Hello

Please could you let me know the progress on inspecting the tall buildings/office to residential conversions in Maidstone and any associated investigations of cladding in particular.

As well as the informal enquiries from our elected members – we have a Policy and Resources Committee meeting on Wednesday and I expect that members of the Committee will be interested in the latest position.

Thanks

Alison

Hi John,

Many thanks – will make sure it is on our list as a separate entry if it is not already there.

If you have any others, then please let me know.

Best regards Ian

Hello Ian

I was passed your list by Alison but I have just realised that Thomas Place, which is the twin block to Tennyson Lodge; and is extra-care supported housing for older people is missing from the list. Has it been included as Tennyson Lodge, although they are two separate tower blocks joined by the KCC’s archive centre at ground level?

It is owned and managed by Housing 21.

Please let me know if you need further assistance

Thank you John

Many thanks for your support.

Hello

Thanks for the information – as you are probably aware we do not own any of them – but if you need any help liaising with the owners then please let us know. If any building regulation issues arise – our Interim Building Control Manager is Alex Neilson – so please can you contact him in the first instance.

I have asked our spatial planning team to identify any significant office to residential conversions above 5 storeys where refurbishment has included cladding/external works – and will get back to you when this has been done. Rob Jarman has overall responsibility for planning and building control – also copied in here for ease of reference.

Best regards

Hello

Thank you for being proactive and involving us; while I don’t want to pre-judge people are also raising issues of medium rise buildings re-clad where offices have been/are being converted from office to residential use – is there scope to perhaps have these as a second tranche of buildings to be reviewed?

Regards

Alison

Dear Colleagues

You will have seen the horrific fire yesterday. I’m sure like us you are conscious that many people will be worried if they live in one of the 60+ high rise buildings in Kent and Medway. We have already received a number of calls from concerned residents as a result of this incident and we are helping them.

KFRS will be contacting each of the responsible organisations for these buildings to discuss advice and reassurance for their tenants. We want to ensure we take any actions in collaboration with you to move quickly to give support to people. We will also take the opportunity to push our safety messages to everybody.

If there are particular actions you would like us to take in your areas please do contact either myself or [email protected] who will be leading this work. We will of course also be working with partners through the Kent Community Safety Partnership.

Kind Regards

Ann

From: John Littlemore Sent: 29 June 2017 16:01 To: '[email protected]' Cc: Alison Broom; William Cornall Subject: Tower Block Fire Risk Assessments

Hello Ian

Thank you for keeping us updated on the current activity following the Grenfell Fire tragedy. We appreciate this must be a very busy time for yourself and colleagues.

We held an internal meeting yesterday to catch up on events and to ensure our efforts are properly co-ordinated. A number of actions came out of the meeting and I would be grateful for your assistance with the following:

1. Are you able to provide us with copies of the Fire Risk Assessment (FRA) for the visits conducted to date in Maidstone? 2. Can you please co-ordinate providing copies of the recommendations following the recent visits to Midhurst Court, Sunningdale Court and Miller Heights or is there a single point of contact you could give me? 3. Do you hold FRA for residential buildings per sae or are these only requested at the point of an inspection being arranged? 4. Is there an over-arching plan of inspections (e.g. a hierarchy of risk or height of building) under the ‘High- Rise Reassurance Campaign’ that you can share with us (thank you to your colleague Karen Dolby for the recent forward notice of the next batch of inspections)

I have recently corresponded with Sarah Greenwood at the DCLG concerning high-rise property in private ownership and the difficulties faced in establishing the ownership/responsible management agency for those type of property. Sarah has promised to come back to me next week with additional information and assistance that I will share with you.

No doubt, if our experience is anything to go by, you will have received a large number of Freedom of Information Requests in relation to this issue. We are attempting to pull together the data that is frequently asked across a number of FOI requests, so that key personnel can concentrate their time on inspections and advising landlords and residents. I am happy to share this with you and to develop a joint response if you believe that would be helpful.

Finally, I spoke with Steve Holley (Facilities Manager) from Mid-Kent College today, as they have a high-rise block that was recently refurbished in 2013 with cladding that contains aluminium composite material. The block is used for teaching and is not residential but he was asked to contact me by your colleagues for help with testing. I am not aware that such a building would pose a high risk in view of its use but I sign-posted Steve to the DCLG technical support and help site [email protected] as the current testing that I am aware of is being provided by the Homes & Communities Agency for residential landlords. Should you need to contact Steve his number is 0789 651 6098

Please let me know if we can be of further assistance

John
