Although it is now officially Spring, the recent snow has given us pause: Many of our youngest readers might not have experienced snow before—so the excitement was great. Some of our readers have contributed their Snow Pictures, and there are more in the collage but with a leavening of spring pictures to brighten things up! Our cover also rather inevitably features a snow scene. However, in spite of the cold and wet, signs of spring are all around: the daffodils around the villages are looking positively perky! We are anticipating proper spring weather by going Out & About with the butterfly transects on the Common. Green Fingers has some great suggestions for gardens to visit in the Spring. An early Easter is celebrated in News from Our Churches: posies for Mums, a coffee morning at Runnington and Easter Bonnets feature. You can find the times for the services in our Parish Churches there. Young Buddies are visited by the Easter bunny—and hot cross buns go to make our Easter Seasonal Treat! Go to What’s On to find what is happening in and around the villages. For instance, the new BudVue Cinema is bringing the best recent movies to our own village hall—do check it out and come along: it is great fun. After the success of their last outing, the Friends of St Peter’s are offering another Rock-themed walk on International Earth Day. Numbers are limited, so please do book for this. News from the Villages has updates from our Parish Council about the litter pick which was postponed because of snow, and a response to the Library consultation. We bid Welcome two new families to Chipley, and catch up with an unusual visitor to Runnington in our Village Story. As part of a series of short articles about societies and associations that you may be interested in joining, we feature The Arts Society. The Friendship Circle has been to Buckfast and met with birds of prey, and Langford Ladies has enjoyed a skittles evening. Included in this magazine is a separate questionnaire from the Jubilee Hall: Please take the time to fill this out and return it — it is an opportunity for you to let the Trustees know how you see the future of the village hall. Finally, an appeal from the team at Round About: we’d love to hear your ideas for articles, and feature your pictures. Everyone is welcome to come along to hear the report and check the audited accounts for 2017. As you will know from the ‘Village Hall and the Future’ report in the February edition of Round About, this is something of a milestone AGM as the proposed new management structure for the hall with be discussed and I hope agreed. In this edition of Roundabout is your copy of the village hall survey, giving you the opportunity to influence how the management of the hall develops in the coming years; please don’t miss the chance to have your say. I hope too that some of you will want to contribute more actively to running the hall, either as helpers or Trustees – you will be very welcome. We’ve had nearly 100 locals come to our first two movies, ‘Churchill’ and ‘Victoria & Abdul’, and we look forward to welcoming more of you to this month’s film, ‘Murder on the Orient Express’ on Saturday April 28th. With home baked cakes, popcorn, hot drinks and a bar, along with a big screen and Blue Ray projector, our homegrown cinema brings Hollywood to our village! We’ve set up BudVue because we love good films and we love community. For our upcoming summer season we hope to have something for everyone. We begin with Paddington 2, in May, with a bonus matinee show at 3.00pm where kids can come for half price. In the evening we’ll be showing The Greatest Showman. In June and July we have Oscar winning drama and romance with some of the year’s best movies, ‘Three Billboards Outside Ebbing, Missouri’ and ‘The Shape Of Water’. We are spoilt for choice, from the splendid National Trust properties of Knightshayes and Killerton, to the modest private gardens that open under the National Garden Scheme. In between, there are many beautiful and varied gardens, some of which are listed below. On our doorstep, Cothay Manor has twelve acres of magical gardens, including a wild flower meadow, garden “rooms”, yew walk, ponds and exquisitely planted containers. Holbrook Garden at Sampford Peverell is a continually evolving, naturalistic garden representing “a balance between nature, design and maintenance”, with a spectacular lawn of snakehead fritillaries in the Spring.

Going forward we intend to produce a newsletter for you to read every quarter. The next one will be due in spring and you can also find this newsletter online at www.somersetwestandtaunton.gov.uk. We have all been through so much this year, especially with lockdowns during the year. Just as we were gaining momentum after the first lockdown, we had to lock down again. We will of course continue to support our residents during the global pandemic and reduce the risk of spreading the coronavirus. Despite, the difficulties this year, the Housing Directorate has continued to deliver against their objectives of delivering more new homes, providing great customer services and improving our existing homes and neighbourhoods. I hope you enjoy reading about the great things that have been achieved in this edition. The future of Local Government still remains subject to change and I wrote to you in November to make you aware of those changes. This order will enable AJ Hale & Son to carry out excavation in the road for the purposes of exposing a Wessex Water Sewer, laying of a pipe, and connection by Wessex Water and then backfilling and making good the road surface in this road. After the sad memories of the First World War in our last edition, we’re far more cheerful this month with three Village Weddings to celebrate. We’re still with vegetables in Green Fingers as the time has come to start preparing the garden for Winter. The change of season sees the dying of many of our garden flowers, including lavender, but there is much more to this plant than beauty and scent and we are starting what we hope will be a regular series on wellbeing with The Magic of Lavender. Langford Heathfield appears again in Out and About with Grazing on the Common as we look at the reason we have the lovely Sheltland ponies here every Summer. It’s great to see the Common tidied up again and we hope you find our articles on its various aspects interesting. This month our Village Personality is an artist who lives in Chipley and will be opening up her studio for a long weekend in September.

In order to meet this target the whole of Government, industry and society essentially has to cease all carbon release and develop significant carbon capturing activities in 9¾yrs. If the SWaT team and residents are serious about this then targets and actions need to be: Urgent; decisive and effectively expedited and policed. Within this statement the target should also recognise the pollution and waste problems we face. '1.17 “Legally required to make sure that...” implies that all new development be carbon neutral, if not carbon negative. All aspects of the plan should reflect this. '1.18 Wholly agree with this section '1.19 “..must be..” is potentially at odds with section 1.17 and 1.18 unless NPPF is fully in line with zero carbon aspirations. If not, it must be made clear which clause takes priority. '3.2 Line 1 should read “..have good access to the 'road' transport network.” Wellington still requires the rail station restoring, and the cycle network is not fit for purpose.

Hon. Leon Brittan QC HP Secretary of State for the Home Department PROPOSAL FOR THE FUTURE ELECTORAL ARRANGEMENTS FOR THE BOROUGH OF TAUNTON DEANE IN THE COUNTY OF SOMERSET 1. The nresent electoral arrangements for the Borough of Taunton Deane date from 3 Way 1979 when the Taunton Deane (Electoral Arrangements) Order 1976, giving effect to the proposals contained in our Report No. 111, came into force. 2. In July 1978 Taunton Deane Borough Council commenced a review of the parish pattern of the whole of their district. They submitted their review reoort to us on 12 February 19#1, which recommended (i) alterations to the boundaries of 28 parishes (ii) the constitution of a new. parish of Comeytrowe and (iit) a number of changes to district and county electoral arrangements consequent upon the provisions of recommendations (i) and (ii). 3- We were satisfied that the recommendations affecting the parish pattern of the borough were in the interest, of effective and convenient local government. However, we were concerned about the standard of representation which would have resulted from the recommendations for consequential changes to the borough.and county electoral arrangements, in particular those affecting .the former.
