Name of the members who were present in the meeting are as follows: ­

In the beginning of the 141st meeting of SEAC, which was held on 13.05.2017 at 11:00 hrs. at the Conference Room, Paribesh Bhawan, Bidhan Nagar, the Secretary, SEAC welcome all the members. After introductory session, one case was discussed under 'Miscellaneous' section. Seven applicants were requested to make their presentation before the committee. All the seven applicants appeared before the SEAC for technical presentation on their respective project proposal. Three cases were placed for reconsideration.

SESSION I

A. Miscellaneous Section :­

1. Proposed Sand & Stone Mine project of area 97 acres by Sri Shyamal Kumar Sanyal at Vill – Tari Guria & Baniakhari, PS – Matigara, Siliguri, Dist – Darjeeling, West Bengal.

Activity:

This is a proposal for sand and stone mining project of area 97 acres.

Chronology of the event: The project proponent presented their proposal in the 137th SEAC meeting held on 22.03.2017 and the SEAC kept this proposal pending as per request of District Magistrate, Darjeeling vide letter dated 20.02.2017. The case was put up for consideration in the 141st SEAC meeting held on 13.05.2017. SEAC scrutinized the documents in the meeting and after careful consideration of the submission & detailed discussion, the committee recommended that the project proponent should submit the following: 1. Copy of the latest mining plan approved by the Competent Authority. 2. Total water requirement for the entire project and its availability and the provisional source approved by the Competent Authority. 3. Detailed mine closure plan approved by the Competent Authority. 4. EMP to be resubmitted, specifically detailing afforestation programme and green development as per the statute, proper waste management including mine spoils and overburden, mine backfill programme etc.. 5. The no. of ambient air quality monitoring stations proposed to be set up. 6. Specific proposal on Corporate Social Responsibility programme to be provided. It has been decided that the case shall be further considered only after submission of the necessary clarific­ ation/information/documents.

SESSION II B. Note on Technical presentations

Industry Sector:­

1. Presentation of Final EIA / EMP Report for proposed Common Bio­Medical Waste Treatment Facility by M/s. Medicare Environmental Management Pvt. Ltd. at Dag No. – 479 & 470, Block ­ Polba, Dist. – Hooghly, West Bengal.

Activity:

This is a proposal for Common Biomedical Waste Treatment Facility at Polba Dadpur, Hooghly.

Chronology of the event:

The project proponent presented their proposal for Terms of Reference presentation in the 126th SEAC meeting held on 15.07.2016 and the SEAC recommended the ToR vide letter dated 10.08.2016. Public Hearing was conducted on 14.03.2017. The project proponent submitted the final EIA/EMP report on 13.04.2017.

The case was put up for consideration in the 141st SEAC meeting held on 13.05.2017. After carefully considering the submission by the project proponent and presentation, SEAC recommended environmental clearance for the proposed project.

2. ToR presentation for proposed expansion of existing stand­alone grinding unit (0.95 MTPA to 2.00 MTPA) by M/s. Ramco Cements Limited at Vill.– Rakshachak, P.O. + P.S. – Kolaghat, Dist. – Purba Medinipur, PIN: 721134, West Bengal.

Activity:

This is a proposal for expansion of Kolaghat Cement Grinding Unit of capacity 0.95 MTPA to 2.00 MTPA (PPC/OPC/PSC).

Chronology of the event :

The case was put up for consideration in the 141st SEAC meeting held on 13.05.2017. After carefully considering the submission by the project proponent and presentation, SEAC recommended ToR (Annexure – A) for preparing draft EIA/EMP reports.

3. Proposed Saharjora Fire Clay Mine (Lease area 17.38 acre) by Sri Jitendranath Banerjee at Vill. – Saharjora, Tehsil – Barjora, Dist. – Bankura, West Bengal. Activity:

This is a proposal for Fire Clay Mine project for production of 6000 TPA of Fire Clay in Lease Area 17.38 acre of land.

Mutation certificate issued by the Competent Authority under section 50 of the WBLR Act, 1955 and permission for conversion of land issued by the competent authority under section 50 of the WBLR Act, 1955 2. NOC from the competent authority under the Urban Land (Ceiling & Regulation) Act, 1976. 3. Proper area statement showing the percentage area of each individual legend to be submitted. 4. The entire conceptual/layout plan to be resubmitted clearly depicting the following areas: i) STP ii) rain water harvesting provisions iii) exclusive tree plantation iv)car parking etc. 5. EMP to be resubmitted, specifically detailing solid waste management including segregation plan and disposal, liquid waste generation, treatment and final discharge. 6. The no. of ambient air quality monitoring stations proposed to be set up. 7. At least 2% of total project cost should be utilized on Corporate Social Responsibility programme as suggested in the meeting. Specific proposal in this regard should be provided accordingly. 8. It has been submitted that the STP based on aerobic process is proposed to be located below ground. Necessary clarification in this regard, including design details of STP to be provided. 9. Designated area for compost plant should be included in the approved plan. 10. Details of the proposed arsenic removal plant for intake water. In this regard the recent copy of the ground water analysis report, certified by the appropriate authority to be provided. 11. Specific proposal for at least 1% of total power requirement to be met from solar power. It has been decided that the case shall be further considered only after submission of the necessary clarific­ ation/information/documents.

