To consider, and if approved, adopt: 10.1 The 2020-2021 Budget 10.2 The Audited “WPB” Financial Statements for the year 01 July 2019 - 30 June 2020 11. Motions for changes 11.1 To be presented at BSA AGM: 7.1 By Bowls Executive (WPB Executive in favour) To request Council to approve a further term of office as President for one (1) year for Robert Forbes in terms of clause 25.3 of the Constitution of Bowls SA. MOTIVATION 5

In light of the short period of time the majority of the Executive have been in office they have requested Robert Forbes to extend his term of office for a further year as per clause 25.3 of the Constitution. Robert Forbes has indicated his willingness to extend his period in office subject to the approval of Council. 7.2 By Bowls South Africa Executive (WPB Executive in favour) To appoint the hosting venues of the following national events taking place during 2021 at the approved 2020 venues:  The National Championships Men & Women.  The South African Mixed Pairs.  The Under 30 Inter-District Championships. MOTIVATION With the cancellation of the 2020 National Championships the SA Mixed Pairs and the Under 30 Inter-District Championships, that these events, in line with the state of National Disaster owing to the Coronavirus (COVID – 19) Epidemic, the Executive believe, that the venues of the 2020 events should be retained for 2021. The revenue from these events should still be enjoyed by the Districts in terms of the original hosting allocations. 7.3 By Western Province Bowls Association (WPB in favour) - That the Veterans and B Inter Districts are cancelled for 2021. - That the intended districts for hosting of the above two tournaments in 2021 will be allowed to host them in 2022. - That the Open, U15 & U20 and U30 Inter District Championships still take place as scheduled. MOTIVATION - COVID-19 has impacted on our district and possibly others, with huge financial challenges. - Ensuring to keep our top rank bowlers (Open) involved and retaining them. - The Juniors (U15 & U20) are an extremely competitive and also a volatile young group of aspiring bowlers. Having already had to forego their Championship in 2020, the fear of losing them to possibly another sport would mean that all our efforts have been in vain. Furthermore, their teams are partially subsidized by DCAS which favours our district financially. They are the future of Bowls in our country. - The U30’s also unfortunately had to forego their Championship in 2020 and they too deserve to participate in 2021.These are also some of our bowlers who are being nurtured to fill our B sides in the possible near future. 7.4 By Boland Bowls (WPB Executive not in favour) That the Inter District for Open and B Men be played at the same venues and the Veteran Men at a different venue but at the same time as the Open and B Men. The Open and B Ladies then to be played a week later in a different District, but at the same venues, and the Veteran Ladies at a different venue, but at the same time as the Open and B Ladies. MOTIVATION Many examples exist where both the husband and wife play for their District sides and where this cause problems for the households. There are also examples where players with the potential to play for their District are not available because of the problems being caused for the household. With children still at school both parents cannot be away at the same time. Pets need to be looked after and to put them into kennels is yet an additional cost. Gardens need to be looked after and it is more cost effective if either the husband or wife can do it. Security is becoming an increasingly compelling risk with both husband and wife away at the same time. For Small Business owners it is also easier and cheaper for the husband or wife to look after the business instead of paying for some stranger to run the business. With the Open and B sides in the same area, players from the B side could be called as replacements, should this be necessary. When it is only the Veteran Men and in a different week the Veteran Ladies at a venue, only two clubs with two greens would be needed. This will create the opportunity for Districts that cannot get four (4) clubs with two (2) good greens, but are in a position to get two (2) clubs with two (2) good greens to also apply to host the Veterans Tournaments. 7.5 By Boland Bowls (WPB Executive not in favour) That the current format of the Open, B and Veteran Inter District be changed from games of 21 ends to games of 15 ends. MOTIVATION This would bring the format in line with that used in World Bowls. 6

Tournament to start on a Thursday and Finals on Sunday morning Two sections of ten (10) districts to be retained. Three (3) rounds per day to be played. Tea after round one and lunch after round two. The three (3) sets to be replaced by two (2) sets, one of eight (8) ends and one of seven (7) ends. Total points per game then (10) points. With three (3) days to complete sectional play and finals on the morning of day four (4), the tournament is reduced by one day. This will reduce the accommodation and car rental costs for districts that need to fly to the Tournament. It will also mean two (2) fewer days of leave to be taken.

