Therefore, we should educate ring officials to develop the Professional Boxing for the entire Asian/Pacific region. 5 ( Seminar in China ) ( Seminar in Vietnam ) In regards to female boxing, we are now confronted with a difficult problem in trying to develop it further. Female boxing is still struggling to become popular in the Asia Pacific area; It is becoming increasingly difficult to obtain sponsors (including TV companies) to promote the fights. We need to take immediate action to develop female championship titles, as they are essential to both developing female boxing and providing the media with something they can focus on. ( Regular Champion belt ) ( Silver Champion belt ) As a closing statement, I would like to say that running the OPBF is a demanding, time- consuming task. Therefore, I require all of you to assist us. If we pull in different directions, we will never get anything done. When we work together and cooperate, everyoneʼs life becomes much easier. I hope you all will support us in pushing the organization forward to a bigger, brighter future. Commonwealth Boxing Council Board. Oriental & Pacific Boxing Federation Board. OPBF BOARD MEMBER’S REPORT 2018 Dear Members Welcome to you all. It has been a very challenging year for the OPBF, particularly with the change of administration, mid-term, returning back to the Japanese Boxing Commission under the leadership of Mr. Tsuyoshi Yasukochi. There were many difficulties which had to be overcome during this transition and Mr. Yasukochi and I have worked closely in consultation with each other to re establish the processes and procedures that have long been established, as well as organizing and publishing the ratings on a monthly basis. Mr. Yasukochi has worked extremely hard in this area and should be commended for his tremendous work. Some of the processes and procedures that we need to agree on and confirm at this meeting are as follows: OPBF executive structure. Finance report/treasurer. Procedure for applying for an OPBF title. (Application form/contracts signed and lodged/fees etc.). Approval of bouts – approval procedure. Length of titles (12 rounds or 10 rounds). Fees structures for full/silver titles. Officials’ fees. Appointment of officials and Supervisor. Time allowed between defenses. When is it appropriate to strip a Champion – who decides ? Ratings procedures. Mandatory contenders in each division. In the past, there were many decisions made about some of the above without wider consultation with other board members and some of our titles were fought over 10 rounds. I hope at this meeting that we can consolidate our rules and clarify our procedures in relation to the issues mentioned above. I believe that the OPBF needs to establish a dedicated Executive Committee to ensure that rules and procedures are followed, rules and procedures that we are all in agreement with and which are fair and reasonable to all. I am looking forward to a good meeting today and I feel very confident about the future of the OPBF moving forward together, in the “Spirit of Cooperation.” which is our motto. Many thanks must go to my dear friend, Mr. Yasukochi of the Japanese Boxing Commission, for the hard work, dedication and enormous effort he has put into all of the above issues since taking over the administration.
