Unless otherwise stated, the recommended option outlined in each report meets the purpose of local government and: Will help meet the current and future needs of communities for good-quality local infrastructure, local public services, and performance of regulatory functions in a way that is most cost-effective for households and businesses; Would not alter significantly the intended level of service provision for any significant activity undertaken by or on behalf of the Council, or transfer the ownership or control of a strategic asset to or from the Council. END 2 Council agenda 28 August 2018 - Health and Safety Health and Safety Message In the event of an emergency, please follow the instructions of Council staff. Please exit through the main entrance. Once you reach the footpath please turn right and walk towards Pukekura Park, congregating outside the Spark building. Please do not block the foothpath for other users. Staff will guide you to an alternative route if necessary. If there is an earthquake – drop, cover and hold where possible. Please be mindful of the glass overhead. Please remain where you are until further instruction is given. 3 Council agenda 28 August 2018 - Apologies APOLOGIES Crs Richard Jordan and Harry Duynhoven 4 Council agenda 28 August 2018 - Deputations ADDRESSING THE MEETING Requests for public forum and deputations need to be made at least one day prior to the meeting. The Chairperson has authority to approve or decline public comments and deputations in line with the standing order requirements. PUBLIC FORUM Public Forums enable members of the public to bring matters to the attention of the committee which are not contained on the meeting agenda. The matters must relate to the meeting’s terms of reference. Speakers can speak for up to 5 minutes, with no more than two speakers on behalf of one organisation. John McGifford, CEO (Central Football and Brent Dodunski) Alisha Stone (New Plymouth Injury Safe) DEPUTATIONS Deputations enable a person, group or organisation to speak to the meeting on matters contained on the agenda. An individual speaker can speak for up to 10 minutes. Green Space Management Plan ECM7676442 The matter for consideration by the Council is the approval of the draft Green Spaces Management Plan for public consultation. Planning Committee Recommendation: Cr Hitchcock ) Cr Melody ) That, having considered all matters raised in the report, the Council: a) Approves, the draft Green Spaces Management Plan for public consultation as in Appendix 1 in accordance with Reserves Act 1977. b) Approves the declaration and/or classification of the reserves, as per sections 14 and 16 of the Reserves Act 1977 under delegated authority via the Instrument of Delegation issued by the Minister of Conservation. c) Approves the classification of the Mangaotuku Stream Esplanade reserve- Lot 133 DP 9649 as recreation reserve pursuant to section 16(1) of Reserves Act 1977. Note a public notice is not required. d) Approves that the following Council owned reserves are added to the Green Spaces Management Plan. They require public notice to complete the classification process prescribed in the Reserves Act 1977: i) Added to the Waihowaka Stream Management Plan and to be classified as local purpose (esplanade) reserve – Lot 2 DP 499714 and Lot 23 DP 491743. ii) Added to the Magnolia Drive Reserves Management Plan and to be classified as local purpose (drainage) reserve – Section 2 SO 448963. iii) Added to the Waimea Stream Reserves Management Plan and to be classified as local purpose (pedestrian access) reserve – Lot 20 DP 489687 located off Pike Place. Ngāti Maru Treaty Settlement Arrangements ECM7768150 The matter for consideration by the Council is whether to support changes to Crown-owned, Council-administered reserves to form part of the Ngāti Maru Treaty Settlement, being: Purangi Domain Tarata Domain The indigenous bush part of Tarata Cemetery that is not being used for cemetery purposes A procedural motion was moved at the Planning Committee meeting: Mayor Holdom ) Cr Hitchcock ) That, having considered all matters raised in the report, this matter lay on the table until after the completion of a discussion between the Tarata community and Ngāti Maru. The procedural motion was put and carried 5. Options for Review of PIF ECM7766981 The matter for consideration by the Council is to determine whether to institute a review of how the Council uses the Perpetual Investment Fund. Planning Committee Recommendation: Cr Handley ) Mayor Holdom ) That having considered all matters raised in the report, the Council does not initiate a review of how the Council uses funds from the Perpetual Investment Fund Lost Cr Melody ) Cr Hitchcock ) That having considered all matters raised in the report, the Council: a) Initiates a review of how the Council uses the release from the Perpetual Investment Fund, with changes to the perpetual nature ruled out from consideration. b) Notes that this review scope will be included in the Revenue and Financing Policy review, for which a terms of reference will be reported to the Council in coming months Carried Cr Handley and Mayor Holdom requested that their votes against the preceding motion be recorded. 9 1 Council agenda 28 August 2018 - Recs from Planning Committee Cr Pearce left the meeting part-way through the preceding item. COMMUNITY BOARD RECOMMENDATION The Kaitake, Inglewood, Clifton and Waitara Community Boards endorsed the officer’s recommendation. Approves the draft Green Spaces Management Plan for public consultation. 2. Does not approve the draft Green Spaces Options Management Plan for public consultation. b) Additional reserves to classify: 1. Approves the public notice of reserves for classification. 2. Does not approve the public notice of reserves for classification.
