1. EXECUTIVE SUMMARY

This monthly report covers all the activities for the period from the 1 July to 30 September 2019 within the Table Bay Nature Reserve. Table Bay Nature Reserve (TBNR) comprises of the Rietvlei, Zoarvlei, Racecourse (MRC), and Milnerton Ridge, Coastal and Lagoon sections as well as the Diep River and Parklands Fynbos, Sandown Fynbos Corridor and Sunningdale Ephemeral Pan. 2. HIGHLIGHTS & CHALLENGES

Highlights A pedestrian gate was installed at the TBNR main entrance gate on 06/09/2019 for the TBNR staff to access the premises.

On the 01/08/2019 until the 30/06/2020, four new Extended Public Works Programme (EPWP) workers were recruited from the six EPWP posts needed. The workers were recruited from the Dunoon community (Sub- Council 1) to assist with daily work, focusing on litter cleaning, general maintenance of infrastructure within Table Bay Nature reserve, including for the Diep River, the Parklands Fynbos Corridor, the Sandown Fynbos Corridor and the Sunningdale Ephemeral Pan. One of the EPWP workers, Y Mnyipika during August 2019, handed in her resignation letter, as she successfully applied and was awarded another opportunity within the City of Cape Town in the Corporate Services section (Customer Relations) starting on 01/09/2019 for three years. In August two more workers were recruited, TBNR has its full quota, a total of six EPWP workers until the 30/06/2020.

Challenges Diep River Conservation area: During this quarter, illegal grazing of livestock inside the Diep River Conservation area from the Dunoon community neighbouring the Diep River section remains an ongoing challenge. This includes, the observed land invasion taking place on the privately owned Doorenbach area adjacent to the Diep River and Parklands Fynbos Corridor. During this reporting period three different cases of the Diep River Conservation area’s boundary fence requiring repairs were reported and were subsequently repaired.

Zoarvlei Conservation Area: Illegal dumping is an ongoing challenge within the Zoarvlei section. The City of Cape Town’s Solid Waste Law Enforcement visited Zoarvlei with the request from the reserve management to assess the area and assist with sign boards indicating that illegal dumping is not allowed within the conservation area. The four requested sign boards were supplied and installed by staff from Solid Waste Management, Ndabeni depot. Three of the signs were installed at three different access points at Zoarvlei. The fourth sign was installed in an area where illegal dumping is prolific in the Diep River section.

Aged vehicles and costs resulting from repairs and maintenance: Three of the Table Bay Nature Reserve vehicles are due for replacement due to the repairs and maintenance costs being substantial In addition, these vehicles are constantly away from the depot for periods at a time; this has a negative impact on daily operations for TBNR. Anglers have reported that there has been no fish biting on their fishing lines. CONSERVATION PLANNING

The status as to the proclamation remains the same as in the last reporting period, Wolfgat, Zandvlei and Table Bay Nature Reserves’ have still only been notarized and remain on the waiting list for gazetting with the MEC.

As per the National Environmental Management: Protected Areas Act, Act 57 of 2003, Protected Area Advisory Committees (PAACs) for each of the City of Cape Town’s nature reserves and protected natural areas have been established including for the Witzands Aquifer Nature Reserve.

The seventeenth TBNR PAAC meeting will take place on the 17/10/2019.

4. FLORA

Invasive Flora Management

At the Rietvlei section, Port Jackson seedlings were manually removed on 11 and 19 July. Port Jackson seedlings and Vicia an annual herbaceous weed were manually removed on 16, 19 and 21 of August. More weeds were manually removed on 4, 9, 11 and 16 of September.

Zoarvlei: Invasive species follow-up clearing was conducted with the assistance from the Paardeneiland City Improvement District (PECID) Environmental Team. Large quantities of the invasive Canola weed were hand-pulled and transported to the relevant waste disposal facility.

Fire break maintenance by clearing vegetation was conducted by the TBNR EPWP and staff along the section where the residential complexes borders on the Diep River.

On the 4 September and the 19/09/2019, the Reserve Supervisor, Field rangers and EPWP staff assisted during a ‘Search and Rescue’ operation of plants on the River Gate property. The property is adjacent to an ESKOM servitude and will in future form part of Table Bay Nature Reserve, as the River Gate Fynbos Corridor.

5. FAUNA

Indigenous Fauna Monitoring of Wildlife

TBNR Quarterly Integrated Bird census: took place on the 25/07/2019 and on the 26/09/2019 during this reporting period.

During the ‘Search and Rescue of plants, invertebrates found at River Gate, two pill woodlice were rescued, photograph below.

At MRC, seven grysbok were captured and relocated on 6 and 13 of August before the permit expired on 16/09/2019, the grysbok capture methodology remained the same with the Branch’s veterinarian present. The results of this capture still revealed there to be an estimation of 10 or more individuals. A more accurate count will be established with an infrared drone at a later date. All of the individuals were moved to Blaauwberg Nature Reserve or the Rietvlei Section of Table Bay Nature Reserve.

