Prior to entering elected politics, I worked at my family’s business and can appreciate the difficult decisions small business owners are facing. Ontario has developed a framework to guide our approach to reopening the province, and the Jobs and Recovery Committee is a key part of applying this framework. The committee will consult with people and businesses to assess the economic impacts of COVID-19 and learn about their unique needs. I am honoured to be a member of the committee and value the opportunity to represent workers and Ontario’s workforce development needs. I look forward to working with the other committee members on plans to get businesses back up and running and people back to work. My colleagues and I will work to get our economy moving again, with a focus on safe and healthy workplaces, job creation and opportunities for growth. As we take preventative measures to stop the spread of COVID-19, the economic disruption of this pandemic has had a devastating impact on businesses in St. Catharines across all sectors and the Niagara region as a whole. We are encouraged by your launch of the Ontario Jobs and Recovery Committee which will focus on getting businesses up and running and people back to work after the COVID-19 pandemic is over. Here in St. Catharines our Economic Development team, along with our regional partners, initiated a COVID-19 Business Impact survey to measure and track the effects on our local economy to be able to represent their needs as accurately as possible and tailor recovery efforts appropriately. The results of this evidence-based impact survey, which had more than 2600 responses from businesses in the region (800 responses from St. Catharines), reported an estimated $576M regional ($76M St. Catharines) loss of revenue projected for the next 3 months. It is important to note that these numbers change by the day as new essential service orders are enacted to help flatten the curve. Industry sectors that rely on direct customer interaction, physical locations to conduct business, and those that rely on events and other forms of people gathering have experienced the most abrupt fall-out in regards to lost revenue. The response from our business community as demonstrated both in the survey and in our ongoing daily communications focused on the impacts of closures, lost revenues, overall loss of productivity, and fixed operating costs which continue to accrue. While many businesses are making difficult existential decisions, the message we have heard is simple: immediate financial relief is urgently needed to ensure their survival. While we fully support implementation of all measures recommended by public health officials, our data shows that business will require swift measures to ensure that these losses do not continue as we transition from rapid response to recovery efforts. We continue to work with our local businesses and will be surveying them again to monitor the ongoing impacts. St. Catharines and Niagara can and will contribute significantly to the recovery of our provincial economy and we welcome the opportunity to meet with the Ontario Jobs and Recovery Committee to discuss a path forward. During the first wave of the pandemic, hospital employees who were unable to work due to a self-isolation requirement arising from a suspected COVID-19 exposure were provided leave with pay in instances where they were asymptomatic and not eligible for sick leave or WSIB. In accordance with direction received from the provincial government through the Ontario Ministry of Health, individual hospitals have begun to implement a very significant change in direction on this critical issue. Asymptomatic employees required to self-isolate due to a suspected exposure while awaiting test results will no longer be paid and are instead being urged to use other forms of leave such as vacation days. This is also being applied to situations where exposure is known to have occurred in the workplace. This new approach is completely unacceptable to our members. While there is no disputing the importance of self-isolation for any and all suspected cases of exposure to COVID-19, particularly in health care, it is abhorrent to penalize essential services workers unable to work due to self-isolation requirements meant to protect their colleagues and their patients. This is especially so when the exposure may have occurred in the workplace itself.

The New Energy Minister Ontario’s new Minister of Energy already has significant experience with the job ahead, having served in the equivalent federal portfolio in the Cabinet of former Prime Minister Stephen Harper. In that role, Hon. Greg Rickford would have engaged somewhat more on the oil and gas file than the electricity file, but having been responsible for the National Energy Board, he will be very familiar with the nuances of managing a regulated portfolio, and a regulator. Minister Rickford is the MPP for Kenora-Rainy River, the most northerly of the PC Party’s 76 ridings. He is also among the most educated, holding a nursing diploma from Mohawk College, a Bachelor of Science degree from Victoria University, civil and common law degrees from McGill University, and an MBA from Université Laval. Working as a nurse early in his career, Mr. Rickford was stationed in remote First Nations communities across Northern Ontario. He continued to work with Indigenous groups in the north as a lawyer, and later as the federal MP. The fact that Minister Rickford is one of only three members of the Ford executive with any Cabinet-level experience at all will serve him well, as he assumes the responsibilities previously carried by no less than three of his Liberal predecessors; in addition to Energy, he also serves as Minister of Northern Development, Mines, and Indigenous Affairs.