11.2 Motion by Helderberg BC (WPB Executive not in favour)

MOTION to amend clauses 7.2.2.1 / 7.2.2.2 / 7.2.2.3 of the WP Bowls Constitution PROPOSED NEW 7.2.2.1 The term of office for either the President or Vice President in those specific offices shall be no longer than 4 (four) consecutive years. Special thanks then went to the three members who have resigned. Firstly he thanked Mike Higgins for his past seven year’s contribution and the last few years as Treasurer whereby he did a fantastic job.

He also stated that Nina Painter and Andre du Toit had brought lots to the party. Nina having brought the Disa Association back to life as it was near fading out. To Andre, for the opportunity to get Bowls aired on Smile FM and with his help which he will give to Taryn Bright in producing a video which will be presented to schools. 17 Other matters

17.1 Membership: The President was happy to report that membership had increased by more than 200 members as at the same time last year with this being attributed to an increase of 75 of these being Juniors. By Employing Taryn Bright, which was not going to be an overnight fix, it has clearly been possible to achieve these memberships and new goals will be set for the upcoming season. He further advised Council about the inroads currently being made with UCT and which kicked off later that day at Mowbray BC. Once the Bowls section was up and running and which would ultimately secure the lease for MBC, then she would concentrate on Stellenbosch University and promote an Inter Varsity League. 17.2 WP Midweek: The President proposed that we open the entry for WP Midweek for the new season to all genders, thereby it either being mixed teams or full teams of one gender. This will most certainly increase the number of entries. He stated that in the past travelling had been an issue and therefore proposed that the round robin section be zoned but only for the Basin area. They would then only need to travel for the play-offs. An email will be sent out asking all clubs to revert back with their decisions. 17.3 It was requested from the WP office, that clubs please advise how many Yearbooks are Required and also the confirmation of members for the Whatsapp broadcast group. They were also asked to please distribute the Guide for Office Bearers. 17.4 The President thanked Graham Ward of the Provincial Blind Bowlers for his commitment and huge success with the Blind Bowlers of our district. 17.5 The President confirmed the success of the informal meetings held with the club Presidents over the last season, that being the braai and cricket bowls, and confirmed that these will continue. 17.6 The President advised that Clearance Certificates are no longer required and that the database administrators must put that member into transit if cleared to move to another club. 17.7 It was confirmed that A2 Calendars will be printed for all clubs and they are urged to let us have their club competitions urgently if they wish to be included. The standard calendar will be available as always in the Yearbook and on our website which is updated regularly by Taryn Bright. 17.8 As noted, there is one vacancy on the Executive and clubs were asked to submit nominations. The Secretary will relay this via email. 17.9 It was queried by Bellville BC what National events WP apply to host and the President confirmed that we apply for all of them. 17.10 The Circular pertaining to the drinking of alcohol was once again queried and the President stated that clubs were not asked to close their bars and not serve alcohol. It is merely whilst any WP games are in progress. Before play commences and at tea/lunch time, there is no problem with this.

The President wished the Executive everything of the very best for the incoming season and thanked Council, Clubs and all members for their valued support.

With no further business the Meeting closed at 10h30.

