754 Minutes of the last meeting All Cllrs. had read and agreed that the Minutes were a true and accurate record of the meeting. Acceptance of Minutes proposed by Cllr. Hubbard, seconded by Cllr. Andrews

RESOLVED: That the Minutes of the Meeting held on 9th October 2018 be accepted and signed by the Chairman.

755 Public Participation Ray Ovenden –some residents offered thanks for his hard work in keeping the paths in the village clear and a resident suggested a small gift from the community may be in order. This will be considered by the Parish Council.

Plans shown to the Parish Council from the Lydden Bell ahead of them being submitted to planning at DDC. Jay Chamberlain from the pub explained his plans and what he intended to do. The extra accommodation would be for overnight stays. This would provide four letting rooms. The barns are listed and Mr. Chamberlain has already taken advice on the details for the works. Nothing has yet been submitted. Parish council raised no objections to the plans as they currently stand.

756 Feedback/Matters arising from Council Representatives and Matters arising from previously circulated material. Clerk attended KALC meeting at the Phoenix Centre Sandwich – Thursday 31st October. Presentation from Rachel Marshall and Colin Maguire of the Frontier Engagement Team regarding the fight against illegal activity through the ports and airstrips around the coast. The poster containing additional information has been loaded onto the Parish website.

Clerk will attend the KALC AGM on Saturday 17th November at Ditton Community Centre.

Cllr Taylor attended the Dynamic Cllr. Course and provided a report to the Parish Council. This was a 3 hour interactive session, and was attended by approx. 30 Councillors either new in their role, or seeking a refresher. The course provided a good oversight into our role as councillors and provided a weighty pack of reading materials. Some of the key learnings included:

The definition of the Legal Powers and Duties of the Local Council o Outlined more than 40 Functions that may be conducted by law, o Listed the Statutory Provisions and Laws associated with these duties o All decisions of the council should make reference back to the legislation that is applied. o The critical question we should ask “Does the Council have Legal power to act” o Discussed S137 1972 LGA and the 2011 General Power of Competency, which can be established to be used where there is no other appropriate power. The management of the meeting and the importance of the agenda. o Decisions can only be taken on items that are included within the agenda o Encouraged to avoid ambiguous agenda items. For example: “Any other Business” o Apologies need to be submitted in advance, and with a reason. Chairman should decide is the reason is sufficient. Failure to attend Council meetings or provide a sufficient reason for non-attendance will result in disqualification. o Closed sessions should be used to discuss: Contract tenders and bids, code of conduct, and discussions on employment or employees o The Public Session does not generate Minutes, but can raise topics for discussion at future meetings. One example of agenda item “to adjourn to allow public participation” Encourage community participation and citizen involvement. o Encouraged web-sites and social media (Stone PC was called out as a good example) o Identify key players, community groups, business sector, etc. o Identify hard to reach communities (Young people, shift workers, housebound, etc.) o Different tools of Engagement. (Surgeries, Surveys, Heath checks) The Chairman thanked Cllr. Taylor for his comprehensive report.

757 Village Hall Report sent from Michael Booth via email: The Village hall roof continues to let water through, we now have four roofers preparing quotes to get the roof repaired or replaced. Bookings continue to grow, please be aware, to book the village hall you may wish to allow a minimum of four weeks to avoid disappointment. Please don’t forget our Garage Sale on the 24th November 1pm till 4pm. Christmas market Saturday 15th December 1pm till 5pm and also the village Christmas party 6pm till 11pm on 15th December. Cllrs. discussed the implications of any works required on the roof.

758 District Council Representative No report.

759 County Council Representative Following the recent budget the government will be providing an additional £650 million throughout the country; to cover the additional costs of adult social care. This will come in two tranches, £240 million for year 2017/18 and £410 million for 2018/19. The apportionment of the above for County Council has been confirmed around £12 million for the two elements.

The government has promised £420 million, nationally, for road repairs. However, I am sceptical here, for the government states it is a one- off national roads repair payment. In my view this implies much of the funding could go to Highways nationally, to cover repairs to dual carriageways and motorways, leaving a greatly depleted amount for the county councils. However, if we are fortunate, we could see an additional one-off payment hopefully around half a million pounds to top up KCC Highways annual Highways budget of £3 million.

Schools have not really faired too well, there will be just a £10,000 one off boost typically for a primary school and £50,000 for a typical secondary school.

There will be a third discount on business rates for smaller retail properties for 2019/20 those with a rateable value under £51 thousand. Hopefully the local authorities will be compensated for loss of business rates income and also help to regenerate High Streets.

Discussion regarding the pavement access opposite the surgery – Clerk to contact Pentland Homes again.

762 Roads & Footpaths/Parish Matters. a) Rural Transport – update provided by DDC on Tuesday 30th October. Five rural bus pilot schemes have been announced following the Big Conversation, a consultation to explore options for better transport to rural communities. The Big Conversation ran for eight weeks until August 8 and included 12 public meetings in each district. These events were attended by 621 people and KCC received 2,335 responses to the consultation questionnaire. Consultees were asked whether they would be likely to use three different options: • 52% said they would likely use a feeder service • 46% said they would likely use a taxi-style bus service • 39% said they would likely use a bookable bus service KCC then analysed the results and drew up pilot schemes which will launch next summer. The specific routes have not yet been finalised, but the initial plans show the routes will cover the following villages:

• Dover feeder bus: Staple, Ash, Northbourne, Mongeham, . The complete results can be found on the KCC website. b) Fencing has now been completed – gate has been installed c) i.Manhole beside the War Memorial – no further information, suggested that BT are contacted, Cllr Bowley agreed to do this. ii. Cllr Lymer has placed a cone over the manhole at the top of Hill, this is a precautionary measure and temporary signage to highlight the risk, until the matter has been resolved. d) The mobile mast in the Chunnel Yard – Clerk has checked the information available and the mast appears to be working according to the OFCOM site. e) Thanks were recorded to Jay Chamberlain landlord of the Lydden Bell, for opening the pub for residents attending the Remembrance Service and thanks also to Cllr. Holt for all his efforts in getting the whole area improved and to Cllr. Bowley for bringing everything together on the day. The event was very well attended. f) Litter bin – Cllr. Andrews reminded the Clerk about discussions held previously. g) Bus shelters discussed – one beside the noticeboard/commemorative bench and suggestion of one needed beside the Lydden Bell. It may be necessary to form a working party to consider these. h) Flooding of the area beside the pond/soakaway. This is a result of the gullies blocked down Lydden Hill. Cllrs. Taylor and Bowley had cleared the inlets to the soakaway. Discussion about possible solutions. i) Salt bins – the one is Church Lane needs to be refilled. Clerk to contact KCC regarding delivery.

763 Action Plan Action Plan 2016-19 has been updated.  Birdboxes -now installed  Jubilee Footpath sign – Cllr. Holt has contacted Black Forge with some design proposals. Two signs would cost approximately £1,828+VAT. Cllr Holt/Clerk had received these costings from Black Forge. Cllrs discussed the costs and location. Cllr Holt proposed purchasing one sign, seconded by Cllr. Sewell.

RESOLVED: To purchase one sign to be located by The Hope.
