Understanding the Legislative Process

Legislative Process in NYS — Bill Drafting — An idea is written to create or amend a law — Sponsorship — A bill must have a sponsor to be introduced — Introduction — Bill is introduced, assigned a number, and printed — Committee Referral — Bills are referred to the appropriate committee for review and approval

Legislative Process in NYS — Committee Vote — Bills chosen by chair à voted on à “report” them out — Floor vote (Senate or Assembly) — Bills added to calendar in order of committee passage — Bills will come to a final vote by the entire chamber — Delivery to Governor — Once a bill is passed by both chambers — Governor has 10 days to sign into law or veto