WESTERN PROVINCE BOWLS PRESIDENT’S REPORT FOR 2019-2020

The official opening of the 2019/20 season was held at Edgemead Bowling Club on Sunday the 6th October 2020. The first bowl was delivered by Princess a Protea, disabled bowler. All invitees and delegates enjoyed a morning of bowls followed by a delicious roast lunch prepared by the members of Edgemead Bowling Club. SPONSORSHIP WP Bowls express their thanks to our sponsors for their loyalty and support during the season. A big thank you is extended to Personal Trust who made it possible for us to award prize money to successful competitors in the WP district competitions. We would also like to thank Distell for the prize money for W P Masters. FINANCES Up until the end of March 2020 the finances were looking very positive but due to the outbreak of Covid-19 from April until June 2020 we recorded losses in our finances due to cancellation of W P competitions as well as the All Cape and the Nationals. I unfortunately forecast a very difficult year ahead. We very grateful that Personal Trust allowed us to use the prize money they had given us to offset some of our expenses. To Jenny Griffiths and Denise Vermeulen who have worked extra hard on the finances and for this I thank them both. MARKETING & MEMBERSHIP By employing Taz to promote bowls amongst the juniors they certainly have increased their numbers and this is just the start but due to the virus it going to be a very difficult year ahead. Well done Taz keep up the good work. Although the junior membership showed an increase the overall membership showed a slight decrease. ACHIEVEMENTS Well done to the ladies and men selectors and the team managers who have put a lot of time and effort ensuring that the best players were selected. Well done to the Ladies Open side, Ladies B side and the Men’s Veterans for achieving a Bronze. Let’s hope next year the overall results will reflect that we are a Province to be reckoned with. I would like to extend my huge congratulations to all the achievers that are listed on page 13 of this annual report. GREENS The greens remain at a very high standard but unfortunately from the end of March 2020 due to the virus we were unable to play but the clubs and their green keepers managed to maintain the standard of the greens. Thanks to the greens committee for all your advice and hard work you gave to the clubs, for this I thank you. COACHES The number of coaches has increased and they continue to run very successful coaching courses. Thanks to you all for the many hours you have put into bowls, without your help many new bowlers would not be so well equipped to start playing bowls. TECHNICAL OFFICIALS Not an easy job but a very necessary job – so thanks to all of you that have given up your time ensuring that the rules are interpreted correctly. CONCLUSION This has been probably the most trying season in the history of bowls. Never before has bowls come to a complete stand still for months. Let’s hope it never happens again and let’s hope that by the time you read this report we will all be playing bowls again. A big thank you goes to my executive, the ladies in the office especially Lynette Botha and Chris Nurrish during the lockdown period and all standing committee members for your support this year. I wish you and your respective clubs every success for the future and let’s keep the district flag flying. Together we will do it. GRAEME KEMP PRESIDENT

STANDING COMMITTEES OF THE ASSOCIATION

COACHES

The coaches committee consisted of Chris Nurrish (secretary), Theuna Grobler, Margie Cochrane, Paul Cohen and Jenny Griffiths (convenor). Taz Bright was co-opted on to the committee to provide a seamless synergy with her plans in the region and how the coaches can assist in growing the sport. Although the lockdown brought our activities to a grinding halt we have had quite a busy year. Our aim was to raise the profile of coaches in the District and to encourage coaches to grow in their coaching abilities. A Level 1 coaches course was run at the Constantia Bowling Club over two weekends at the end of September and beginning of October and after the completion of all course work we have certified 11 new coaches. Connie Dixie made the trip to Cape Town to assist us with the first weekend of the course and we are grateful to her for her input. We completed 4 Level A courses during the year. It has been very exciting to see the enthusiasm shown by many teachers and bowlers in helping the youth programme and their on-going commitment in working with these youngsters. We now have 53 Level coaches in our District. Our last level A course was not completed due to the lockdown but this course consisted of a large number of scholars who wanted to learn how they could coach their buddies at school. We are working on a way to help them complete the course as soon as possible. We now have Level A coaches spread across the District. Western Province were able to send 3 delegates to a Train the Trainer which was held in Robertson in November 2019. This has enabled us to increase the size of our Training of coaches pool in the District. It was an excellent weekend of learning how to present the Level 1 coaching course. We were pushed and challenged but we all came away feeling a little more confident in our presentation skills. The Standing committee exists to promote coaching in the District and therefore our coaches are very important. This year we ran a Coach to coach day at WPCC which was well attended by coaches including some of our new Level A coaches. This day serves as a time to update coaches and to ensure that their coaching techniques are current. We are always delighted to have Connie Dixie from the NSCC come and conduct this day and we appreciate her giving up her weekend to do this for us. In some way we need to run more of these as the coaches always leave feeling encouraged and we need to help them keep up this excitement about coaching. The Z-Squad falls under the DSCC and this has really exploded this year with a database of nearly 70 in the Central area and another 22 in the Basin area. We got so big in the central area that we started a second group out in the basin area. Jenny Griffiths, who heads up the Z-Squad is running them both at present with the aim of getting others involved in this so we have a bigger team handling the Z-squad. Joel Roëbert has been a huge help with the Z-Squad and we have appreciated his expert input. As we look to the new year there are many challenges but many more opportunities. Thank you to all those who have served on the committee this year for the many hours you have put in to making coaching so exciting. JENNY GRIFFITHS CONVENOR GREENS CARE

