22 6. NAME: Dr. Somboon Siriraksophon

NATIONALITY: Thai POSITION: Capture Fishery Technology Division Head ORGANIZATION: SEAFDEC/TD

EDUCATION: • 1983-6 Bachelor’s Degree in Major of Marine Science (Fisheries), Kasetsart University • 1991-2 Master’s Degree in Major of Fisheries Science and Technology, Tokyo University of Fisheries, Japan • 1993-5 Doctor’s Degree in Major of Fisheries Science and Technology, Tokyo University of Fisheries, Japan Research and professional experience:

WORK EXPERINCE: • 1987-8 as Trainee on Fishing Technology at SEAFDEC/TD (4 Years) • 1988-9 as Special Trainee on Fishing Technology at SEAFDEC/TD (1 and half years) • 1990 as a JICA participant on environmental instrumentation training course in Tokyo University of Fisheries, Japan (Half year) • 1996-9 as a Fishing Ground Section Head, under Research Division, SEAFDEC/TD • 2000-2005 as a Research Division Head, SEAFDEC/TD • 2006 to Present, as a Capture Fishery Technology Division Head, SEAFDEC/TD

EXPERIENCE: • 1988-1990: one of team work conducted the fishing gear and method in Thailand and the Philippines, these catalogue were published under TD production • 1996-2000: as a committee on the Collaborative Research Program on Fisheries Resources Survey in the South China Sea. The proceedings of the outcomes from the survey in the 1st Area: Gulf of Thailand, the 2nd Area in the West Coast of Borneo, the 3rd Area in the West Coast of the Philippines and 4th Area: in the Vietnam waters were prepared and published under responsibility • 1999-2001: Initiated on making of CD Rom Proceeding, and webpage through SEAFDEC website of all results from the Collaborative Research Program in the South China Sea • 1998: Take a technology of Automatic squid jigging machine from Japan to Thailand and effort to insert the survey under the Collaborative Research Program focusing of the oceanic squid as the new fisheries resources in the region. • 2001: Published the results from survey on Oceanic Squid Resources in the Southeast Asian Region • 1996-2000: as a lecturer on the subject: Fishing Ground Information. • 2000: Published the lecture note on “ Fishing Ground” • 2000: Initiated on the development of Juvenile and Trash Excluder Device which modified from the original one from Norway names “Sort-X”. This type of JTED is now very useful and the most effectiveness on releasing of juvenile fishes and catching mostly large size of fishes. • 2000-2003: Effort to revise the Fishing Gear and Methods Book using computer graphic drawing as a electronic document. The revised books for The Philippines and a new publication in Vietnam were produced using special drawing software on the computer. The publication/outcomes were in good quality better than drawing by hand. The outcome can show through SEAFDEC website or even in CD ROM. • 2002: Initiated on hiring a graphic designer to work in producing of RESEARCH publication.

23 • 2001: Initiated on taking a technology “SMART REEL” system for tuna longline from FIJI to SEAFDEC. Effort to change the Japanese-longline type to the Reel system. It took almost two years to change the SEAFDEC staffs’ mind to use the new one. However, due to less manpower, high catching efficiency and easy operation of the new system, now it is accepted that the Reel system is much better than the old system. • 2002: Published “Manual of Pelagic/tuna Longline for fishermen”. This introduce the new system of longline • 2002-4: Introduction of SMART REEL tuna longline system was many times made to DOF and private sector. • 2002-4: Initiated on hiring a Computer science staff to work in SEAFDEC for developing the SEAFDEC statistical and oceanographic databases. SEAFDEC has worked on those issues for more than 30 years, and most of the data were kept as hard copies not in electronic document. Database is very important, therefore Research division started to develop the statistic database based on SEAFDEC bulletin. In addition, oceanographic database also is under developed. • 2003: Published “Manual of Tuna Purse Seine for fishermen”. • 2003-5: Initiated on the Onboard Fish handling and preservation Technology in the region. This is in order to improve the method of preservation on the local fishing boat. Modification of the fish hold to be Chilled or freeze in place of only icing was initially conducted in Nakorn Srithammarat, Thailand. But due to economic and oil crisis, the selected boat can not operate fishing yet. • 2005/September: under progress in publishing the “Manual of fish handling and preservation technology” • 1996-2005: Analyze the fisheries resources from actual surveys by Research vessels names; MV SEAFDEC and MV SEAFDEC2, focusing on the new fishing grounds and under exploited resources on the continental shelf and shelf slopes and deep sea where depth are deeper than 100m, included on the untrawlable grounds where fishers have not yet utilized. This is in order to publish and distribute the information on the new fisheries resources / fishing grounds in the region to seafdec member countries for future consideration. • 2005-2006: Initiated on the “MITIGATION of the FISHERY-SEA TURTLES INTERACTIONS”: in 2007 Published the Technical Report on “ Efficiency of the Circle Hook in Comparison with J-hook in Longline Fishery”