    November 24, 2020 Mr. Doug Ford, Premier of Ontario Mr. Jeff Yurek, Ontario Minister of Environment, Conservation and Parks RE: Schedule 6 of Bill 229 Dear Premier Ford and Minister Yurek, Ontario’s conservation authorities were created by a Conservative government in 1946 when Ontario was experiencing desertification after a period of uncontrolled deforestation. After the devastation caused by Hurricane Hazel the importance of watershed based science including regulating development in valley lands and flood plains became apparent. If you do not remove schedule 6 from bill 229, we will all be forced to live with the consequences. Because this change was included in a budget bill, the public was not given opportunities to comment before it was voted on. This government is the government of all of us, not just the development community. It is a blow to democratic government to give developers the right to force fast-tracking of development approvals and to appeal decisions that do not award them what they have asked for. Citizens who wish to challenge planning decisions that would cause harm to the environment are not given these same rights. The Minister should not have the power to negate a Conservation Authority’s refusal to issue a development permit. We object to the restriction you wish to place on Conservation Authority members to act on behalf of the watershed and not only in the interests of their municipality. Not all municipalities look at the long term health of the environment; many are only too pleased to push ahead any development regardless of consequences down the road.

    April 19, 2021 The Honourable Doug Ford Premier of Ontario Queen’s Park Toronto, ON M7A 1A2 Dear Premier Ford: Re: Reform COVID-19 Operating Restrictions Framework: A Responsible Business Protocol The Whitby Chamber of Commerce represents recognizes the damaging toll the pandemic has had on Ontario’s business community. Forecasts of rising business bankruptcies, supplier, and bank delinquencies due to operating restrictions imposed by lockdowns and lockdown frameworks are alarming. Given the long-term forecast, now is the time to revisit and refine the regional operating restrictions framework to ensure it keeps Ontarians safe, builds business confidence and does not unduly harm our economy. We stand with our Provincial counterparts copied on this letter and recognize their innovative and responsible approach to revising the current Provincial framework. Thank you specifically to the Brampton Board of Trade for recommending the Responsible Business Protocol in January 2021. The “Responsible Business Protocol” refines the current colour-code system, calls for better definitions of safe operating protocols by sector, and recommends adding a community contact reduction framework to better address pandemic spread. Most importantly, the recommended Responsible Business Protocol puts the onus on businesses to adhere to a common safe operating framework to continue to remain open. In essence, it is a solution that simplifies understanding of rules by sector, addresses community contact reduction and most importantly, minimizes further damage to our economy while fighting the spread of COVID-19. At the heart of the Protocol is the understanding that compliance with safety standards is an integral part of running a business. It impacts every size and sector from retail to restaurants, from construction to manufacturing.

NDP Leader Andrea Horwath held a press conference to call on the PCs to reverse future ​ ​ funding cuts to public health, while Health Minister Christine Elliott’s office fired back that ​ ​ Horwath was trying to “score political points.” “Ontario’s expert public health officials have been unanimously clear: Ontario is prepared to effectively respond to the 2019 novel coronavirus, something Andrea Horwath herself acknowledged,” Elliott’s spokesperson Travis Kann said in an email statement. ​ ​ Kann added that public health officials have briefed the NDP three times on the matter in order to ensure all MPPs are informed and “to demonstrate that the health and safety of Ontarians is and always should be above politics.” Horwath did admit Ontario’s response to the outbreak has been “outstanding” but stressed that “we need to keep it that way.” She urged the PCs to cancel planned funding cuts and asked the government to review public health resources in order to keep Ontarians safe in the future.
