2013 Executive Director Report

2013 saw Swimming across the country experience an unprecedented post- Olympic “bump” shared by Southern California Swimming as membership jumped from 22,260 to 24,640 including summer seasonal athletes, a 10.7% gain As the 2014 registration year gets underway, numbers remain strong though not rising rapidly as happened last fall. Post Olympic year gains are typical in the Olympic cycle just not as large. As usual the challenge becomes to retain the new athletes and provide competitive opportunity for the larger age group base while retaining a strong senior program with steps to enable athletes to move smoothly up the competitive ladder.

At the elite level, 2012-13 SCS athletes named to the 2013-14 National team include Jessica Hardy, and Mike Alexandrov (TROJ), Meghan Hawthorne (RTLR), Katie McLaughlin, and Ashley Twitchell (MVN), Jordan Wilmovsky (TSM) and Katy Freeman (SBSC). SCS age group alumni , Anthony Ervin, , , , Chad LaTourette and Karl Krug are also on the 2013-14 National team. Anderson, Hardy and Wilmovsky attended 2013 World Championships while Hawthorne, Twitchell, Alexandrov, Adrea Kropp (RTLR), Andy Murez (TSM) and Cindy Tran (GWSC) swam at World University Games.

As we meet Olivia Barker (SAND), Ella Eastin (SCAL), Katie McLaughlin and Corey Okubo (AZOT) are with the National Jr Team at World Cup under guidance of Head Coach Bill Rose (MVN) assisted by Ron Aitken (SAND). The Junior World Championship team includes Eastin, McLaughlin, Abby Weitzeil (CANY), Kyle Gornay (RST) and David Heron (MVN). 2013-14 Junior National team includes Weitzeil, McLaughlin, Barker, Eastin, Heron, Okubo, Kaitlyn Albertoli (SCAT), Liliana Casso (TSM), Lindsey Clary (FAST), Brooke Lorentzen (MVN), Janardana Burns and Nick Norman (MVN) plus Nick DeVito and Scott Simmer (TSM). and (TROJ) served as Women’s Head Coach and Open Water Head Coach at World Championships.

2012-13 brought many changes to SCS starting with losing our primary indoor pool, Belmont Plaza, in December. January saw the start of a two year age group championship experiment with 14 & younger Junior Olympics followed by an 18 & younger Club Championship in February. NOVA claimed the team title with AZOT, CANY, MVN and ROSE rounding out the top five. Our 11- 14 year old All Star team prevailed in the Pacific Coast All Star meet held in Santa Rosa, and the annual Swim Festival found the Yellows edging out the Greens by 17 points.

The next change was relocating the SCS office after 20 years on two weeks notice. While the move was just down the street, it provided a real reminder that “stuff” collects to fill space. Anthony Ervin highlighted our annual Top 10 banquet in May with attendance at 500+. Also in May Canyons successfully hosted the National Open Water Championships at Lower Lake Castaic.

Summer brought an outstanding “home” championship season with Sectionals hosted by Canyons followed by both the US Open and Junior Nationals hosted by NOVA. SCS also added a successful Open Water Junior Olympics back at Lake Castaic hosted by Canyons. To cap the summer, SCS traveled to Seattle and captured the North American Challenge Cup for the first time.

Moving forward I would like to focus on three areas for SCS and its members to address. First: Safe Sport is important to EVERY Club. Pre-employment screening is required not optional for new coaches. Does your Club rely on USA Swimming default policies on electronic communication and bullying or has your Club created its own policies. How many of your Club parents have completed the FREE online Parent Education? How many of your teen athletes completed the FREE online Athlete Education?

Second: Geographic Committees must work collaboratively to meet the competitive needs of their athletes. Accurate planning does not happen by accident. Teams need to be accurate in declaring team participation to ensure an adequate number of meets without having to turn athletes away or scramble for last minute “solutions.” All events do not have to be offered at all meets. Duel meets, tri-meets, quad meets can all be part of committee planning/scheduling.

Third: Recruiting complaints seem to be on the rise. It is easy to throw one’s hands up and say, “I/we cannot control our parents” and a litany of other excuses. Stop and think how you approach growing your team, ground up (ex: recruit NEW swimmers through learn to swim, non USA-S leagues) OR open season on your neighbors by your athletes and parents with a “wink wink” from you as a Club. Parents are good at looking for the greener grass. The best way to keep them on your team AND not have them recruiting is through ongoing parent education on your Club values.

Swimming is a wonderful sport on multiple levels. It is my ongoing privilege to work with great young people, great coaches and great volunteers. Thank you for your time and effort to make Southern California Swimming the best.

