State Legislative Update Public Policy Committee October 4, 2018 Jeff Gray Legislative Affairs Manager Funding of State Water Agencies and Commissions ► Support the efforts of the Arizona Department of Water Resources and the Arizona Water Protection Fund Commission to secure sufficient state General Fund appropriations in order to carry out statutory functions. ► Monitor legislative actions that propose to use funds available to the Arizona Water Banking Commission for other purposes. • The Arizona Department of Water Resources submitted its FY 2020 budget request to the Governor’s budget office on September 4. • ADWR is requesting relatively the same level of funding as this year, an $18.4-million total appropriation. $15.9 million of this amount will come from the state General Fund. - $2 million for DCP, consistent with the past two years. $1.2 million from the Water Bank. • New administrative proposals: Hiring of two groundwater modelers/hydrologists for adjudications ($287,100) Pay raises for specific positions to reduce turnover/vacancy. 1 Statewide Water Meetings • Since the Legislature’s adjournment, Sen. PSPRS Briefs County Managers General Election Preliminary Results APA Arizona State Planning Conference Thank You for Your Service Veterans! This weekend we observe the Veterans Day holiday. Veterans Day has its origins in Armistice Day, which was first acknowledged by President Woodrow Wilson in 1919. The first anniversary of the signing of the Treaty of Versailles, ending WWI, took place “in the eleventh hour of the eleventh day of the eleventh month.” For that reason, Congress made Armistice Day a national holiday on November 11, 1938. However, in 1968, the signing of the Uniform Holiday Bill ensured three-day weekends for Federal employees by celebrating four national holidays on Mondays: Washington's Birthday, Memorial Day, Veterans Day, and Columbus Day. Many states did not agree with this and continued to celebrate the holidays on their original dates, causing confusion. Therefore, on September 20, 1975 President Gerald Ford signed legislation returning Veterans Day to its original date of November 11, beginning in 1978. PERRY DEPUTY AUDITOR GENERAL March 1, 2019 Members of the Arizona Legislature The Honorable Doug Ducey, Arizona Governor Governing Board Pima County Joint Technical Education District The Honorable Mark Brnovich, Arizona Attorney General The Honorable Kathy Hoffman, Arizona State Superintendent of Public Instruction The Office of the Auditor General has conducted a financial investigation of Pima County Joint Technical Education District (District) cash collections for the period March 2016 through August 2016. We performed the investigation to determine the amount of public monies misused, if any, during that period. The investigation consisted primarily of inquiries, observations, examination of selected financial records and other documentation, and selected tests of internal control over the District’s cash collections. The investigation was not conducted in accordance with U.S. generally accepted auditing standards and was more limited than would be necessary to ensure we discovered all misused public monies or to give an opinion on internal controls. Accordingly, we do not express an opinion on the effectiveness of internal controls or ensure that all deficiencies are disclosed. The Financial Investigation Report describes our findings and recommendations as a result of this investigation.
