I am directed by the Secretary of State to say that consideration has been given to the report of the Inspector, Paul K Jackson BArch (Hons) RIBA, who held a public local inquiry which opened on 4 November 2014 into your client’s appeal against the decision of Bolsover District Council (the Council) to refuse planning permission for a windfarm comprising 6 wind turbines, control building, anemometer mast and associated access tracks on a site approximately 2.5km south of Bolsover between the villages of Palterton and Shirebrook, in accordance with application reference 12/00159/FULEA, dated 25 April 2012. 2. On 20 June 2014 the appeal was recovered for the Secretary of State's determination, in pursuance of section 79 of and paragraph 3 of Schedule 6 to the Town and Country Planning Act 1990, because it involves a renewable energy development. Inspector’s recommendation and summary of the decision 3. The Inspector recommended that the appeal be dismissed and planning permission refused. For the reasons given below, the Secretary of State agrees with the Inspector’s conclusions except where indicated otherwise, and agrees with his recommendation. Residents report endless noise in their homes at regular intervals, day and night. The problem is made worse by an increase in the number of large lorries using this stretch of the road. Despite many complaints from residents and one attempt to repair the grate the problem remained. There was a further problem with blocked gullies between 9 – 35 Mansfield Road. It was agreed that a letter be sent to DCC Highways to obtain information on the options for dealing with these problems and to urge DCC to take action. 16/18 Minutes Council Meeting held on 18 January 2018 The minutes were agreed as a correct record of the meetings and signed by the chair of the meeting. 17/18 Matters Arising - None 03/18 Clamping on Layby - Keith Woollen reported that the sign had been modified but still implied that parking in the layby was for the café only. It was agreed to notify the County Councillor. 10/18 Planning Application 17/00598/OUT Glapwell Nurseries, Glapwell Lane – It was noted that the application had been refused by Bolsover District Council on 31 January.

They had promised to take action and he had contacted them again today. He asked if the proposal to install traffic gates had been discussed. Tony Trafford said that he would pursue this with the County Councillor. Football ground – Stuart Hill attended the meeting request permission to cut down the conifers on the boundary between the football Ground and Glapwell Nurseries. He also offered the Council some spare equipment. It was agreed that Tony Trafford meet with Stuart to discuss this further. 04/19 Minutes Council Meeting held on 22 November 2018 The minutes were agreed as a correct record of the meeting. The minutes were signed by the chair of the meeting. 05/19 Matters Arising HS2 Consultation – The consultation period had ended on 21/12/19. The clerk reported that she had complained that the Parish Council had not been notified directly about this but had received no reply. Loose Manhole Covers (outside the Community Centre) – Tony Trafford agreed to request action by Bolsover District Council. BDC Planning17/00598/OUT – Housing Development at Glapwell Nurseries – The inspector of the appeal hearing held on 6th November had found in favour of the applicant.

    OVO Energy Women’s Tour Stage four: Chesterfield to Chesterfield (through Derbyshire) Saturday 10 June About the Ovo Energy Women’s Tour The Ovo Energy Women’s Tour is a major UK sporting event and the biggest cycle race on the Women’s World Tour calendar. In 2016, 96 professional riders from 22 countries competed in front of packed crowds and TV audiences. This year’s race promises to be even better with Chesterfield Borough Council and Derbyshire County Council bringing the race back to Derbyshire on Saturday 10 June. The route The 81-mile Derbyshire stage will start and finish in the historic market town of Chesterfield, taking in the beautiful Derbyshire countryside and other market towns. Where to watch You can view the race at different points throughout the county - more information available on page 4. Estimated times of arrival Find out when you will need to be in place at your vantage point on page 5. What to do in an emergency Dos and don’ts as well as what to do in an emergency on page 7. Get out on your bike Cycling is an excellent way to keep fit and enjoy the countryside. You can try out the route or parts of it for yourself. There will be stands with more information in Chesterfield town centre on the day. The women’s cycle network, Breeze, is organising a mini-tour of Chesterfield on Saturday 3 June, leaving outside the Town Hall, Rose Hill at 10am. The course is five miles long and is suitable for women riders of all abilities.
