Thank you for your interest in applying for the Learning and Development Administrator at the Senedd. Our valued Team Support Officer role provides the Senedd with high quality administrative support across a range of functions and to a broad range of customers.

The role of Team Support Officer can be varied, providing high quality, administrative support and customer driven service each and every day with an exposure across a variety of different teams and customers.

Job Title: Learning and Development Administrator

Salary: : £19,681 - £23,450 pro rata (Pay Band - Team Support)

Duration: Temporary – Maternity Cover up to 30 November 2021. We welcome applications on a secondment basis.

Location: Senedd, Tŷ Hywel, Bay

This role will normally be based at Ty Hywel in , but in accordance with Regulations and current guidelines the role will initially be home based. You will be provided with the support and equipment you will need to be able to work from home.

Pattern of Working: This is a part-time job share position, 3 days a week consisting of 22 hours. Days of work to be Monday, Tuesday and Wednesday.

Security Clearance: This position has been assessed as requiring a ‘SC’ level of security vetting. For candidates who do not currently possess this level of clearance, appointment would be subject to the successful completion of this level of security vetting.

Purpose of the post:

The successful post holder will be at the heart of building employee capability, change, learning and development throughout the organisation. This is an exciting opportunity to work in a busy, constantly evolving environment and to develop experience that will help shape future service delivery.

You will be responsible for providing administrative support for the team, and will be a key point of contact for Commission Staff and Training Providers. Working as part of a small team as well as on their own initiative at times, the post holder will report directly to the Training Officer (EO).

About the role:

The Organisational Development & Learning (OD&L) team is responsible for the Senedd’s learning offering, delivering in-house training solutions as well as sourcing appropriate external suppliers, ensuring the best use of organisational resource. The team focusses on building organisational capability through its learning and Organisational Development (OD) initiatives.

The team are responsible for the design and delivery of the Commission’s Organisational Development People Strategy, managing the Senedd’s Performance Management approach; development programmes (Apprenticeship, Graduate and Work Placement

3 schemes); staff engagement approaches; and facilitation of team and service improvement or strategy development activities.

The successful candidate will have excellent interpersonal skills; have a focus on customer service and getting the job done; will be organised, with effective and efficient administrative skills; and will adopt a positive and flexible approach to their work. You will be required to book and make payments for all training requests and to maintain all L&D records, budgets and spreadsheet. You will also be required to manage the teams shared inbox and respond to customers appropriately. The role will also include the development of the Senedd’s annual training calendar in conjunction with the Training Officer.

Core Responsibilities:

Key tasks:

Finance and budget management

. Raise purchase orders and process invoices for various learning initiatives using the Senedd’s finance system (NAV). You will also be responsible for recording and monitoring all training expenditure onto relevant spreadsheets and databases.

Communicating the L&D offering

. Promote training opportunities and events internally. In particular, the co- ordinating and arranging of the annual Learning at Work Week event.

. Maintain the OD&L intranet pages and update the Senedd’s News Page and Yammer sites.

. Manage and monitor the L&Ds mailbox responding to enquiries from internal customers, trainers and members of the public

Training

. Support the planning and co-ordination of training sessions, in alignment with the Senedd’s Learning and Development Framework offering, and supporting the Training Officer with the annual training calendar.

4 . Making administrative and logistical arrangements, including hospitality, room bookings, car parking and visitor passes, ICT profiles and vetting procedures for external trainers as well as for work experience and interns;

. Carry out evaluations on all training undertaken and again three months after the training course has taken place.

Project work

. Assist in delivering current and upcoming organisational projects.

Job Specific criteria:

1. Excellent communication and interpersonal skills with experience of working with sensitive and confidential information.

2. Experience of financial and budget management administration processes and records management.

3. Excellent accuracy and attention to detail, along with effective organisational and planning skills and the ability to respond quickly to changing demands.

4. Excellent ICT skills, with experience of managing Office 365-based databases and data in Microsoft Excel.

1. Experience of arranging and planning learning and development events and activities.