Mary Jo Swalley Executive Director

Southern California Swimming General Chair Report November 13, 2013

The jump from my last SCS position of Officials Chair to General Chair has been a large one. The good news is that I had several outstanding individuals in SCS chair positions and a great Executive Director that helped make the transition easier. I would like to note in particular Jeri Marshburn who stepped down as GC into the Admin VP spot and was always available for consultations and to cover when I had schedule conflicts. Thanks also need to go to Mary Jo - her leadership of the SCS helps us avoid issues and, with help of Cadie Faulkner in the SCS office, they keep the wheels on the bus

Two items of interest are the new “All Star” opportunities that were voted in. First is the return to the age group zone meet. This will have limited support with the LSC providing entry to the meet and coaching support at the meet. Parents will be responsible for travel and lodging. The second is the home and home Japan All Star meet that was supported and approved by the Sectional committee. I would like to thank Mark Schubert for his work surrounding this meet and bringing it forward to the sectional committee, as well as Terry Stoddard for Chairing the Sectional committee. I believe that the addition of these opportunities for our athletes will round out our “All Star” experience and gives a path for our top level athletes to grow and mature in the sport.

2013 was the first year for a USA-S mandated Safe Sport position. In the past this has been part of the GC and ED positions, this year we named two to the position. I would like to thank Maureen Lennon and Jeri Marshburn for stepping up and filling this position. At the first of the year I was not sure about having co-chairs in the position, I now believe it is absolutely the correct decision. This is a very important position and safe sport is a topic that Southern California Swimming takes very seriously. Having both a coach and non- coach as co-chairs insures that we have a reporting path on both sides of the fence should anyone have a concern.

2014 promises to be an interesting year for Southern California Swimming. In 2014 we will need to renew our LEAP level 1 status which will require several changes include modifying our by-laws to be in line with the new USA-S mandatory by-law requirements passed at the 2013 convention. We will activate our audit committee to report to the BoD in compliance with California law.

In closing I would like to once again thank the Southern California Swimming BoD as well as all of the general membership for your help and guidance for 2013. It has been a great year and let’s get ready to hit the ground running in 2014.

Richard Pierson General Chair Southern California Swimming

Southern California Swimming 2013 Senior Report

Southern California Swimming continues to strive to improve the Senior Program, while adapting to other changes being made outside of SCS. This past year was the first year in the development of a longer senior circuit for long course swimming, which now begins in January.

The short course senior circuit also now has a progression of time standards so that they can be known earlier in the scheduling process for coaches and will be a direct progression goal for those developing senior swimmers. That progression is as follows:

Oct. Sr Meet - Prior summer Sectional time + 8% KP Sr Meet (Nov) - Prior summer Sectional time + 4% Winter Invite (Dec) - Prior summer Sectional time + 2% Sectionals (Jan) - new Sectional standard

Due to Sectionals being moved to January in hopes to work better with changes in school calendars, we have re-established our Winter Invite Senior Meet in December, just as we did before Sectionals moved to December. The details of the meet are now posted.

The long course senior circuit will need to be reviewed (2012-2013 and 2013-2014) in order to evaluate the meet schedules and standards. This evaluation will need to include an understanding of the major meets of the year as well. Trials years will likely bring more interest in early long course racing for more teams, and standards will likely need to be adjusted to ensure the meet can be run efficiently for the swimmers. Any thoughts on the further development and planning of these meets are more than welcome, again in hopes to get more of a structure to the program, but also be flexible for situations that may impact the meets.

This year we now have the opportunity to send swimmers from the CA/NV Sectional to Japan for an All-star trip. I believe this to be a great opportunity for our Senior swimmers and coaches to earn additional or new international experience. This motivation and experience will help push SCS Senior swimming to another level in the nation. This is a two-year commitment, but I highly encourage us to continue to find opportunities like this for our swimmers.

As we strive to reach higher for our senior level swimmers, I invite all to send me your thoughts on how we can improve our senior program. That will include continued collaboration with Age Group as well, so that we can continue to develop the best opportunities for our swimmers. A great example of this collaboration is the development of a championship level age group competition, that also meets the needs of those top senior level swimmers that want to race short course in February, while the senior committee also offers the opportunity for long course racing.

Thanks to all for your help through the year, and here’s to another great year for Southern California Swimming.

Respectfully submitted, Jeff Julian Jeff Julian, Senior Chair

Southern California Swimming 2013 Age Group Chair Report

With the post Olympic 2013 impressive increase in athlete membership, Southern California committees and teams have been making creative adjustments to accommodate more swimmers at competitions. Many teams have adopted dual, tri- meet, and invite formats to fulfill the needs, especially when committees do not have pool availability or hosts to run multiple meets on the same weekend.

Although the “bar” is often raised (and met) with faster time standards for meet management of the championship competition, at the same time it is critical not to drive athletes out of our sport at the Age Group JO/WAG/JAG level.

