Conventional warfare capabilities which formed the crux of RSAF’s development till recently might not equip us sufficiently to fight the future war…We must not let our guards down, and always demand Operational Excellence even amidst our transformation efforts. Only then will we be able to maintain high operational standards and a high state of readiness, ensuring RSAF’s fulfilment in SAF’s mission to deter aggression.” - CAF, MG Lim Kim Choon “World Class People - Operational Excellence Through Quality Innovations” was the theme for this year’s RSAF PRIDE Convention held at Air Force School on 4 Mar 03. Organised by TAB, this year’s Convention marks 16 years of the RSAF PRIDE movement. The Convention included a video presentation titled “Creativity Everyday”, displays by selected project teams and a skit about WITS (Work Improvement Themes) by the SAF Music and Drama Company. CAF also presented awards to about 180 team and individual awards for their contributions to the organisation as well as efforts in promoting productivity. Air Force News interviewed the first runner-up of Best WIT (Support) and winner of the prestigious NOVA award, the UREKA team, for their “Improvement of Operational Responsiveness for Aircraft Mission Support”. Comprising of 2WO Tay Lai Heng, SSG Lee Chin Tiang and 1SG Quek Teng Guan from ALS-PLAB, the project was cited by CAF in his opening speech as an indicator of the improvement of quality of UWMS by RSAF personnel. “We felt that the best part about the project is the team effort in overcoming all the obstacles and achieving a successful project that really benefits us and the organisation”, team leader 2WO Tay said when asked about how the team felt about winning the awards. “The Pride movement and Innovation culture in PLAB has always been strong and this has helped pave the way for our smooth project implementation.” AFN congratulates all award recipients! 17th17th MINDEFMINDEF DAYDAY MINDEF celebrates its 17th year of the PRIDE (PRoductivity and Innovation in Daily Effort) Movement. The award was in recognition for his significant role in fostering closer ties between the Royal Australian Air Force (RAAF) and the Republic of Singapore Air Force (RSAF). Minister for Defence, Rear-Admiral (NS) Teo Chee Hean, presented the prestigious award. In various senior appointments, AM (Retired) McCormack had played a key role in fostering closer ties between the RAAF and RSAF. Under his leadership, the RAAF provided excellent support to the RSAF for its flight training in Pearce Air Base and Tamworth. AM (Retired) McCormack had also extended his personal support to RSAF’s training and participation in exercises in Australia. Both air forces continue to enjoy a close relationship through various bilateral co-operation programmes and activities. Minister for Defence, RADM (NS) Teo Chee Hean, congratulating AM (RET) Earl John McCormack after the ceremony. Royal Thai Air Force Commander-in-Chief For his role in forging excellent bilateral relations between the Royal Thai Air Force (RTAF) and the Republic of Singapore Air Force (RSAF), the Commander-in-Chief of the RTAF, Air Chief Marshal (ACM) Kongsak Vantana, was conferred the Pingat Jasa Gemilang (Tentera) [Meritorious Service Medal (Military)]. Minister for Defence, RADM (NS) Teo Chee Hean, presented the prestigious military award to ACM Kongsak during the investiture ceremony held at MINDEF on 13 Dec 03. In various senior appointments, and as Commander-in-Chief of the RTAF from October 2002, ACM Kongsak has actively encouraged and promoted closer interactions between the two air forces. Under his leadership, both air forces signed an Air-to-Air Refueling Memorandum of Understanding (MOU) which further promotes professional interactions between the two air forces. ACM Kongsak has also extended Minister for Defence, RADM (NS) Teo Chee Hean, congratulating ACM Kongsak his personal support to RSAF’s training in Korat and Koke Vantana after the ceremony. Commander Royal Brunei Air Force The Commander of the Royal Brunei Air Force (RBAF), COL Haji Mahmud bin Haji Saidin, was awarded the Pingat Jasa Gemilang (Tentera) [Meritorious Service Medal (Military)] in a ceremony held at MINDEF by Minister for Defence, RADM (NS) Teo Chee Hean, on 17 Jan 03. In a succession of senior appointments and as Commander of RBAF, COL Haji Mahmud has played an integral role in fostering closer co-operation between the two air forces. Under his leadership, the RBAF has provided excellent support to the RSAF’s helicopter training detachment in Brunei.

He is currently working on force transformation at the Joint Staff and normally uses his left brain more than his right brain. He has also learnt that tea breaks and mess functions are a good time for organisational learning, group bonding, and cultural indoctrination. Curiously, though, after all the visioning exercises he underwent, he has also begun seeing half-full glasses and three-legged stools everywhere.

    New Zealand Defence Minister Calls on Dr Tan 30 Sep 1998 The New Zealand Minister for Defence, the Honourable Mr Max Bradford, called on the Deputy Prime Minister and Minister for Defence, Dr Tony Tan, this morning, 30 Sep 98, at the Ministry of Defence, Gombak Drive. Upon his arrival at MINDEF, Mr Bradford reviewed a Guard-of-Honour. Mr Bradford is here on his introductory visit from 29 Sep to 2 Oct 98. Mr Bradford will call on Acting Prime Minister BG (NS) Lee Hsien Loong, and deliver the second lecture in the Institute of Defence and Strategic Studies (IDSS) "Strategic Challenges of the Asia Pacific" lecture series on 2 Oct 98. On the same day, Mr Bradford will visit the inaugural Ex SINGKIWI, a bilateral exercise between the Republic of Singapore Air Force (RSAF) and the Royal New Zealand Air Force (RNZAF), at Paya Lebar Air Base (PLAB). RNZAF A-4K Skyhawks, and RSAF F-5 Tiger, F-16 Fighting Falcon and A-4SU Super Skyhawk fighter aircraft are conducting a range of air training activities under the exercise from 21 Sep to 2 Oct 98. Whilst at PLAB, he will also be shown the RSAF's Air Combat Manoeuvring Instrumentation (ACMI) system. Mr Bradford's programme includes visits to SAFTI Military Institute, Tuas Naval Base, Headquarters Artillery, Tengah Air Base, and Changi Air Base for the annual Maritime Patrol Aircraft (MPA) Training Affiliation between the RNZAF's P-3K squadron and the RSAF's Fokker 50 squadron. Singapore and New Zealand have a long-standing defence relationship, and this has strengthened significantly in recent years.

    Change of Command for the Chief of Army and the Chief of Air Force 30 Jun 1998 Today, 30 Jun 98, the Army and the Republic of Singapore Air Force (RSAF) held the Change of Command Parades for the Chief of Army and the Chief of Air Force. Both parades were witnessed by the Chief of Defence Force, Lieutenant-General (LT-GEN) Bey Soo Khiang and senior commanders from the Singapore Armed Forces (SAF). The Change of Command is part of the SAF's policy on leadership renewal, and to release talented SAF officers to serve in the public and private sectors. Major-General (MAJ-GEN) Han Eng Juan will join the Land Transport Authority while MAJ-GEN Goh Yong Siang will join Singapore Technologies Industrial Corporation, on 1Jul 98. At Paya Lebar Air Base this morning, the Chief of Air Force, MAJ-GEN Goh handed over the Air Force Command Symbol to Brigadier-General (BG) Raymund Ng Teck Heng. MAJ- GEN Goh reviewed a parade formed by the RSAF formations of Tengah Air Base, Paya Lebar Air Base, Sembawang Air Base, Changi Air Base, Air Defence Systems Division and Tactical Air Support Command. At the end of the parade, MAJ-GEN Goh boarded the Super Puma for a send-off flight.
