Complaint Redressal System: Shikayat Nivaran Mechanism All the Superintending Engineers were informed that Hon’ble PHM monitors the status of the complaints very frequently. It is also the responsibility of the officers to redress the public complaints within the time frame. So it shall be ensured without fail that the complaints are redressed in time and Superintending Engineers shall also monitor the progress at personal level. It was decided that at least one village (Gram Panchayst) per Block will be completed well before 15.08.2012 so that the reward is given to the concerned Gram Panchayat on 15.08.2012. The Superintending Engineers desired that some honorarium shall also be given to concerned J.E. and one regular mechanical staff who motivate the villagers for the award. During discussion it was also made clear that name of the Gram Panchayat to be considered for award can be changed as per the requirement. All the Superintending Engineers were of the view that the target of testing of 3500 samples per lab per year is very much on higher side keeping in view the No. of laboratories and villages/ towns. The Superintending Engineers were asked to make all out efforts to achieve targets. Further the Superintending Engineers were asked to fix the targets for distributor of field testing kits as per the approved annual action plan. But it shall be ensured that field testing kits are available at all the Water works and also these shall be made available in schools at the time of Water Conservation Campaign.

Agenda Item No. 8: Additional Demand/ Surrender of Allocation of funds under Raw Water Charges/ Energy Charges and Energy Charges under Major Head Indira Gandhi Drinking Water Supply (Plan).

The Superintending Engineers were asked to work out the additional demand/ surrender of funds required for Raw Water Charges, Energy Charges (Rural, Urban and IGDWS). All the Superintending Engineer except S.E Yamunangar submitted the information in the meeting. The S.E. Yamunanagar assured to submit the information within 10 days.

Agenda Item No. 9: Submission and Approval of Maintenance Estimates for the year 2012-13.

All the S.E.s were asked to ensure that maintenance estimates for the year 2012-13 are sanctioned by the Competent Authority by 20.06.2012 and provisions under various head in the approved estimates shall be submitted to Head Office by 30.06.2012. They were also informed that no LOC for maintenance shall be issued to those divisions after 01.07.2012 who fail to get the maintenance estimate approved by due date.

Agenda Item No. 10: Non Submission of Demand of LOC/ Budget for Capital Works within prescribed time.

The Superintending Engineers informed that the demand of LOC for Capital Works are not submitted by the Executive Engineer in time so as to ensure its submission to

Page-11 Head Office by 12 th of each month. The Superintending Engineers were informed that information regarding funds allocated by WSSB, LOC/ Budget issued by Head Office, Budget/ LOC drawn from treasury is available on website of the Department. It should be ensured that the demand of LOC is within the funds allocated by WSSB. A separate case shall be submitted for allocation of additional funds wherever it is felt that the demand of Budget/ LOC is exceeding the allocated funds.

The S.E.s were informed that henceforth no LOC will be issued to those Divisions whose demand of LOC is not received by 12th of each month through circle office, as per procedure already laid down.

Issue beyond Agenda:-

While discussing the requirement of funds for energy charges, the S.E.s pointed out that HVPNL Authorities, despite of repeated requests in person, are not replacing the burnt electric meters. Rather the energy charges are raised on average basis. The decision that the installation of new meters as well as repair/ replacement of damaged meters would be carried out by the Distribution Companies on priority, taken vide resolution No. 37 in the meeting of Water Supply & Sewerage Board Haryana held on 20.04.2012 and the instructions issued by Head Office vide Memo No. 50-51/EM/2526-96 –PHED/ MM (5) dated 14.03.2012 were discussed.

In view of the above all S.E.s were of the unanimous opinion that PHED shall arrange the meters at its own level. The matter is required to be taken at appropriate level.
