The police have difficulty in coping already without additions to their workload and consequent poorer service. 2. The Public require the facility to contact the Police service at a personal level for reporting, information and reassurance. Call Centres do not provide this. 3. The proposed change of hours is less significant - some pluses - some minuses.

Addiewell/Loganlea Community No No No No No No No Armadale is expanding, its slightly isolated, Linlithgow is one of the larger area and is also isolated. West Calder covers a Council (Tele) wide area of isolated community. Not everyone wants to pick the phone up and like to visit in person. Not easy for police to attend Community council meetings as cant change shifts.

Armadale Community Council (Tele) No By doing away with traffic wardens what will happen. Armadale Community Council feel they still need a traffic warden preset. Inspector Ian Moffat is sending info to them as he was in attendance.

Dechmont Community Council (Tele) No No No No Yes Yes Yes Need a point of contact, not over phone to central number. Where are police going to be based when counter service is closed/changed opening times. Will this cut down on police service, what will happen with traffic wardens will this effect police service. Community police have not been represented at meetings as shifts cant be changed, cant be flexible.

Murieston Community Council Yes No No No Yes Yes Yes As long as there is enough provisions in

Uphall Community Council (Tele) No No No No No No No Police have to be accessible . Traffic wardens provide a valuable service for shop keepers and local businesses as they allow customers parking to access local shops. With police taken over traffic wardens they have enough to deal with in their day to day jobs.

Marchwood and Bathgate East No No Traffic wardens - Tenants Group looking to get residents parking permits as people not parking in the train station car Tenants and Residents Association park, this could be more of a problem as police may have other more important thing to deal with. (Tele) Blackburn Community Council [BCC] No No No No No No No 1. All groups below share a common theme in their concerns over the proposals, Five Sisters housing network covers the (EM) geographical areas of Whitburn and Blackburn Ward, Fauldhouse and Armadale and therefore have concerns with the proposal for closure of public counter at Armadale. Armadale is within the Core Development areas and as such the population will grow and expand along with the phase 2 of the Southdale development, creating a need for a higher police presence not a reduction. Cairn Brock housing network covers the other wards within West Lothian and would state the same in respect of the proposed closure of the counter at West Calder and the Linlithgow counter as this covers Winchburgh which is also a Core Development Area and will have a growing population. Riddochhill Drive Tenants and Residents Association and Blackburn Community Council share their comments as we have first-hand experience of counter closure at the Blackburn Station which has resulted in a lower visibility of the police, denied the community to have the opportunity to have face to face discussions with police officers, denied the community the reassurance of ‘feeling’ safe within their community and the accessibility to the police. Blackburn has enjoyed considerable success in community policing with the council funding additional police officers. Community policing is at heart of good community relations and local access is key to it. We are concerned that crime will rise and confidences in community policing will fall with a further reduction in police services West Lothian wide. 2. All four groups shared the same comments about the Traffic Wardens proposal, to withdraw service from West Lothian, which is with respect ridiculous, as the advice from Police that “where parking is dangerous or causes significant obstruction, they will task police officers to resolve the issue” . We consider that this will surely become a police task which will be given a very low priority and would therefore probably not be actioned. Community police teams have enough to do within their communities in respect of fighting the blights of drugs and alcohol misuse along with the other the recorded crimes within their areas without also becoming traffic wardens.
