BRIEF SUMMARY OF THE PROJECT

HPCL is a Government of Enterprise with a Navratna Status, and a Forbes 2000 and Global Fortune 500 company with an annual turnover(sales/income from operations) of 2,17,061 Crores during 2014-2015 having about 20.94% Marketing share in India among PSUs and a strong market infrastructure. HPCL's Crude Thruput and Market Sales (including exports) are 16.19 Million Metric Tons (MMT) and 31.95 MMT respectively in the same period. It had originally been incorporated as a company under the Indian Companies Act 1913. HPCL own and operates 2 major refineries producing a wide variety of petroleum fuels & specialties, one in Mumbai (West Coast) of 6.5 Million Metric Tons Per Annum (MMTPA) capacity and the other in Vishakapatnam, (East Coast) with a capacity of 8.3 MMTPA. HPCL holds an equity stake of 16.95% in Mangalore Refinery & Petrochemicals Limited, a state-of-the-art refinery at Mangalore with a capacity of 9 MMTPA. In addition, HPCL also has a 9 MMTPA refinery at Bathinda, in the state of Punjab, as a joint venture with Mittal Energy Investment Pvt. Ltd. HPCL also owns and operates the largest Lube Refinery in the India producing Lube Base Oils of international standards, with a capacity of 335 TMT. This Lube Refinery accounts for over 40% of the India's total Lube Base Oil production. HPCL has the second largest share of product pipelines in India with a pipeline network of more than 2500 Kms for transportation of petroleum products and vast marketing network consists of 13 Zonal offices in major cities and 101 Regional Offices facilitated by a Supply & Distribution infrastructure comprising Terminals, Pipeline networks, Aviation Service Stations, LPG Bottling Plants, Inland Relay Depots & Retail Outlets, Lube and LPG Distributorships. HPCL, over the years, has moved from strength to strength on all fronts. The refining capacity steadily increased from 5.5 MMTPA in 1984/85 to 14.8 MMTPA presently. On the financial front, the turnover has grown from Rs. 2687 Crores in 1984-85 to an impressive Rs 2,15,675 Crores in FY 2012-13. This is a Storage capacity enhancement project of Existing HPCL LPG bottling Plant from 1390 MT to 2000 MT, Nasik LPG Plant, MIDC Industrial area Sinnar, – 422113, . This project falls under item no. 6 (b): Isolated storage & handling of hazardous chemicals under the category “B” (general conditions apply) as per the EIA notification 2006 and its amendments. The proposal will increase LPG storage capacity and enhance from 3.5 days cover to 6 days cover.

1 BRIEF SUMMARY OF THE PROJECT

M/s Hindustan Petroleum Corporation Limited, (HPCL), a Government of India Enterprise, is engaged in Refining, Storage and Marketing of Petroleum Products. Nashik LPG Plant was commissioned in September 2001 & it is situated around 0.6 kms from Malegaon village & 4.72 kms from Sinnar. Total area occupied by LPG Plant is 57.78 acres (33.3 acres by plant facilities and 24.48 acres is greenbelt area). The plant is surrounded with Raj Rajeshwari Paper mill in W-Direction & Bhagwati Steel Plant in E-Direction. It is provided with 3 m high compound wall with 0.6 m high barbed wire fencing. Maximum Storage Capacity of LPG at plant 1390 MT (1 x 90 MT A/G Bullet and 2 x 150 MT Above ground Bullets and 2 x 500 MT Mounded Storage Vessels). The proposed LPG storage capacity enhancement of LPG bottling plant from 1390 MT to 1500 MT by constructing new 1 X 500 MT Mounded Storage Vessels with Gantry expansion along with pump house shifting within existing plant premises. Three LPG storage vessels of capacity 390 MT will be removed from existing storage after commissioning of new 1 X 500 MT Mounded Storage Vessels. The plant operates in two shifts from 07:00 hrs to 23:30 hrs. Bulk LPG is received through LPG Tankers from Hazira (385 km), Koyali (502 km), Uran (225 km), Gandhar (454 km) and Mahul (206 km). It is then stored in above ground bullets & MSVs. There are 4 Bay TT Gantry for Unloading Operation. Stored LPG is then bottled in to various sized cylinders (of 5 Kg & 14.2 Kg capacity domestic and 19 Kg, 35 Kg & 47.5 kg capacity non domestic cylinders) in Cylinder Filling Section through fully automated 24-head Electronic Carousel and filled cylinders are dispatched to market/end users through Distributor Network System. Approximately 24000 Cylinders are filled per day. Nasik LPG Plant supplies Packed LPG Cylinders five revenue districts of Maharashtra.
