Now THEREFORE, I, Goodluck Ebele Jonathan, President, Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, in exercise of the powers bestowed upon me by Section 64 (3) aforesaid, and of all other powers enabling me in that behalf, hereby proclaim that the First Session of the Seventh National Assembly shall hold at 10.00 a.m. on Monday, 6th June, 2011, in the National Assembly, .

At the close of nomination, Member-elect Chukwuemeka Nkem Ihedioha was returned unopposed and the Clerk to the National Assembly accordingly declared him the Deputy Speaker-elect of the House of Representatives.

Oaths of Allegiance, Membership and Office (Speaker): Member-elect, Emmanuel Jime and Member-elect, Nnenna Elendu Ukeje escorted the Speaker-elect to take the Chair of the House of Representatives. In accordance with Constitutional provisions, the Clerk to the National Assembly administered the Oaths of Membership, Allegiance and Office to the Speaker.

I am greatly honoured and humbled by your Irust. That is the Nigeria we shall work for; you and I; propelled by a patriotic zeal lind bound by a patriotic bond.

For 100 long have we lived ill mutual suspicion, distrust and disunity. For far too long have we dwelled on the i/;illg.1 that divide more than the things that unite us. Nigeria is greater than the sum of our individual ambitions IIlId greater than all our differences - be it of tribe, ethnicity, religion, zone, birth, status, association or aJftiiation. We must dissolve these lines of divide that exist amongst us. We must stop protecting and projecting narrow interests at the expense of national interests. We must work to strengthen our practice of the Rule of Law. Unemployment is ravaging our youths. At 21.2% unemployment rate, Nigeria call do better and must do better. We have 10 revive our manufacturing industries and the agricultural sector. We have. to massively expand 0111' infrastnicture base. We have to re-engineer our services sector. We need to create the enabling environment for creative enterprise to thrive. We must support a private sector led growth. We must make the Nigerian economy more globally competitive.

Tlu:implctnentation of our Power sector reforms demands I/ew process energies. We must work supponiveiy and nrodnctivelv with the Executive to gram these.

Our Citizens live in daily fear due to poor security. We must re-assess and improve our security systems and mechanisms to guarantee safety of lives and properties.

We must be a listening Assembly of elected representatives. We should review how we federate as a nation witn rile aim of achieving more cumulative efficiencies ill the federating units, based on comparative endowment advantages.

Onr legislative agenda mustfocus on making new laws and strengthening existing laws to grant all of these.

Peace and justice are our heritage from our heroes past and our hope for today. As the people '.I representatives, we must heal our people and heal our nation. We acknowledge that the dignity and integrity of this Honourable llouse have been called to question. We III11S1 possess the humilitv that commands introspection. We accept responsibility for ourfailures and ask Nigerians [or their forgiveness. Mindful of lessons of the past, we will open a new chapter. !VIy dell I' colleagues, in the course of discharging our responsibility to appropriate and oversight for and 011 the executive, we owe it a duty to our constituents (the Nigerian people) to positively deploy the instrumentality of this sacred trust to make life better for our people. The National Assembly has recorded remarkable strides in the preceding periods but we need to do more in reasonable harmony with the Executive.

In potitiral public relations, shaping perception topromote political harmony has assumed universal application. In our country, in the last 12 years of our return to constitutional democracy, the Legislative Ann of Governnu-nt has hili! a less impressive perception in the public domain. We therefore have a duty to reverse this trend through actions and performances within the context of our defined roles as provided in the constitution. Accordingly, may I appeal to our brothers and sisters in the media to partner with us ill this endeavour for the good 0./ 0111' people and country Nigeria.
