Appendix 1 - Attendance for All Protected Areas Appendix 2 - Revenue for All Protected Areas BC Parks 2008/09 Year End Report Executive Summary The 08/09 BC Parks Year End report presents important information related to BC Parks visitor services. We encourage feedback on both format and content so that we can continue to improve the document and make it as useful as possible for regions, executive and others who are interested in BC Parks' performance on these key measures. Attendance: BC Parks is committed to increasing the number of recorded visits by 20% from 2004/05 to 2010/11. We are well on the way to meeting that target. Last year, attendance at BC Parks remained constant at 19.6 million however the province experienced weather patterns that had adverse effects on visitation growth. Overall, attendance has increased by 9% since 2004. The Peace region gave the strongest results, with day use attendance up by 12.2% and camping up by 8.8%. In addition to comparatively better weather in this region, sound data tracking practices led to higher accuracy in visitation counts. Attendance also grew in the Skeena, Thompson and Vancouver Island regions.

Attendance declined last year in the Cariboo, Kootenay, Okanagan, and Omineca regions. The Cariboo region had a significant decline in attendance for Tweedsmuir Park due to flooding of the Atnarko River and record declines in salmon populations. Cooler weather at the start of the operating season also contributed to a decline in this region's attendance. The Kootenay region was impacted by late snow melt which prevented many of it's parks from opening as early as previous years. Like the Cariboo region, flooding and poor weather were responsible for attendance declines in the Omenica region. The Okanagan was affected by wildfires in Cathedral Park and poor road conditions leading to an early closure Conkle Lake Provincial Park. Improvements continue to be made in our attendance tracking system, leading to greater quality assurance in the data being reported. In addition, using new procedures, the recorded attendance counts for 10 parks have been adjusted in this report. Adjustments were made where errors (generally counter malfunctions) led to inaccurate visitation numbers. In these cases, 3-year averages have been used as more accurate statements of attendance. The parks where such adjustments were made are listed at the end of the first Appendix.

Parks which demonstrated a signficant real change to visitation are noted on pages 7 to 9 of this report. Many of the changes in attendance were due to factors outside BC Park's control (e.g. weather, flooding, high gas prices) but some notable increases were due to improved facilities and many of the declines are the direct result of construction activities in or near the park. Revenues: In 2008/09 total revenues from recreation user fees increased by about $1.1M. Increasing camping fees in the majority of parks across the province accounted for $1M of this amount. Changes to camping fees had the largest impact on the Kootenay region which saw an increase in camping revenue of approximately $190,000 or 13%. Parking revenues remained relatively stable with provincial totals increasing by 1%. Overall, revenue remained stable or grew in all nine regions of the province in 08/09. Park Use Permit revenues remained stable last year. The Permit Authorization Services Bureau focused considerable effort in improving it's data collection practices. Given that their database has been revamped and new permit categorization was used, comparisons between particular types of permits was not possible. Better analysis on this will be performed in future Year End Reports. Recoveries: Recoveries showed a sharp decline between 07/08 and 08/09. This was mainly the result of fewer dollars for Mountain Pine Beetle projects. Operating Expenditures: Overall, BC Parks operating expenditures remained stable. Retained fees from contract services increased by over $1M due to more revenues being retained by park facility operators from the implementation of higher camping fees. This amount was offset by a $1.6M cut in mountain pine beetle expenditures. Other major variances in operating expenditures occured under salary, benefits, and travel (an increase of approximately $1.7M) and under goods and services (a decrease of approximately $2.3M).

Page 1 Capital Expenditures: BC Parks spent almost $2.8M acquiring properties in 2008/09. These properties were valued at approximately $4.5M, with the difference coming primarily from partnerships and donations. Properties purchased included the Franz property in Valhalla Provincial Park and other large properties in Gilpin Grasslands, Gowland Tod and Francis Point Provincial Parks. Compensation paid to owners prior to land acquisitons represent the majority of the total compensation figure. Increases to this figure stem from the large aquisitions made within the past few years.

Total investments in facilities were down approximately $3M from 07/08 but this drop was due to a decrease in the number of reconstruction projects happening within campgounds and day use areas. In addition, there was approximately $700,000 less funding directed towards improving roads an trails. Investing in water and sewer systems were a priority during the 08/09 season and these projects received more than $5M in additional funding.

Satisfaction: PFO performance continues to stay at a high level as shown by visitor satisfaction ratings which were 84% (index scores rated excellent or above average) in 08/09. Campground visitors remained highly satisfied (93% excellent or above average) with the cleanliness of the grounds, the natural surroundings (89%) and sense of security (86%). The availability of recreational opportunities (65%) remained the lowest score given by campers. Also, the value for fee rating declined by 6% due to a 10% increase in camping fees for the 08/09 operating season. Day use visitors gave employee friendliness (94%) and cleanliness of grounds (92%) the highest scores. The value for fee satisfaction rating among day use visitors was 62% excellent or above average in 2007/08. More visitors have become accustomed to parking fees and are beginning to understand that these fees are being reinvested into the parks system. This satisfaction rating has increased substantially from 2005/06 (39% satisfaction rating) when day use parking fees were instituted.

Note: The Park Visitor Satisfaction Survey assesses the ministry’s effectiveness in achieving client satisfaction with parks and campground facilities and services. There are 2 types of surveys, one for day use areas and one for campgrounds. The surveys are based on sound statistical principles, design and methodology. All ratings are based on responses of “excellent” and “above average” to the survey questions. Key parks are surveyed on a rotational basis, every 4 years. Surveys are undertaken yearly from May 15 to the first week of September.The Visitor Satisfaction Index is a provincial average based on the overall rating of campers and park visitors in the following five categories: cleanliness of restrooms, cleanliness of grounds, condition of facilities, sense of security, and control of noise.
