CHRB Looks to Crack Down on Electrical Devices: The California Horse Racing Board is moving to adopt stricter penalties for riders who use electrical devices in races or workouts. Currently, CHRB Rule 1890 Aprohibits any person from having in his possession on the premises [including auxiliary stabling and training facilities] during any recognized meeting any electrical stimulating or shocking device commonly referred to as a battery, or any mechanical stimulating device, or any other appliance, which might affect the speed or actions of a horse.@ CHRB rules do not, however, include penalty guidelines for stewards and other Brewing judges to follow in cases involving the use of electrical Coady Photography devices. Establishing a penalty guideline for use of an electrical device will be CHRB=s first step. In the mean time, CHRB Executive Director Rick Baedeker has " " " issued a directive that any cases concerning the use of an electrical device be referred to racing commissioners for hearings, as well as the local District Attorney for possible criminal prosecution.
