VTA Telecom/Viettel Group

MWE has provided legal services to VTA Telecom Corp. and Viettel Group regarding U.S. export and trade compliance since December 2016. This legal representation is ongoing and is exempt from FARA disclosure. During the reporting period, MWE communicated with Executive Branch officials regarding VTA’s pending administrative matters at the Departments of State and Commerce. Beginning in September 2017, VTA/Viettel engaged MWE to begin registrable government relations advocacy work on their behalf. VTA/Viettel engaged MWE in June 2018 to help VTA acquire U.S. or U.S.-licensed technology, including but not limited to, radar equipment and other defense or dual-use technologies.

State of Qatar

Since July 2017, MWE has provided lobbying services, research, and media strategy to the State of Qatar. These registrable activities are detailed below in response to Question 12.

VTA Telecom/Viettel Group

On August 1, 2018, Registrant met with Mr. Luke Collin, Senior Country Director for Vietnam, Burma, and Cambodia Asian and Pacific Security Affairs Office of the Secretary of Defense, to discuss potential procurement and export of defense/dual-use equipment and technologies. In early October 2018, Registrant communicated with Mr. Luke Holland from the Office of Senator Jim Irihofe, Chairman of the Senate Armed Forces Committee, regarding visitors to Vietnam from Oklahoma. In January 2018, Registrant provided VTA/Viettel with a list of public relations firms for VTA/Viettel to consider hiring for potential public relations work.

State of Qatar

Registrant conducted the following activities:

• Communicated with Legislative and Executive Branch officials, as well as members of the media, regarding issues concerning Qatar, such as the isolation and boycott of Qatar by Saudi Arabia, United Arab Emirates, Bahrain, and Egypt, and explored potential opportunities for Qatar officials to meet with Legislative arid Executive Branch officials.
