Gangeness, Winona State University, USA ABSTRACT Institutions of higher education prepare and develop students for the workforce, and in the coming decade, the challenge of workforce preparation will increase as the current workforce is retiring during a time of economic growth. Traditional higher education practice tasks faculty with developing appropriate curricula for students that will adequately prepare them for employment and leadership within an organization, but often this development lacks direct industry input into course content and design resulting in a gap between industry needs and graduate skills. This study addresses both current and perceived future educational and leadership needs of a workforce in an 11 county region in the north central United States. It explores potential strategies for mitigating the skills gap as it relates to organizational leadership skills, the evolving roles of faculty, and curriculum design and application, and develops a community alliance model for business, leadership, and education. TEACHER EDUCATION POLICIES AND PROGRAMS IN PAKISTAN: THE GROWTH OF MARKET APPROACHES AND THEIR IMPACT ON THE IMPLEMENTATION AND THE EFFECTIVENESS OF TRADITIONAL TEACHER EDUCATION PROGRAMS By Fida Hussain Chang A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of Curriculum, Instruction, and Teacher Education - Doctor of Philosophy 2014 ABSTRACT TEACHER EDUCATION POLICIES AND PROGRAMS IN PAKISTAN: THE GROWTH OF MARKET APPROACHES AND THEIR IMPACT ON THE IMPLEMENTATION AND THE EFFECTIVENESS OF TRADITIONAL TEACHER EDUCATION PROGRAMS By Fida Hussain Chang Two significant effects of globalization around the world are the decentralization and liberalization of systems, including education services. In 2000, the Pakistani Government brought major higher education liberalization and expansion reforms by encouraging market approaches based on self-financed programs. These approaches have been particularly important in the area of teacher education and development. The Pakistani Government data reports (AEPAM Islamabad) on education show vast growth in market-model off-campus (open and distance) post-baccalaureate teacher education programs in the last fifteen years. Many academics and scholars have criticized traditional off-campus programs for their low quality; new policy reforms in 2009, with the support of USAID, initiated the four-year honors program, with the intention of phasing out all traditional programs by 2018. However, the new policy still allows traditional off-campus market-model programs to be offered. This important policy reform juncture warrants empirical research on the effectiveness of traditional programs to inform current and future policies. Thus, this study focused on assessing the worth of traditional and off-campus programs, and the effects of market approaches, on the implementation of traditional post-baccalaureate teacher education programs offered by public institutions in a southern province of Pakistan. -

History of Adult and Continuing Education The Adult and Continuing Education function has been central to the mission of the college since its founding in 1966. Originally it was one of three major college focal points along with vocational-technical education and student services. The department’s mission is consistent with several of the directives in SF550, the law that created the community college system in Iowa in 1966: Programs for in-service training and retraining of workers; Developmental education for persons academically or personally underprepared to succeed in their program of study; Programs for training, retraining, and preparation for productive employment of all citizens; and Programs for high school completion for students of post-high school age. The 1968 North Central Association Self Study prepared constructive notes as a first step toward regional accreditation on these major functions of the department: Adult and Continuing Education provided educational programs in four areas: adult basic education, adult high school diploma programs, high school equivalency programs, and general adult education. Adult basic education programs developed throughout the area provided instruction to adults with less than an eighth grade education. Adult high school diploma programs provided instruction to adults with a 10th grade education but less than a high school education. Students enrolled in these programs were working toward the completion of a high school program and the receipt of a diploma from an established secondary school within the area. High school equivalency programs provided instruction to students who had completed at least eighth grade, and by completing additional course work, could be granted a high school equivalency certificate by the Iowa State Department of Public Instruction. -

Higher Education Reopening Guidance
june 11, 2020 higher education reopening guidance Guidance overview This document provides guidance to Virginia institutions of higher education regarding their plans for offering in-person instruction and reopening their campuses in the 2020-21 academic year. The criteria outlined here, in consultation with the Virginia Department of Health, concern measures relating to COVID-19 that institutions should take for promoting and fostering the health and safety of students, faculty, staff, and surrounding communities as equitably as possible. Additionally, it recognizes the widely varied missions and circumstances of the many different colleges and universities, public and private, across the Commonwealth. Institutions are asked to prepare campus plans specific to their unique constituencies and settings, for timely submission to the Commonwealth. The Virginia Department of Health (VDH), the State Council of Higher Education for Virginia (SCHEV), and local health departments will serve as close partners to institutions throughout the duration of this pandemic, providing guidance, data, and assistance facilitating relationships with local health infrastructure as needed. section i: why safe and sustainable offering of in-person instruction and reopening of higher education are crucial for virginia Virginia’s colleges and universities are anchor institutions for the Commonwealth, and Virginia is widely regarded as having the best array of public and private institutions of higher education in America, as well as powerful workforce development and credentialing programs. COVID-19 has put at risk the more than $39.074 billion in annual economic impact higher education creates for the Commonwealth, and the 167,000 jobs tied directly or indirectly to Virginia colleges and universities. -

He is also a senior adviser on upskilling and reskilling initiatives for the Capital CoLAB, an action-ori- ented initiative by the Greater Washington Partnership that brings together leaders from top academic institu- tions and businesses to make the nation’s capital region a leading global hub for innovation.
