In terms of the Advertisement No. 2193-RG dated 12th April, 2019, two (2) lists are published, List-A and List-B, for appearing in the preliminary test to be held at 11:00 AM on 9th June, 2019 (Sunday) at Examination Hall(s) of Public Service Commission, 161A Shyama Prasad Mukherjee Road, Kolkata- 700 026, for Direct Recruitment from the members of the Bar in the cadre of District Judge (Entry Level) in the West Bengal Judicial Service, 2019. List-A, contains the names of the candidates whose applications are found to be “in order” and they are provisionally declared eligible to appear in the said examination, subject to further verification of their eligibility. List-B (Warning List), contains the names of the candidates whose applications are found to be “defective” for the reason(s) mentioned in the column “Defects”. This is an appeal against the order dated 28.09.2007 of the Division Bench of the Calcutta High Court in Writ Petition No. 7987 (W) of 2002. 3. The facts very briefly are that during the British rule, Victoria Memorial Hall was built in the memory of Queen Victoria in Central Kolkata. After independence, this monument continues to be known for its beautiful architecture and green surroundings. 2 To the north of the Victoria Memorial Hall is a huge stretch of land known as ‘the Maidan’ which is covered by green grass and interspersed with a large number of trees, bushes and shrubs. At the end of about 2 kms. of this greenery is the Esplanade where another monument known as the ‘Sahid Minar’ stands, and by the side of the Sahid Minar is a bus terminus. To protect and preserve the Victoria Memorial Hall and its green surroundings, a public interest litigation (Writ Petition No. 7987(W) of 2002) was filed in the Calcutta High Court by the respondent nos. 1 to 5. 4. After hearing all concerned parties and considering the concerned affidavits and counter-affidavits as well as recommendations of expert bodies including the National Environmental Engineering Research Institute (for short ‘NEERI’), the High Court inter alia directed in the impugned order that the bus terminus at Esplanade be shifted to a distant place within six months.

A Division Bench of the said High Court while considering the above noted writ petitions filed before it for seeking eviction of illegal squatters in the railway property, as also areas besides Rabindra Sarobar, directed the State of West Bengal and Railway administration as an interim measure, to provide sanitary facilities to the said squatters. Accordingly following directions were issued:- (1) Cost for the project shall be borne in equal proportion by the State of West Bengal and the Union of India, through railway administration. (2) The State Government authorities, authorities of the railway administration as also the Calcutta Municipal Corporation shall see to it that no further infiltration takes place. (3) After the aforementioned project is completed by the State Government Calcutta Municipal Corporation would see the proper sanitation is maintained.

During this financial year approximately 2500 numbers of butterflies were released. 15 new life cycles were documented. Other Works 2. We have assisted Centre for Contemporary Communication to do the Status Survey of Parks of Kolkata. The Report were prepared and submitted to CCC. 3. We have been assigned to assist the Wildlife Division II, Department of Forest, Government of West Bengal, to do the documentation of Butterfly fauna at Gorumara National Park. The work has been started during September 2011. 4. Many wildlife were rescued from in and around Kolkata and were given to the DRC Saltlake. 5. We have cleaned and restored the Santragachhi Jheel during September – November 2011. It was a huge success. Media covered our work with a lot of praise. 6. We are assigned by Creative Hortifirms Pvt Ltd to prepare a Biodiversity Status Report of their property at Panchla, named “Country Roads”. The work has started during July 2011. 7. We are assigned by GGL Hotel and Resort Company Ltd., Amubuja Reality to prepare a Biodiversity Status Report of their property at Raichak on Ganges. The work has started during August 2011.
