Unfortunately, I regret to inform you that Mr. Feltman will no longer be able to attend the Conference, due to unforeseen changes in his schedule. However, I am pleased to advise you that I have now designated Mr. Nicholas Kay, my Special Representative for Somalia and Head of the United Nations Assistance Mission in Somalia (UNSOM), to represent me at this conference and deliver a message to participants on my behalf. The office of Mr. Kay will be in contact with your office to discuss the details of his participation in this event.

In addition, I am pleased to note that Mr. Taye-Brook Zerihoun, Assistant-Secretary-General for Political Affairs in the Umted Nations Department of Political Affairs, will also attend this conference.

I would like to express my sincere appreciation to the Federal Government of Somalia and the European Union for convening the High-level Conference on A New Deal for Somalia, to be held in Brussels on 16 September 2013. The Conference will provide a timely opportunity for the international community to renew its commitments and align support to the peace-building and state-:-building efforts in Somalia until 2016, in the framework of the New Deal for Somalia.

The United Nations and I, personally, continue to attach high priority to Somalia. Mr. Nicholas Kay, my Special Representative for Somalia, and the United Nations Assistance Mission in Somalia (UNSOM) are working hard for peace and stability in the country, despite the security challenges on the ground. Somalia deserves our continuing attention and assistance as its people-struggle to rebuild their country. It is critical to maintain the momentum. There is a narrow window of opportunity to build on the gains made so far.

I believe the Brussels Conference on Somalia will facilitate focused discussions on the political vision of Somalia for a legitimate and federal state, as well as rebuild its social and economic foundations, and establish the rule of law and security. I hope the Conference will facilitate coordinated political and financial support to the comprehensive New Deal for Somalia, and to the Aid Compact, which Somalis will continue to build upon based on nation-wide consultations. Particularly critical will be establishment of a new streamlined financial and coordination architecture owned and led by Somalis.

A NEW DEAL FOR SOMALIA BRUSSELS CONFERENCE. 16 September 2013

Concept Note

Introduction Somalia's eight-year transition ended in September 20 12, with the peaceful handover of power from the leadership of the Transitional Federal Institutions to a new Federal Govenunent. A Provisional Constitution, in place since August, paves the way for the re­ building and consolidation of new, represe�t�tive fe deral institutions by the end of 2016, when popular elections are due. Against the backdrop of an improving yet fragile security situation, the new Federal Institutions of Somalia are taskedwith establishing a viable fe deral state that will end years of transitional governanceand usher in a permanent political order.

Somalia is now on a path to emerge from fragility. lt is re-asserting its sovereignty andtaking both ownership of and responsibility fo r its future. To dp so, it has embarked on a political reconstruction process, guided by the New Deal principles for fragile states agreed in Busan in 201 1. A key milestone ofihis process is the adoption Of a Compact,which provides a new political, security and developmental arch_ltecture that will help frame the future relations between Somalia, its people and the international community. This is the beginning, not end, of Somalia's political andsocio-e conomic reconstruction process.

As key partners, Somalia and the E1Jropean Union (EU) wilt be co-hosting a High Level Conference on A New.Deal fo r Somalia in Brussels on 16 September 2013. The Conference's underlying objective is to sustain the positive momentum in Somalia, to ensure that the countrystays on the path to stability, peace and brings prosperityto its people. The New Deal is the driver of this process. The 1,3russels Conference will therefore bring together the international community and Somalia to endorse this Compact, pledge support to enable its implementation and, above all, re-commit to th is new political process.

The New Deal and the Compact

The New Deal fo r engagement in fr agile stales is a new approach fo r the stabilisation and reconstruction of countries in a fragile and/or post-conflict setting. It was endorsed by the members of the International Dialogue on Peace-building and State-building (comprising more than 40 countries and organisations), amongst which Somalia, at the High Level Forum on Aid Effectiveness in Busan, South Korea in November 201 1.

The new political context in Somalia requires a new approach in the relations and interaction between the Federal Government and the international community. S9malia and a large part of the international community have subscribed to using theNew Deal in defining the future way of working together, The New Deal helps determine priorities lhrough five Peace- Building and State-Building Goals that provide impetus fo r the establishment of (1) legitimate politics (fostering. inclusive political settlements by dialogue amongthe dif fe rent Somali regions and social groups, finalising the Constitution, promoting reconciliation and resolving conflict), (2) security (establishing territorial security and strengthening people's structures, security) (3) justice (establishing judicial addressing injustices und human rights, and increasing people's access to justice), (4) economic fo undations (generating employment and improving livelihoods) and (S) revenues and services (generating and managing revenue and building capacity for accountable and fair service delivery).

The New Deal also advocates development of a Compact as a tool to help agree on priorities, financing mechanisms and aid modalities through a mutual accountability fr amework. And it proposes a shiftto country modalities to strengthen national capacity. The Compact will set out the most important priorities within thefive Peace- and State-Building Goals fo r Somalia and associated commitments of the Federal Government, resulting from a consultation processamong different regions and social groups. It will build on sectoral frameworkplans and priorities already presented by the Federal Government of Somalia at the London Conference on 7 May on the reform of the armed fo rces, the and public socpolio-ice,econ juomicdiciary frn ancc management (PFM). It will also further elaborate aspects that emerged fr om the Yokohama side event at' the TlCAD meeting on 31 May which fo cused on human security.

The Conference The Federal Government of Somalia will present theCom pact and the plans corresponding to each of the five Peace- and State-Building goals at the conference. As a key political document that will define the future development of the Somali state and the establishment and consolidation of accountable institutions, the main objective will be to seek endorsement of the Compact by conference .Participants and to pledge support, including financial assistance, from the donor community. But the Compact will remain a "living document", to continue to develop the fe deral state and build its socio-economic fo undations. Subsequent meetings would ensure continued support to it.

An integral part of the Compact will be the establishment of a new financial architecture fo r Somalia, underpinned by a mutual accountability partnership and accompanied by pledges . . Partners willing and ready to do so, are therefore invited to pledge support fo r specific elements (plansor priorities) of the Compact. When possible, pledges should be made known in advance so that the planned funding can be integraiedinto the Compact.

The conference will revolve around three main themes that will outline the building blocks of the Somali Compact: i) political vision: a new political order, ii) re-building Somalia:'� social and economic fo undations and iii) establishing the rule of law and security. A new aid architecture will be a key fe ature. A final agenda will be circulated as we approach thedate of the conference.

Transport in Brussels

Transport in Brussels

Delegations will be asked to make their own arrangements fo r transport to and fr om the venue.

Due to reasons of security and available space, media access to the main Conference room will be restricted and only authorized to accredited journalists who have registered online on the Conference website using the dedicated 'press registration fo rm'.A listening room fo r the media will be made available at the Conference venue.

The arrival, the opening and the closing sessions, as well as thePress Conference, will be web streamed on the Conference's website. The rest of the Conference will be held behind closed doors.
