Minutes of a meeting of Council held at Pwllglas Village Hall on Wednesday 7th March 2018 at 7.30 p.m.

1. Present: Acting Chair R.W.Jones, Councillors T.Rogers, G.W.Roberts and Clerk P.G.Palmer. 2 members of the public.

2. Apologies. Councillors B.Wynne, R.A.Roberts and County Councillor E.Williams. 3 Declaration of interest: None 4 Minutes of the Council: The minutes of the meetings held on 3rd January were approved as correct and signed by the Chairman. 5. Urgent Matters: None

6. Annual Review of Effectiveness of Councils Internal Controls. A list of internal controls considered necessary was reviewed by the Council. Resolved that adequate controls were in place. 7. Appointment of Internal Auditor. The Council appointed Mr Gwyn Davies, as internal auditor for 2018- 2019.

8. Welsh Language Scheme. Following discussion and revision Council adopted The Welsh Language Commissioner template for a Welsh Language Scheme. The Draft scheme will be sent to the Commissioner for approval.

9. Data Protection Regulations. The General Data Protection Regulations come into force on 25th May 2018. Community Councils will be affected and will have to appoint a Data Protection Officer. The Clerk is not permitted to carry out this work and it will have to be an external appointment. Further information and guidance from One Voice is awaited.

10. Planning Matters Applications Received. (1) 13/2018/0039 Erection of replacement dwelling, Cartref Pool Park, . Council has no objection to the proposal if it complies with all relevant planning policies. (2) 13/2018/0170 Alterations and extension to existing dwelling, Pen y Bryn, Efenechtyd. Council have no objection to the proposal. (3)R6830/A/17/3192325 Removal of residential caravan, erection of one dwelling. The Watermill, Pwllglas, Ruthin. Planning Appeal by written representations to be held. 11. Pwllglas Playing Field. Grass cutting quote received from Ground Control. Council resolved to accept the quote.

12. Bus Shelter Maintenance/Litter Bins. Despite requests Council have still not supplied details of Bus Shelter Cleaning tenders they have received. Clerk to contact county councillor. Following discussion the Clerk to obtain a quotation from Denbighshire Council to provide a new litter bin near the bus shelter by the village hall.

13. Denbighshire Community Miles. Denbighshire Council have obtained a grant to fund a Community Mile Scheme linking Llanfair D.C. to Pwllglas via Eyarth including the old railway and the NWWT nature reserve by Pont Eyarth.

13. Continued. No large scale plan showing the route is available at present. The County Council have funds to upgrade stiles, carry out some surface improvements and produce a leaflet. Denbighshire will be consulting with Llanfair and Efenechtyd Councils and ask that in view of the time scale to spend the grant that both Councils nominate two representatives who they can consult on the project. The Council nominated The Clerk.G.Palmer and Councillor Tudor Rogers to act on its behalf and gave them authority to make decisions on behalf of the Council. 14. Hiraethog Development Strategy. This has been set up between Denbighshire and Conwy Council and other Action Groups with the aim to sustain and develop Hiraethog as a place where people want to and are able to live, work and play. Clerk had attended a meeting in which explained in more detail the aims of the Strategy. Efenechtyd Community is within the Strategy area and the Strategy Co-ordinator will assist communities in realizing projects that will benefit the area and its people 15. Membership One Voice Wales Council resolved to renew membership. Cost £80 p.a. 16. Financial Report The Clerk provided Council with details of the present financial position and the projected year position at 31.3.18 together with details of actual expenditure against budgeted expenditure. Appeal for funds Following discussion it was resolved to make: (1)A payment of six hundred pounds (£600) to Pwllglas Village Hall Committee for the upkeep of community facilities. (2) In pursuance of the powers conferred by Section 137 of the Local Government Act and being of the opinion that the expenditure satisfies the requirements of that Section the Council approves the payment of the following.
