Progress report on large cetacean research, April 2019 to March 2020 COMPILED BY SATOKO INOUE Institute of Cetacean Research, 4-5 Toyomi-cho, Chuo-ku, Tokyo 104-0055, Japan This document summarizes the data and samples of large cetacean, which were collected by the Institute of Cetacean Research (ICR), National Research Institute of Far Seas Fisheries (NRIFSF) and Fisheries Agency of Japan (FAJ) from April 2019 to March 2020 and austral summer season 2019/20. Sighting data for abundance estimates of large cetaceans were collected in the western North Pacific, the Gulf of Alaska and the Antarctic during systematic sighting surveys. During the surveys, photo-id, biopsy and satellite tracking experiments on large cetaceans were also conducted. A large number of biological data and samples were collected during the last surveys of the New Scientific Whale Research Program in the western North Pacific (NEWREP-NP) and commercial whaling in Japan’s Exclusive Economic Zone (EEZ). Species and figures of bycatch and stranding of large cetaceans are based on the reports of prefecture governments to the FAJ, which compile reports from individual fishermen, fishery cooperative associations and the general public. Data and samples collected are being analyzed for contributing to the stock assessment and management of large cetaceans in the North Pacific. 1. Lowe Introduction: Advocacy and Conflict The Sea Shepherd Conservation Society (SSCS), created in 1977 by Paul Watson (a co-founder of the environmental group Greenpeace), has pur- sued a strategy of direct action—non-violent engagements including phys- ical interference and obstruction—in a variety of campaigns on behalf of oceanic nonhuman animals, especially marine mammals such as whales and seals. The recent campaigns of the Sea Shepherd Conservation Society in the waters surrounding Antarctica (what Hiroshi Hatanaka, the director general of Japan’s Institute of Cetacean Research termed “the Southern Ocean”)1 (have gained public attention in the United States primarily through information (on websites and press releases) circulated through the Sea Shepherd Conservation Society and through the Animal Planet television series Whale Wars (which completed broadcasting its fifth season in August 2012). This television series features the SSCS deploying ocean-going vessels, (named after publicly recognized animal advocates including Farley Mowat, Steve Irwin, and Cleveland Armory, in order to challenge commercial whaling. As noted by Heller in his 2007 account of being aboard the Farley Mowat, Watson succinctly summarizes the Sea Shepherd strategy as “sink ships, but don’t break laws.” The Sea Shepherd Conservation Society legitimizes its actions through appeals to international law and the scientific community in order to convince broad audiences that their actions are defending both marine life and the legal statutes against callous disregard and indifference towards law. Watson justifies the Sea Shepherd’s actions: that commercial whal- ing—especially in international oceanic sanctuaries—is illegal, and there- fore actions undertaken to disrupt such hunts are legally sanctioned. -

The research area for ‘Survey 1’ was set between 35° N and 44° N and between 140° E and 150° E (sub-area 7). The research area for ‘Survey 2’ was set between 30° N and 40° N and between 140° E and 170° E. The research area for ‘Survey 3’ was set between 41° N and 44° N, and between 141° E and 147°E (sub-area 7CN). Survey 1 was conducted between 17 May and 30 June. Survey 2 was conducted between 20 August and 3 October and the Survey 3 was conducted between 14 September and 1 October. The research vessels Yushin-Maru (Survey 2), Yushin-Maru No.2 (Survey 2) and Yushin-Maru No.3 (Surveys 1 and 3) were engaged in these surveys. A total of 2,728.3 n.miles, 5,291.8 n.miles and 727.6 n.miles were searched in Surveys 1, 2 and 3, respectively. -

The $2m dollar vessel, which previously belonged to the country's meteorological agency, was bought from unsuspecting Japanese authorities by a US company, re-registered in the Pacific island of Tuvalu as the New Atlantis, and delivered to Australia by a Japanese crew. The ship, which was unveiled on Tuesday in Hobart, was reflagged to Australia and named after Sam Simon, the founding producer of The Simpsons TV series and a prominent animal rights campaigner. It is the newest addition to a fleet of four Sea Shepherd vessels that is expected to pursue Japan's whalers soon after they leave for the Antarctic later this month. "We have four ships, one helicopter, drones and more than 120 volunteer crew from around the world ready to defend majestic whales from the illegal operations of the Japanese whaling fleet," said Sea Shepherd's founder, Paul Watson. Watson will join this season's campaign, called Operation Zero Tolerance, despite jumping bail in Germany after being placed on an Interpol wanted list for allegedly endangering a fishing vessel crew in 2002. To compound Japan's embarrassment, the 184ft vessel was previously moored in Shimonoseki, home to the country's Antarctic whaling fleet, after being retired by the meteorological agency in 2010. -

It is Japan’s largest research whaling vessel. It is utilized for both research programs in the Antarctic and the western North Pacific. In November 1998, a fire occurred on the Nisshin Maru on the way to the Antarctic and the vessel made an emergency port call in Noumea, New Caledonia, where some repairs were carried out before she returned to Japan. When the vessel returned to Japan at that time, it underwent extensive repairs in December 1998 to make her ready to return to the Antarctic. Almost all of the electrical components and old wiring were replaced. Older machinery and other electrical equipment were either replaced or rebuilt, including the fire safety and prevention system and fire fighting equipment. The Nisshin Maru undergoes a full service and maintenance check before departing each year to the Antarctic for the JARPA II research. Photograph by James Nachtwey. ne afternoon last winter, two ships lined up side by side in a field of pack ice at the mouth of the Ross Sea, off O the coast of Antarctica. They belonged to the Sea Shepherd Conservation Society, a vigilante organization founded by Paul Watson, thirty years ago, to protect the world’s marine life from the destructive habits and the voracious appetites of humankind. Watson and a crew of fifty-two volunteers had sailed the ships—the Farley Mowat, from Australia, and the Robert Hunter, from Scotland—to the Ross Sea with the intention of saving whales in one of their principal habitats. A century ago, when Ernest Shackleton and his crew sailed into the Ross Sea, they discovered so many whales “spouting all around” that they named part of it the Bay of Whales. (“A veritable playground for these monsters,” Shackleton wrote.) During much of the twentieth century, though, whales were intensively hunted in the area, and a Japanese fleet still sails into Antarctic waters every winter to catch minke whales and endangered fin whales. Watson believes in coercive conservation, and for several decades he has been using his private navy to ram whaling and fishing vessels on the high seas. -