I recommend for 2015 expanding the Age Group Championship meet offerings to hold three Winter JO, four JAG, and 4 WAG meets. Not going outdoors for the age group championship meets in the non-summer months is not a choice any more. In addition, more team may be enticed to bid and host meets at their home outdoor facilities.

Since the Western Zone re-designed the Zone meets last year to have two meets (one for 14 and younger and a Senior Zone meet), the Age Group Committee has studied adding an opportunity for 11-14 year old swimmers not selected to the NACC team to attend the 14 and under Zone meet. In September the Board approved supporting 2 coaches to attend the 2014 Zone meet and pay entry fees for swimmers not selected to NACC who elect to attend the meet at their expense.

This year Open Water swimming has risen in popularity for Age Group, not only as a great addition to the Summer JO format, but with the series of races, offered by Canyons (Jay Anderson) at Castaic Lake.

SCS Coaches’ Representative Report 2013

1. The year was marked by increasingly significant contributions to our coaching community by new coaches to SCS, both in the pool and on the deck. The success of SCS for the future appears to be in good hands. 2. The SCS annual coaches’ clinic, as conducted by the USA Swimming staff, was a great success and certainly one of the best in many years. Future clinics, those not conducted by USA swimming staff, would do well to mimic the 2013 clinic. Perhaps, relying on ASCA staff to run a similar clinic, in the off years, when USA Swimming staff is not running their Western Zone clinic in conjunction with our SCS clinic, would be worth looking into. 3. Clearly defined tasks, as created by the Board of SCS, for the SCS Coaches Rep would result in an improved role for the SCS Coaches’ Rep. Suggestions might include: a. Production of an electronic SCS Coaches newsletter from the SCS Coaches Rep about SCS coaching accomplishments, events and important developments. b. Written summary reports on each major SCS sponsored event JOs, JAG, WAG, and Senior circuit, recapping the view of the coaches at those events. c. Building on the Golf tournament concept as Steve Reardon attempted this year. d. Defined duties as to the annual coaching clinic.

Coach of the Year for SCS, 2013 is: Bill Rose

Recommendations for future SCS Coach of the Year Criteria: 1. Criteria should have two areas of consideration – athlete performance and a coaches record of service to SCS in that year. I believe this was the original vision of the award when the previous coaches’ rep initiated the award. This two sided approach will better commemorate the man who inspired the award, Kevin Perry. 2. Performance evaluation should be limited to consideration of eighteen and under athletes only. By doing so we avoid the redundancy of similar ASCA and USA National awards in the same vein and improves the familiarity of those voting. 3. Voting should be done at the House of Delegates meeting. This is the only time where both the lay people who are familiar with service components of the award and coaches, who are familiar with the performance side of the award, both come together.

Southern California Swimming House of Delegates Meeting 2013 Officials’ Chair Report

Over 154 currently registered officials in the LSC which is still short of where we need to be. Many of our committees are needing to hold 2 or 3 meets on a weekend to serve all the swimmers in Southern California. Therefore, more officials will be needed. Clubs are encouraged to have parents train to become officials. The officials committee is always available to explain how simple it is to become an official. Please call me and I can arrange for one of us to speak with your parents.

Many of our officials have taken the opportunity to volunteer their time to officiate at the National level meets held in Southern California and across the country and have certified or recertified at the N2 or N3 level. Volunteering at the Sectional, Jr National or National Championships have provided some unique training scenarios which can be used at our local meets to provide the best experience for our swimmers. Officials are encouraged to volunteer at upcoming National level meets in January (Sectional Championship hosted by Rose Bowl Aquatics at East LA College) and next summer (Jr Nationals and National Championships hosted by in Irvine).

The 2013 Officials’ Clinic was held at El Camino College this year. The clinic focused on the basics of officiating by reviewing the technical rules of the strokes and also provided training for the Administrative Officials. USA Swimming has adopted the use of Administrative Officials at all swim meets, which we have had in Southern California Swimming for decades. Our current Administrative Referees are now certified as Administrative Officials to conform to USA Swimming rules.

The NACC meet was held at the King County Aquatic Center (KCAC) in Federal Way, Washington this year; Leanne Colvin and Clem West traveled with the team to be part of the officiating crew. I would like to thank both officials for volunteering their time representing Southern California Swimming and helping make this meet a success.

Southern California Swimming also sends an official to the National Official’s Clinic each year. The clinic provides an opportunity for one of our officials to interact with officials from across the country and share ideas. Southern California Swimming tries to identify an official that would be interested in pursuing national certification levels. This year Scot Ranslam represented SCS at the clinic.

