Damaged Houses • Three (3) houses owned by Julito Vayson, Ramil Sumaling, and Jessie Vayson were totally damaged Actions Taken • NDRRMC Executive Director/OCD Administrator USEC Benito T. Ramos and OCD Region-X Director Carmelito Lupo had a meeting with Mayor Laurencia Edma of San Fernando, City Mayor Leandro Jose Catarata of Valencia City and Bukidnon Governor Alex Calingasan on July 6, 2011 and turned-over the NDRRMC financial assistance worth PhP55,000.00 to the beneficiaries of the five (5) dead victims in Brgys. Lumbayao and Tongan-tongan, Valencia City and one (1) injured victim in San Fernando, Bukidnon • PDRRMC Chairman Governor Alex Calingasan will provide additional financial assistance to the beneficiaries of the dead victims at PhP5,000.00 each, PhP3,000.00 for the injured victims and PhP3,000.00 each to every family head of the three (3) damaged houses in Malayanan, San Fernando Search, Rescue and Retrieval Operations • PDRRMC Bukidnon and CDRRMC Valencia City Emergency Responders and Rescue Teams have immediately responded to the incidents • Mayor Leonardo Jose Catarata of Valencia City and the rescue teams suspended the search and rescue and retrieval operations on July 4, 2011 due to heavy rains but was resumed on July 5, 2011 • Retrieval and clearing operations are still in progress through the concerted efforts of the following Emergency responders: Government Agencies AFP Units: 8th IB-PA; 23 rd IB, PA; 403 rd IB-PA; K-9 Unit, PA; 1003 rd (Bukidnon); CDC; 10 th RCDG; and ARESCOM Bravo Company, PNP: PNP Rescue 2000; PNP San Fernando; PNP Bukidnon; PNP Valencia; and PPSC Member Agencies: DPWH X; DOH X; DENR X (MGB, DENR Bukidnon); OCD; PAGASA-DOST; and BFP Valencia LGU: LGU Valencia City (CEO, CSWDO, CENRO, CHO and CMO); LD Quezon, Bukidnon, Valencia City Water District LDRRMC: CDRRMC Rescue Personnel; PDRRMC Bukidnon Water District Valencia City, BDRRMC Lumbayao Non-government Organizations (NGO) PRC Bukidnon; Philippine Rescue 2000 Cagayan de Oro City; Karancho Inc., Advent Missionary Rescue Association (AMRA); FIBECO; Valencia ABC Eagles Radio Club; Kabalikat CIVICOM; Del Monte Philippines; and DXMV • Retrieval and recovery operations was terminated at 5:30 PM on July 7,2011 Clearing Operations • DPWH supervised the extraction of an estimated amount of 6,000 cubic meters of mud which covered about 70 meters long and 6 feet high (of the road) while the law enforcers secured the area • City Disaster Management Office in Valencia City requested for additional Payloader from Del Monte Philippines, Inc. to augment in the clearing operations Damage and Needs Assessment • The DANA team conducted damage and needs assessment to determine the extent of damages 2 • OCD RD Carmelito A. Lupo with OCD Bukidnon Provincial Coordinator Visminda Y. Cordero conducted ocular inspection together PAGASA and MGB representatives, CDRRMC Chairman and LDRRMO Officers Status of Relief Operations • The estimated cost of assistance is PhP 190,876.00 (PhP 118,716.00 from the DSWD and PhP 72,160.00 from the LGUs) • MDRRMC Valencia assisted the Lagunay family in transferring the two (2) dead bodies from San Fernando Gymnasium to Brgy Lumbayao and the family will take care in bringing them back to Medina , Misamis Oriental • MDRRMC San Fernando provided financial assistance worth PhP9,000.00 at PhP3,000 per family • MSWD also provided 20 kilos rice, noodles and tinapa fish to each affected family • MDRRMC San Fernando also donated casket materials and transportation expenses to the victims amounting to PhP15,000.00 • CDRRMC Valencia provided 17 sacks of rice, 12 boxes sardines, 5 boxes noodles, and 3 boxes detergents • PDRRMC Bukidnon also provided 24 sacks of rice, 7 cases sardines, 5 cases beef loafs, and 5 boxes noodles Needs • Additional heavy equipments such as bulldozer, grader, and payloader are needed for clearing operations • As of reporting time, heavy equipment from DPWH Bukidnon is needed B. FLASHFLOOD IN MISAMIS OCCIDENTAL (Region X) On or about 6:00 PM, 03 July 2011, a flashflood occurred in Brgy. Mialim, Jimenez , Misamis Occidental due to heavy rains Casualty • One (1) person, identified as P/Supt Timoteo Conol (Ret) PNP was found dead. He was allegedly washed away by flood on or about 6:00 PM, 03 July 2011 at the spill- way in Pallilan River, Brgy. Mialim, Jimenez Actions Taken • Philippine Coast Guard – Ozamiz City requested CDRRMC for the OCD X rubber boat and conducted search, rescue and recovery operations for the missing body of P/Supt. Timoteo Conol. • PCG and CDRRMC Ozamiz found the body of P/Supt Timoteo Conol along Pallilan River at Brgy Sinara Bajo, Jimenez at around 6:30 PM, 04 July 2011 C. FLASHFLOOD IN POLOMOLOK, SOUTH COTABATO (REGION XII) Two(2) flashflood incidents occurred in Polomolok, South Cotabato which affected nine (9) barangays 3 July 2011: Seven (7) Barangays were affected namely: Maligo, Sulit, Magsaysay, Lumakil, Rubber, Bentung, and Koronadal Proper. The estimated cost of damage to infrastructure (farm to market road and barangay roads) and crops was placed at PhP1.5 Million 3 6 July 2011: Two (2) Barangays were affected namely: Brgy. Silway 7 and Brgy. Silway 8 with 100 families/500 persons affected and four (4) persons injured. The estimated cost of damage to barangay roads, crops, instructional materials and other school properties was placed at PhP1 Million Actions Taken • MDRRMC Polomolok conducted damage and needs assessment in the affected barangays and deployed its emergency responder team • LGU Polomolok immediately deployed heavy equipment for road clearing and rehabilitation D. FLASHFLOOD IN GENERAL SANTOS CITY, SOUTH COTABATO (Region XII) On or about 5:30 PM, 03 July 2011, a flashflood occurred in Gen. Santos City , South Cotabato due to heavy rains Affected Population • Four (4) Barangays were affected namely: Brgy. Dadiangas North; Johnny Ang Paradise in Brgy. City Heights; Brgy. Labangal; and Fatima, Kasilac in Brgy. Dadiangas West with 165 families / 866 persons affected • Out of the total affected, 115 families / 599 persons were evacuated to Gen. Santos City Covered Court and Labangal Gymnasium Effects • Two (2) persons, identified as Rex Balandan, 23 yrs old and Lito Paybar, 28 yrs old, were carried away by strong current of water but were rescued and brought to Gen. Santos Hospital for medical treatment Actions Taken • CDRRMC Gen. Santos City conducted damage and needs assessment in the affected areas; provided food and shelter assistance and medical check up to the evacuees; and provided relief assistance to the two (2) survivors who were carried away by flood water • City Engineer’s Office of Gen. Santos spearheaded the re-channelling of the flow of water at Silway River and Makar River Puting Bato, Brgy. Calumpang 4.