The increased degree of co-operation between our Club Greenkeepers is probably the most pleasing aspect of this past season. A contributing factor has been the effective use of the WhatsApp facility. Our Greenkeepers continue to use this to ask questions, share ideas and relate experiences. This can only lead to continued improvement of our greens. A very well attended Level 1 Greens Seminar was held at Oakdale Club earlier in the season. It was gratifying to see how many of our Greenkeepers had brought their Greens Assistants along with them. The enthusiasm on display was underlined by President Graeme Kemp who commented how fortunate we were in the to have so many competent and qualified people tending to our greens. Until Covid -19 shut us down, our Standing Committee held regular monthly meetings at different venues, allowing local Greenkeepers to take part in these meetings. A monthly newsletter was distributed to our Clubs. Greens inspections were carried out at our Clubs, evaluations were recorded, and detailed feedback provided to help the Clubs redress certain issues. As so many of our Clubs continue to produce excellent greens year after year, we have elected to use the new season to focus on those Clubs that might benefit from on-going assistance and guidance. Once again the Competitions Secretary battled to find sufficient greens space for the October competitions. Greens were either closed or recovering from renovation and not up to standard. This issue needs to be addressed. My thanks go to Bill McCarthy, Collyn de Witt, Terry Drew, Vernon Dryden and Trevor Wheeler (who took the place of Eugene Howard) and Graeme Kemp for their enthusiasm and commitment. TERRY HEPWORTH CONVENOR

MEN’S SELECTION

I would like to thank Peter, Eugene, Graeme and Les for their commitment and time they gave in order for us to select our I.D. sides. We limited the amount of trials this year as far too often Players that perform at trials fail badly at the tournament. Also some good players don’t perform at the trials and therefore miss out being selected in the correct teams. Having some of our top players available this year helped ease the pressure. The most worrying factor is that very few players are building a record in the Province. Every competition besides the singles, seem to have different players in the quarters, semi’s and finals. Open side- performed below expectations finishing a disappointing 6th in there section. B side - For the 1st time in years they failed to finish in the medals. They were doing well but slipped up the last few games. Seniors – Did very well getting a Bronze medal. Unfortunately Don Craye had to withdraw after 2 days due to illness. A big thanks to J.P. Malan for flying to Johannesburg at very short notice. This coming season will be challenging as almost no competitions have been played but I’m confident that we will be able to select competitive sides. LIONEL VERWEY CONVENOR LADIES SELECTION

This season there were an unusual number of players not available for Inter district selection for various reasons – vacation, injury & taking a break, unfortunately all of them experienced players. Subsequently selection was not easy. As is the custom, invitations were sent to all clubs asking them to submit names of any promising bowlers whom they felt the selectors needed to look at, preferably with a WP record, and who had not previously represented the Province. . These players were then invited to attend a separate trial day. They were asked to group in their preferred playing position. There has been concern in the past that players were put in to play in unfamiliar positions which they felt jeopardised their chance of selection. The selectors had discussed and decided on a marking system to be used to grade the players to ensure transparency and fairness to all. The system was explained to all the players before the commencement of play. A selector was assigned to each rink of play with a clipboard and marking sheet. They watched each and every bowl that was delivered and the player was marked accordingly. The players were entitled to see their scores for the day if they so wished. At the end of the day’s play the scores were tallied and those within the target score were invited back for the next day’s trial. Those that did not make it were thanked and told that they had not before they left. This system was used throughout the duration of the trials. After the Boland matches and with one or two changes made to the teams we felt we had selected the three best sides from the available players. Open A -They won bronze as they did in 2019. They played so well but despite winning their last game Sables had already secured top position. WP had been the only District to beat Sables. Open B – They too won bronze. A great pity as they were top of the log most of the way and just needed to win their last game to play for gold. Unfortunately they lost that game played in the rain to the bottom of the log. Veterans – They did very well under the circumstances and finished third also having had the chance to play for gold if they’d won their last game. They had the distress and distraction of the late Don Craye incident throughout. Observations: Somehow we must find a way to overcome that final hurdle and win. Mental preparedness is as vital as the physical. It is interesting to note that the two sides (Open A & B) who, both won bronze, had non playing managers whilst the Vets had a player/manager. It must be noted that ALL three sides were drastically changed and unfortunately one or two players were not up to standard. Team reports: It has become very evident that most of the players do not know how to accurately mark/rate their team mate's overall standard of play and are really not happy to do it at all..

