Consolidated Response Independent Women Candidates in local elections in Mali International Knowledge Network of Women in Politics www.iKNOWpolitics.org With text wrapping Introduction Despite comprising more than 50 percent of the world's population, women continue to lack access to political leadership opportunities and resources at all levels of government. Women‟s equal participation in decision-making is not only a demand for simple justice or democracy, but a necessary pre-condition for women‟s interests to be taken into account. Governance structures which do not result in the equal participation of men and women, or their equal enjoyment of benefits from state interventions are by definition neither inclusive nor democratic. In 2007, recognizing that over the last century women‟s gains in the political arena have been slow and inadequate, five international organizations came together to make women‟s political participation their collective priority and devise a strategy that would scale-up each of the organization‟s efforts to foster gender equality in politics: International Institute for Democracy and Electoral Assistance (IDEA) Inter-Parliamentary Union (IPU) National Democratic Institute (NDI) United Nations Development Programme (UNDP) United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) The International Knowledge Network of Women in Politics (www.iKNOWPolitics.org) is an online network, jointly supported by the five partner organizations, that aims to increase the participation and effectiveness of women in political life by utilizing a technology-enabled forum to provide access to critical resources and expertise, stimulate dialogue, create knowledge, and share experiences among women in politics. -

LEGAL AND COMMERCIAL RISKS OF INVESTMENT IN THE TIMOR GAP Legal and Commercial Risks of Investment in the Timor Gap GILLIAN TRIGGS* [This paper examines the legal and commercial risks for investors and contractors in the Zone of Cooperation of the Timor Gap, both during the transitional period under the administration of the United Nations Transitional Administration in East Timor (‘UNTAET’) and after East Timor gains independence. It is argued that while the Exchange of Notes between Australia and the UNTAET provides stability during the transitional period, there are significant risks to production sharing contractors once East Timor gains independence. The paper also considers the consequences of a possible application by East Timor to the International Court of Justice for the determination of a permanent seabed boundary. While international law indicates that the natural prolongation theory will apply to protect Australia’s claim to the continental shelf, there is a risk that the International Court of Justice will apply the equidistance principle, which would place Area A of the Zone of Cooperation on the East Timorese side of a notional median line. It is suggested that, if a final boundary is neither agreed by Australia and East Timor nor imposed by the International Court of Justice, respective sovereign and commercial interests are best served by some form of joint development regime. A new agreement could provide the foundation for fruitful, long-term relations between East Timor and Australia, by protecting the juridical positions -

Signature of Student: Date: 12 August 2014 3 INTRODUCTION Alf Pollard’s contribution to the business history of Australia is as yet unwritten—both as a biography of the man himself, but also his singular, albeit often quiet, achievements. He helped to shape the business world in which he operated and, in parallel, made outstanding contributions to Australian society. Cultural deprivation theory tells us that people who are working class have themselves to blame for the failure of their children in education1 and Alf was certainly from a low socio-economic, indeed extremely poor, family. He fitted such a child to the letter, although he later turned out to be an outstanding counter-example despite having no ‘built-in’ advantage as he not been socialised in a dominant wealthy culture. -

SEPARATE OPINION OF JUDGE VERESHCHETIN While 1 am in agreement with the Judgment delivered by the Court, 1 feel obliged to deal in this opinion with one important issue which, in my view, although not addressed in the reasoning of the Judgment, also bars the Court from adjudicating upon the submissions in the Applica- tion of the Portuguese Republic. Besides Indonesia, in the absence of whose consent the Court is pre- vented from exercising its jurisdiction over the Application, there is another "third party" in this case, whose consent was sought neither by Portugal before filing the Application with the Court, nor by Australia before concluding the Timor Gap Treaty. Nevertheless, the Applicant State has acted in this Court in the name of this "third party" and the Treaty has allegedly jeopardized its natural resources. The "third party" at issue is the people of East Timor. Since the Judgment is silent on this matter, one might wrongly con- clude that the people, whose right to self-determination lies at the core of the whole case, have no role to play in the proceedings. This is not to suggest that the Court could have placed the States Parties to the case and the people of East Timor on the same level procedurally. Clearly, only States may be parties in cases before the Court (Article 34 of the Statute of the Court). This is merely to Say that the right of a people to self-determination, by definition, requires that the wishes of the people concerned at least be ascertained and taken into account by the Court. -

This news was contained in a communique from the Ministry of Information and National Security , read in English in the form in which messages' were, previously sent to Telecom Darwin, Prime Minister Eraser ordered Telecom to no longer pass on messages received from Fretilin inside East - Timor on Outpost Radio Darwin. The last message sent on- by Telecom was on November 14. The text of the message read on Radio Maubere on November 19 is as follows ( due to poor reception, some parts were indecipherable and are marked by dots) Democratic Republic of East Timor Ministry of Information and National Security Indonesia is increasing strongly its aggression in East Timor. Through the territory ,fierce fighting is still going on. Falantil has killed over 14,000 Indonesian troops since December 7 1975. William McMahon: the first Treasurer with an economics degree John Hawkins1 William McMahon was Australia’s first treasurer formally trained in economics. He brought extraordinary energy to the role. The economy performed strongly during McMahon’s tenure, although there are no major reforms to his name, and arguably pressures were allowed to build which led to the subsequent inflation of the 1970s. Never popular with his cabinet colleagues, McMahon’s public reputation was tarnished by his subsequent unsuccessful period as prime minister. Comparisons invariably place him as one of the weakest of the Australian prime ministers.3 Indeed, McMahon himself recalled it as ‘a time of total unpleasantness’.4 His reputation as treasurer is much better, being called ‘by common consent a remarkably good one’.5 The economy performed well during his tenure, but with the global economy strong and no major shocks, this was probably more good luck than good management.6 His 21 years and four months as a government minister, across a range of portfolios, was the third longest (and longest continuously serving) in Australian history.7 In his younger days he was something of a renaissance man; ‘a champion ballroom dancer, an amateur boxer and a good squash player — all of which require, like politics, being fast on his feet’.8 He suffered deafness until it was partly cured by some 2 ‘Portrait of William McMahon, Prime Minister of Australia from 1971-1972/Australian Information Service’, Bib ID: 2547524.