5. Proposed Residential Building by M/s. Kolkata Heights Pvt. Ltd. at Mouza ­ Madurdaha, P.S. – Tiljaja, Ward No. 108, Kolkata – 700099, West Bengal. Activity:

This is a proposal for Residential Building comprising of Block – 1 of G+18, Block – 2 of G+15(Tower 1), G+15 (Tower­2) and G+16 (Tower­3) storied buildings. Total no. of flats 264 nos. Total Land area is 13353.26 sqm. Total Built up area is 40479.39 sqm.

At least 2% of total project cost should be utilized on Corporate Social Responsibility programme as suggested in the meeting. Specific proposal in this regard should be provided accordingly. 8. C. Reconsideration Proposals :­ Seven reconsideration proposals were placed in the meeting.

Construction Sector:­

1. Proposed Residential Complex “Tolly Towers” by M/s. Tollugunge Estates Pvt. Ltd. at Premises No. 3, Netaji Subhash Chandra Bose Road, Kolkata – 700 040, West Bengal. Activity: This was originally a proposal for construction of residential complex consisting of 2X (B+G+31) towers with total nos. of flats­168. Chronology of the event: The SEAC stipulated the conditions for Environmental Clearance in the 124th SEAC meeting held on 13.06.2017. The proponent submitted on the copy of the Master Plan and building plans sanctioned by KMC for 2X (B+G+26) towers with total nos. of flats­138 on 18.04.2017. Name of Environmental Consultant – M/s. Envirotech East Pvt. Ltd. The case was placed for reconsideration in the 141st SEAC meeting held on 13.05.2017. After careful consideration of the documents submitted by the unit, SEAC recommended environmental clearance for the proposed project.

2. Proposed commercial complex “Trade Centre” by M/s. Development Consultants Pvt. Ltd. at Plot – E1, Block EP & GP, Sector – V, Salt lake, Ps – Bidhannagar (North), Dist – 24 Parganas (North), West Bengal. Activity: This is a proposal for construction of commercial building complex comprising of 3blocks of G+ 3, G+15 & G+17 storied buildings. Total land area is 16302.04 sqm and total built up area will be 44830.61 sqm. Chronology of the event: The unit presented their proposal before SEAC on 126th SEAC meeting held on 15.07.2016. The SEAC, West Bengal, made the following recommendations in the 126th SEAC meeting and subsequent response submitted on 20.09.2016 from the unit is given below :­

At least 2% of total project cost should be utilized for Corporate Social Responsibility (CSR) plan and CSR programme should be prepared based on the specific needs of the locality. Corporate Social Responsibility (CSR) Plan with specific programmes for the project influence area and financial commitment to be submitted. 5. Proposal for on­site compost plant for treatment of biodegradable fraction of MSW and earmarked the location of the compost plant in the conceptual plan. 6. Details of car parking calculation clearly showing open & covered car parking. 7. Details of emergency plans including precaution and safety measures to be submitted as per the indicative guidelines for high rise buildings. 8. Provide details on the likely effects of the building activity in altering the micro­climatic conditions to be submitted as per the indicative guidelines for high rise buildings. 9. Rain water harvesting calculation to be submitted as per SEAC guidelines.

Recommendations / Directions of the Committee dated 04.08.2016 Response of the Proponent 15.09.2016 10. No. of trees and species wise plantation details to be submitted. Exclusive tree plantation area should not be less than 20% of total land area. 11. Proposal for atleast 1% of total power requirement shall be met from solar power.

The reply of the project proponent submitted on 15.09.2016 was considered by the SEAC in 130th SEAC meeting held on 30.09.2016. After carefully consideration the reply the State Level Expert Appraisal Committee (SEAC), West Bengal, noted that the reply of the project proponent was not adequate and properly addressed as sought in the above mentioned letter of SEAC hence the committee requested the project proponent to submit the adequate clarification of the above mentioned letter. The project proponent submitted their reply on 19.04.2017. The case was placed for reconsideration in the 141st SEAC meeting held on 13.05.2017. After careful consideration of the documents submitted by the unit, SEAC recommended stipulated conditions for environmental clearance for the proposed project.

3. Proposed Building and construction project “The 101” by M/s. PS Vinayak Complex LLP at Mouza – , JL No. – 20, Mouza – Sarmestarchak, JL No. – 17, Mouza – Daulatpur, JL No. – 79, PO – Pailan Hat, PS – Bishnupur, within Kulerdari Gram Panchayet, Dist. – , West Bengal. Activity: This is a proposal for construction of residential complex comprising of 10 blocks of B+G+16 storied 01 block of B+G+12 storied buildings. Total no. of dwelling units will be 1216 nos. Total land area is 30,473.48 sqm and total built up area will be 1,49,577.66 sqm. Chronology of the event: The unit presented their proposal before SEAC on 138th SEAC meeting held on 28.03.2017. The State Level Expert Appraisal Committee (SEAC), West Bengal, made the following recommendations in the 138th SEAC meeting and subsequent response submitted on 28.03.2017 from the unit is given below :­

Name of the Environmental Consultant is M/s. M/s. Ghosh, Bose & Associates Pvt. Ltd. The case was placed for reconsideration in the 141st SEAC meeting held on 13.05.2017. After careful consideration of the documents submitted by the unit, SEAC recommended stipulated conditions for environmental clearance for the proposed project.
