The Board of Pension Commissioners of the City of Los Angeles met in Room 155, City Hall South, on Thursday, November 18, 1982, at 9:40 a.m.

President Burdorf called the meeting to order at 9:40 a.m. and referred to Item No. 1 on the agenda.

INVESTMENTS

The Manager-Secretary, Mr. Gary Mattingly, stated that the Board had before them six communications from the investment managers. He stated that Messrs. Desmond Heathwood and Bob Starke from The Boston Company were present at today's meeting and also Mr. Bill Hibschman from Security Pacific National Bank. At this point in the proceedings, Commissioner Minassian entered the Board room. Mr. Bill Hibschman came forward before the Board and asked for approval of SPIM's stock purchase list.

After Wm. Hibschman was excused, Mr. Mattingly reminded the Board that on November 4, 1982, they had inquired about the short term market strategies of each of the investment advisors, especially after the explosive moves in the bond and stock markets beginning in August. He referred to the letters before the Board today from the investment advisors explaining their market strategies and also a summary of these letters prepared by staff.

Mr. Mattingly said that Wright Investors had submitted a letter requesting the Board approve the list of their stocks suitable for purchase. Much discussion ensued regarding Wright's list. The Board members approved the list but asked Mr. Mattingly to inform Wright Investors that they wanted background information on Bucyrus-Erie Company, Cessna Aircraft and Amsted Industries, and to have this information at the next Board meeting.

OLD BUSINESS

President Burdorf made reference to the Equal Employment Opportunities Commission complaint regarding age discrimination in the maximum age requirement for new police officers. The Manager-Secretary stated he appeared before the Civil Service Commission and advised the Commission that the Board of Pension Commissioners has offered the services of their actuary to assist them in their decision regarding this matter.

Commissioner Woo asked about the master custodial services. The Manager-Secretary stated he has talked with Bankers Trust and hopes to have the contract before the Board by December 2, 1982, so it can be approved and executed.

President Burdorf referred to the letter received from the United Firefighters of Los Angeles City announcing their newly elected officers and asked the Manager-Secretary to send them a letter of congratulations. NEW BUSINESS

The Manager-Secretary asked if any Board member had made any expenditure to influence state legislative or administrative actions, to which their reply was in the negative. The Manager-Secretary stated he would report that there was none.

Mr. Mattingly stated that the Thin Blue Line magazine contained an article by Rick Helms which was complimentary of the recent investment performance of the Fund.

The Manager-Secretary informed the Board that the Charter and Elections Committee is considering a proposal to place on the next available ballot a measure to amend Charter Section 71 to allow the salaries of the members of various Boards and Commissions to be set by the Council. President Burdorf directed the Manager-Secretary to find out what motivated this.

The Manager-Secretary informed the Board that the Municipal Finance Officers Association's annual conference is being held in Toronto, June 12-15, 1983. President Burdorf directed the Manager-Secretary to work up a cost sheet on the conference and to schedule this item on the next agenda.

A. In accordance with the City Attorney's advice, $300.00 of the pension payable to George G. Jaeger, Police Disability Pensioner, to be paid to his former wife, Bernadette Jaeger, effective November 1, 1982.

B. In accordance with the City Attorney's advice, 50% of the pension payable to Lewis J. Riker, Police Service Pensioner, to be paid to his former wife, Lois C. Riker, effective November 1, 1982.

C. In accordance with the City Attorney's advice, $127.50 of the pension payable to Pedro A. Urquijo, Police Disability P:ensioner, to be paid to the Court Trustee of the Superior Court of California, County of Los Angeles on account of child support. This payment to be effective November 1, 1982.

The Manager-Secretary stated that Mary L. Megeff had a correction; that the amount $775.34 should be $785.35, which is the minimum pension amount.

Police Officer II Trinidad Gonzalez

Continued. Attorney Stillman addressed the Board concerning what he perceived to be inadequate attention given to some of Mr. Gonzalez's medical problems by the pension doctors. After some discussion, Board President Burdorf directed staff to work with Mr. Stillman in re-submitting to the pension doctors reports dealing with Mr. Gonzalez's stroke and asking the doctors to comment specifically on that illness. Mr. Gonzalez was not present in the Board room. At this point in the proceedings, President Burdorf called for adjournment. The meeting adjourned at 3:25 p.m.