Recommendation/suggestion: Although we are aware of the huge cost involved in sending sides away we feel that it is imperative that each side has a non-playing manager to carry the admin load (not huge)and any other problem that may arise. The current report form: The format could be changed to allow players to give an overall opinion of the team's performance without being too personal. It would also be beneficial to all if a standard marking /rating system was formulated and explained to the players and included with the report form. 24

Thank you to all the clubs who so willingly allowed us the use of their facilities. Anita, Margaret, Nina and Sylvia thank you for all your time, effort and advice during this selection period, it was appreciated. SANDY WEHRLI CONVENOR

MEMBERSHIP & MARKETING

It has been a short season for everyone. However, it was especially short for our team. Unfortunately, we had not secured a suitable meeting time or a workable portfolio of responsibilities according to time available and abilities of the members. Then the lockdown obviously meant that most of our marketing initiatives running out of the office for the inclusion of this committee had to be put on hold. There were however many areas where we had members of the standing committee assisting during the season: Social media pages and websites ● Planning of first-time tournaments ● Inter-varsity bowls ● Junior events ● Club fundraising events ● Business Leagues ● News articles and publications All clubs now have operating social media pages that will assist with the future marketing strategy. Links have also been made with community pages and new potential members now follow the world of bowls. This year we also had also planned to host the largest Women’s Month tournament in August, this once again could not take place. Universities and student housing were in the process of linking up with clubs and other junior events were growing. Business League tournaments were hosted at more clubs than in the previous season and databases for contacts were created. Follow up events on these leagues were also being formulated. The WP newsletter also continued its publications with the input of our standing committee. To everyone who assisted, your contribution was most useful and beneficial to the incline in membership and interest received in the sport prior to Covid-19. We will embrace a new season and a new normal moving forward. We are all going to have to approach the sport and our clubs with a whole new mind set. This specifically can be focused on by a revised M&M approach for the seasons ahead. There are always vacancies for new nominees, new ideas and new motivation. TARYN BRIGHT CONVENOR

(PROVINCIAL) DISA BOWLERS

Taryn Bright came on board during this last season. The Disa’s got together for a fundraiser at Helderberg BC on the 14th July 2020 and I wish to thank all of those players who made the effort. I believe in the Disa Association and truly hope you find the right candidate to take this on and I will always be there to support. NINA PAINTER CONVENOR TECHNICAL

The Technical Officials this year were reduced to 5 members for the committee but overcame this reduction by calling on other Technical Officials within the District to assist on WP Competitions where required. We also seconded Michelle Langenhoven from Kraaifontein to act as secretary for our committee and my thanks for her efforts in this regard. We started our year a bit on the back foot as some of our committee were unable to make meetings so used the e-mail arrangement to keep everyone in the loop. Courses were run at Bellville and Plumstead both of which ended with good results. My congratulations are extended to those who passed and good wishes to them for their future commitment to the game. The semi-finals and finals of the various W.P. and other tournaments were covered by committee members and my thanks to all those who assisted. I was involved in the foot-faulting incident at the SA Masters which I am sure all of you will have seen so will not repeat it here. Needless to say it does show the need for all parties involved in Bowls to undertake at least a level 1 course and to remain updated on the laws and changes to them, especially their correct interpretation. Refresher courses are recommended every five years and will in the future be mandatory to retain ones T/O status. Covid-19, of course, interrupted the season and the possibility of our hosting the All Cape and the Men’s Nationals but my thanks to all those who were going to give up their time to assist by umpiring at the various venues. To my committee comprising Nico Taljaard, Estela Rawlins, Claudia de Hahn, Michelle Langenhoven and Gordon Patrick, I would like to extend my thanks and appreciation for your efforts and assistance.
