Con 12.182.855 voti, il 54,3% dei votanti scelse la Repubblica, con 10.362.709, il 45,7% dei votanti scelse la Monarchia. L’affluenza fu dell’89,08%. Solo l’11% degli italiani scelse l’astensione. La carta geo-politica dell’Italia fu molto segnata da quel voto: il centro-nord ebbe una dominante di voto repubblicano, il centro-sud e isole ebbe una dominante di voto monarchico. Il governo in carica fino a fine 1945 presieduto dall’azionista Ferruccio Parri e il successivo presieduto dal dc Alcide De Gasperi prepararono l’insediamento dell’Assemblea costituente che – con le presidenze del socialista Giuseppe Saragat e poi del comunista Umberto Terracini – si insediò il 26 giugno del 1946 e terminò i suoi lavori, un mese dopo la promulgazione in G.U. della Costituzione repubblicana, il 31 gennaio del 1948. Nel frattempo il Paese fu governato con tre mandati consecutivi dall’esecutivo presieduto da De Gasperi. Alla Costituente la DC ebbe il 35,2% dei voti, i socialisti il 20,7%, i comunisti il 18,9%, i liberali il 6,8%, i “qualunquisti” il 5,3%, i repubblicani il 4,4% gli azionisti l’1,5%. -

In addition, inappropriate use of the terminology relating to migration plays a large part in fuelling xenophobic and racist attitudes and heightening the fear of migrants. Increasing incrimination of migrants undoubtedly has repercussions on their living conditions, whether they are regular or irregular migrants, affecting them in the employment field as well as in their everyday lives. This criminalisation of migrants facilitates and even to some extent legitimises the adoption of migration policies which are more and more under the sway of a security-dominated rationale. Governments should adopt a more objective approach towards migrants, observe fundamental rights standards, in particular by combating disinformation and negative stereotypes concerning migrants, and condemn the exploitation of migrants for political purposes. 1. Euromed Rights Regional Seminar Countering the Shrinking Space For
EuroMed Rights Regional Seminar 20-21 October 2017, Brussels Countering the shrinking space for civil society in the Euromed Region Venue: Palais des Académies, Rue Ducale 1, 1000 Bruxelles Objectives of the seminar This seminar will follow the EuroMed Rights 20th Anniversary Celebration Event: I/ The ceremony for the 20th anniversary of EuroMed Rights: in the morning of 20 October, high-level EU representative and representatives of Member States are invited to present their views on the ‘shrinking space’ phenomena as well as to interact with Civil society organisations from all over the EuroMed region. Attendees in the shrinking space seminar will take part to the conference and the debate. II/ Shrinking space yearly seminar: two days (20-21 October) focused on exchanging experiences between CSOs from the region on countering multi-faceted restrictions through different means at national and regional levels. Participants will assess the situation of public freedoms in their own country and the region; they will learn about the possible establishment of an Early Warning System by the European Union aimed at anticipating restrictions of the civil society space in third countries. They will discuss about the launch of a new “EU Structured Dialogue with civil society”. The seminar will also be the opportunity to define concrete recommendations that can be jointly addressed to the EU to protect civil society space and promote human rights and democracy in the MENA. Participants will finally debate about the impact of internet censorship on freedom of association and assembly as well as to identify adequate responses to build partnerships among CSOs, increasing their protection and fostering impact of their campaigns. -

OPEN LETTER To EU Heads of State on funding the fight to end violence against women and girls Brussels, 23 September 2020 Dear President of the European Council, Charles Michel Dear Head of Presidency of the Council, Chancellor Angela Merkel Dear EU Heads of State Dear Members of the European Parliament We, the undersigned, members of the European Coalition to end violence against women and girls consisting of civil society organisations, networks and trade unions fighting for gender equality and the rights of women and girls to live free from violence, are writing to you regarding the MFF 2021-2027 and Next Generation EU (NGEU). We urge all EU decision-makers to demonstrate their political leadership and commitment to protecting gender equality, women’s and girls’ rights, and eliminating violence against women and girls in all of its activities through increased funds to the Citizens, Equality, Rights and Values programme. We are pleased about the recent decision by the European Commission to reverse the 20% cuts of the budget to the Citizens, Equality, Rights and Values Programme, which is now proposed at €638 million (current prices). These commitments were further welcomed by the European Council following the July 2020 Special Meeting, who supported the Commission’s 2018 proposed amount of €841 million (2018 prices) to the Justice, Rights and Values Fund. In light of the European Parliament’s vote to withhold its consent for the MFF on 23 July 2020, we urge EU decision-makers to swiftly come to an ambitious agreement and meet the Parliament’s demands for targeted increases to flagship programmes, including tripling the amount allocated to the Citizens, Equality, Rights and Values programme to €1.83 billion (current prices). -

International Migration in the Czech Republic and Slovakia and the Outlook for East Central Europe DUŠAN DRBOHLAV* Faculty of Science, Charles University, Prague Abstract: The contribution is devoted to the international migration issue in the Czech Republic and Slovakia (Czechoslovakia). Besides the contemporary trends, the international migration situation is briefly traced back to the communist era. The probable future scenario of international migration development - based especially on migration patterns that Western Europe has experienced - is also sketched, whilst mainly economic, social, political, demographic, psychological and geographical aspects are mentioned. Respecting a logical broader geopolitical and regional context, Poland and Hungary are also partly dealt with. Statistics are accompanied by some explanations, in order to see the various „faces“ of international migration (emigration versus immigration) as well as the different types of migration movements namely illegal/clandestine, legal guest-workers, political refugees and asylum seekers. Introduction The aim of the first part of this contribution is to describe and explain recent as well as contemporary international migration patterns in the Czech Republic and Slovakia (and the former Czechoslovakia). From Closed to Open Doors: Portuguese Emigration under the Corporatist Regime Maria Ioannis B. Baganha University of Coimbra [email protected] Abstract This paper analyses the Portuguese emigration policy under the corporatist regime. It departs from the assumption that sending countries are no more than by bystanders in the migratory process. The paper goes a step further, claiming that in the Portuguese case, not only did the Estado Novo (New State) control the migratory flows that were occurring, but that it used emigration to its own advantage. I tried next to present evidence to show that by the analysis of the individual characteristics of the migrants and of their skills, their exodus couldn’t have harmed the country’s economic growth during the sixties, since the percentage of scientific and technical manpower was, when compared to other European countries, far too scarce to frame an industrial labour force higher than the existing one. The paper concludes that during this period, the most likely hypothesis is that the Portuguese migratory flow was composed of migrants that were redundant to the domestic economy. Keywords: Emigration, Portugal, Estado Novo, New State, Corporatist, Salazar, Migration Policy, Labour, Economy, Economic Growth Introduction The political sanctioning of immigration may foster open-door policies in order to maximise the country’s labour supply, it may induce the adoption of quota systems in order to help preserve cultural and political integrity, or it may even promote the incorporation of special skills and intellectual capital. In turn, the political sanctioning of emigration may lead to the selection, promotion, or restriction of emigrants’ departures, which can and usually does distort the composition of the migratory flow, directly affecting the level of remittances that emigration produces and thus its impact on the sending country’s economy. -

The annual report below details some of the main outcomes achieved in 2019 and demonstrates the in됍uence and credibility that EuroMed Rights has gained over time.