I would like to Congratulate Ed Ruth on receiving the Kenneth B Pettigrew Award at the USA Aquatics Sports Convention this year. The Kenneth B Pettigrew Award is the highest honor an official in USA Swimming can receive and all of us in Southern California know how well deserved this award is and appreciate the mentoring Ed has provided to us through the years.

I would like to thank the officials committee for their help and support over the past year. The committee includes Bettie Williams - Pacific, Paul Szuszkiewicz – Eastern, Darryll Molissee – Desert, Mike McMinn – Metro, Richard Davis – Orange. At large members include Marilyn Bolton, Ted Olivieri, Mary Jo Swalley and Dick Pierson, Past Chair.

SafeSport Report By to the Maureen Lennon Southern California Swimming & Jeri Marshburn 11/13/13 House of Delegates

New SCS Website Link: There is now a SafeSport ICON under the SCS logo on the left blue banner. This link takes you directly to the USA Swimming SafeSport page, where you can conduct new background checks or renewals (under Screening & Selection), take or renew the Athlete Protection Training for all non-athlete members (under Training & Education), review policies and procedures, make a report and more. It is a much more convenient route to the SafeSport tools & programs needed by coaches and officials.

Officials’ Training at October 5 Clinic: All of the officials present at the clinic received an in-depth overview of all of USA Swimming’s SafeSport policies and issues. The presentation covered several of the main areas of our program to protect athletes, including a review the Code of Conduct we all sign when we annually register with USAS. We also went over best practice guidelines and strategies to keep an “open and observable” environment and establish clear boundaries between athletes and USAS adults, as well as reporting requirements and who is responsible to report & when. A copy of the presentation slides (with speaking notes) is available on request.

Sept. Conventions Updates: Two SafeSport provisions were added to the Code of Conduct at Convention this year, both effective immediately upon adoption: (1) addresses peer-to-peer sexual abuse (minor athlete to minor athlete) as a violation of the Code of Conduct; and (2) adopts the USOC prohibition on romantic or sexual relationships between athletes and those having control, power, trust or supervisory responsibilities (e.g. coach, AD, etc.)—this is implemented prospectively.

Reminder Re USAS SafeSport Model Policies: Effective January 1, 2013, the following three model policies were adopted by all SCS Clubs, unless the Club had developed and implemented its own Club Policy on these issues: (1) Team Travel Policy; (2) Anti-Bullying Policy; and (3) Electronic Communication Policy. If you have not reviewed these recently, follow the link from the SCS website to the USAS Model Policies section. Note: USAS advises that 90% of all of the SafeSport complaints they receive are related to the Electronic Communication policy and social media!

New Training Available: In addition to the Athlete Protection Training (APT) for all coaches, officials and other non-athlete members, USAS has created two new free on-line training programs this year. The first is for parents “Abuse Awareness for Parents.” This was designed by Praesidium and helps parents understand their role in abuse prevention by addressing myths about sexual abuse, giving info on how offenders operate, and guides to recognizing boundary violations. The second new education program is designed for athletes 12 & over. It also addresses inappropriate contact, physical, emotional and behavioral boundaries, what to do if they are violated, and how USAS can help. This set of video clips comes with a Facilitator Guide (available to print off of website), so that coaches or other team reps can present this training to groups of team members. Also, the Parent and the Athlete SafeSport training modules have been added to Deck Pass as “perks” in an effort to increase access.

Anti-Bullying & Cyber Bullying: Attached are two new, good one-pagers of strategies for athletes to use to be a supporter to put an end to bullying and to respond when being cyber-bullied.

2013 OPEN WATER REPORT SOUTHERN CALIFORNIA SWIMMING

U.S.A. Swimming Open Water is alive and well! 2013 was a solid year. Starting with the World Cup Open Water Circuit, swimmers such as Emily Brunemann, Christine Jennings, and Alex Myers were not only top regulars on the tour, but Emily Brunemann came away with the overall point winner this year.

The World Championship Trials held at Castaic Lake, California in May named swimmers to several International Teams as well as both the U.S.A. National Team and the U.S.A Junior National Team. As a result, Christine Jennings, Becca Mann, Evan Fabian, and Haley Anderson represented the Women, and Alex Myer, , , and Jordan Wilimovsky represented the Men in Barcelona for the World Championships. Coaches for the World Championships were Catherine Vogt and Grant Holicky. Emily Brunemann, , Joey Padraza, and Ryan Feeley represented represented U.S.A. at the World University Games in Kazan, Russia. The Coach was Josh White. (Results on separate page). Looking and the U.S.A. Open Water National and Junior National Team rosters, one can see that we are stronger in both the areas of experience and upcoming youth. The future for the Open Water event in U.S.A. swimming will be better than ever leading into Rio! Submitted by: COACH BILL ROSE, Open Water Chair Times Recognition Report - 2013