An Aquatic Invertebrate survey was done on 2/08/2019 at MRC. The temporary wetlands in the North and South were assessed and only six invertebrate species were found. Clicking Stream Frogs were heard but none were caught at the time of the survey. Some of these sightings can be seen in the photographs below.

Underwater scavenger beetle (Hydrophilidae) (ID still to Hairy giant ostracod (Megalocypris hispida) be confirmed) Mystery nests found in Leucodendron levisanus bushes featured in the South African National Survey of Arachnida newsletter. Upon finding the nests experts in the Biodiversity Branch where consulted. When no one could give an answer, expertise was sought from Professor Ansie Dippenaar-Schoeman in Pretoria (Author of the Field guide to spiders of , authored more than 250 publications on spiders and involved in the South African National Survey of Arachnida). The complexity of identifying this species was handed over to a Dr. Charles Haddad (Doctorate in Entomology) from the University of the Free State. A sample was sent out to Bloemfontein on 16/09/19 to Dr. Charles Haddad for further investigation. Below is correspondence on what they do know about the spider family as well as the article in their newsletter.

‘Hi Hester Sorry about the delay in answering you but we are still searching. The spiders belong to the family Dictynidae but only a few spp. are known to live socially and they are mainly known from the USA. I have searched the web and this could be a newly introduced species but we need to study their genitalia to confirm the identification. Attached an article about them. I was planning to put this in our next SANSA newsletter to see if there is any feedback. If you can keep the spiders that you have sampled as we need to examine their genitalia. Kind regards, Ansie’

A bird count was conducted in Zoarvlei section on the 25/07/2019. The following birds were observed: 1 Little (Dabchick), 1 White Breasted , 1 Grey , 1 Black-headed Heron, 1 Great White Egret, 1 Little Egret, 1 , 2 Sacred Ibis, 4 Egyptian Geese, 7 Yellow-billed Ducks, 4 Cape Shovellers, 1 Common Moorhen, 9 Red Knobbed Coots, 14 Blacksmith Lapwings, 7 Kelp Gulls, 26 Hartlaub’s Gulls, 14 Red Bishops, 9 Masked Weavers and 4 Cape Weavers.

6. SOIL AND RESTORATION

Coastal section: ad hoc seed collection was done at Blaauwberg Nature Reserve (BBNR), the following species were collected: Elegia tectorum, Knipfolia uvaria, Lachenalia spp., Muraltia spinosa and Euclea racemosa. These seed will be sown for the coastal sections where vagrancy activities negatively affected the vegetation. Seventy six, Ruchia macowanii was planted in the following areas: 30 in the coastal section, 20 in Zoarvlei, and 12 in the Bird block (Rietvlei Section), the rest had onion weeds or were repurposed for the office complex indigenous garden. Four members of the TBNR team were nominated to assist in the BBNR restoration programme to collect needed seed for a new area that is being cleared of Port Jackson. The First session was on the 19/09/2019, with each staff member spending seven collecting days in three weeks. 7. WATER

Water Quality: Rietvlei Section: Ad hoc water quality tests were taken in July and August. Blue-green algal blooms have been observed in the Rietvlei waterbodies. The blooms are localised and recreational users have been warned to avoid these blooms. The waterbody remains open for recreational use with daily monitoring and regular updates. Lagoon Section: A letter was submitted to the Milnerton canoe club, from the City’s Health Department, reminding the club that the lagoon is not fit for recreational use and that they are using it at their own risk. Monthly water quality samples are taken and these results indicate water quality trends over time. The trends for the lagoon have been below the recreational guideline and the lagoon remains unfit for any recreational use

The Swan excavator started hyacinth clearing along the Milnerton ridge canal. TBNR is waiting on feedback for manual teams to start clearing hyacinth in sections such as Heron waters and at the lower lagoon canal. 13

The monthly rainfall for the Rietvlei section is monitored by an electronic weather meter, donated by the University of Stellenbosch and a manual rainfall gauge at the entrance of the TBNR office complex. The electronic rain-gauge is located on top of our office stores for TBNR in the works yard of the office complex. The reporting period monthly stats are indicated in the table below for the Rietvlei section.

Fixed-point photographic monitoring of wetlands is conducted on a monthly basis. The results of April 2019 can be seen below, compared to the same time in 2012. 14

 Wetland water levels and rainfall records are monitored and updated on a monthly basis. The updated results can be seen in Table 1 and Table 2 below.

Continuous clean-ups were done at Zoarvlei with the Continuous TBNR CC assistance from Quemic Rangers and cleaned up material was transported to the waste facility.

Milnerton lagoon: The mouth has been open for the duration of this quarter due to consistent rainfall. Mechanical clearing of Hyacinth started in the Milnerton ridge 50% Machinery and trucks provided canal. by Department of Roads and Stormwater. Fleet and Plant The following Vehicles were sent in for repairs 100% Fleet July-September CCT 30446 Steering /brakes and new canvas canopy.
