The cedar waxwing is a silky, shiny songbird with a black mask and brown crest. It can be found in open woodlands and backyards. Permanently protecting land and healthy streams will help ensure these birds continue to find suitable habitat in the Estes Valley.

Prehistoric Native Americans were drawn to the Valley and surrounding mountains and stone hunting blinds can still be found on ridges across the Valley. The Ute, Arapaho, and Cheyenne were among the tribes that frequented the Valley to hunt game. And in the 1850s, homesteaders moved into the Valley in search of gold, to raise cattle, and to support hungry prospectors. Early tourists soon followed, awed by the breathtaking scenery. The mountains and plentiful wildlife have a long history of attracting people to the Estes Valley. Today is no different. More than 4.5 million people visit Rocky Mountain National Park each year. And thanks to the efforts of and others, a large portion of the Estes Valley will always be preserved for the enjoyment of future generations. Donors and volunteers with the Estes Valley Land Trust have also stepped up and preserved another nearly 10,000 acres of land to buffer the Park and Arapaho-Roosevelt National Forest and keep Estes Park and surrounding areas open and natural. But how will the Valley change in the future? As ’s continues to grow and visitation to the Estes Valley increases, is there a tipping point where our mountain communities change and the special qualities of the Estes Valley are lost forever? This Plan recognizes our colorful past and strives to protect what makes the Estes Valley unique. I hope you will join me in celebrating this beautiful Valley and its people, wildlife and natural environment, and work with the land trust and our partners to preserve its special qualities forever. CONTINUING THE VISION Over one hundred years ago, a small group of locals dreamed a dream as grand as a national park. In fact, the original 1,000-square-mile concept was even more ambitious – only one-third of the original proposal was actually included within the final boundaries of Rocky Mountain National Park. Enos Mills’ plea issued over 100 years ago still rings true: “Around Estes Park, Colorado, are mountain scenes of exceptional beauty and grandeur. In many respects this section is losing its wild charms. Extensive areas ... have been misused and ruined ... These scenes are already extensively used as places of recreation. If they are to be permanently and more extensively used and preserved, it will be necessary to hold them and protect them.” This Estes Valley Open Space and Outdoor Recreation Plan builds on the long history of establishing land conservation and outdoor recreation as staples of the Estes Valley. While past conservation efforts have primarily relied on landowners’ initiative, this Plan looks to provide an intentional path forward, not only for conservation but for sustainable development as well.

COMMUNITY VISION Through extensive public outreach, cooperation with community partners, and use of the best available data, the following vision was developed: We envision a resilient and charming Estes Valley with snow-capped peaks, healthy forests and meadows, clean water, interconnected wildlife habitat, close-knit and inclusive mountain communities that celebrate nature and work together to preserve it, and residents who live active lifestyles and support a strong and diverse economy. The Estes Valley should continue to be a beautiful and healthy place to live and visit. THE ESTES VALLEY REGION Roosevelt For this Plan, the greater Estes Valley encompasses all the public and private land in the Estes Valley School District and Estes Valley National Forest Recreation and Park District. This includes the towns of Estes Park, Drake, Glen Haven, Pinewood Springs, and Allenspark as well as portions of unincorporated Larimer and Boulder counties. However, since much of the western part of the Estes Valley is already conserved within Rocky Mountain National Park, as seen on the map to the right, the maps throughout the Plan focus on primarily unconserved areas.

The greater Estes Valley encompasses a wide diversity of ecosystems, including montane, subalpine, and riparian, and undeveloped Glen foothills. It hosts abundant populations of elk, deer, raptors, and unusual wildlife, and sweeping views of the Continental Divide. WHY PROVIDE OUTDOOR RECREATION? Besides the obvious fun and personal health benefits, outdoor recreation allows people from all backgrounds and ethnicities to experience success by achieving personal goals, enhancing social interaction, and releasing endorphins, which decrease stress and depression. It typically provides a free or low-cost opportunity for people to connect with nature, discover adventure, and be inspired by breathtaking views. For many in Colorado, outdoor recreation is a way of life, a part of their personal, family, and community identity.

HOW WE DEVELOPED OUR PRIORITIES It takes the joint efforts of a community to conserve open lands and provide sustainable outdoor recreation. The partners in this effort are diverse, representing land managers, recreationists, the business community, and other community members in the Valley. They share the goals of conserving areas that reflect community values; providing inclusive outdoor recreation opportunities; seeking responsible development for housing, businesses, and civic amenities; and supporting a sustainable, strong economy. Many of these groups have partnered with the Estes Valley Land Trust to conserve or enhance open space in the past. For example, Hermit Park Open Space was made possible by a number of partners, including the Estes Valley Land Trust and Larimer County. Mrs. Walsh’s Garden is supported by a partnership between Estes Valley Land Trust and the Town of Estes Park. All of these groups recognize that we can achieve more by working together and creating shared conservation priorities. The conservation priorities highlighted in this Plan are based on the values of the Estes Valley community. Residents of Allenspark, Drake, Estes Park, Glen Haven, Pinewood Springs, and unincorporated Larimer and Boulder counties shared their values by completing surveys and attending public events. For example, residents indicated a strong interest for more land conservation and sustainable outdoor recreation across the Valley. Maps in this Plan identify where land conservation and new outdoor recreation is desired.

In an era when biodiversity is decreasing worldwide, many rare and intrinsically valuable species make the Estes Valley their home. From ’s summit at 14,259 feet to 6,000 feet of elevation in the Big Thompson Canyon, the greater Valley includes rich foothills and alpine, subalpine, montane, and riparian ecosystems. It showcases herds of elk, Rocky Mountain bighorn sheep, and mule deer; predators such as black bears, coyotes, and mountain lions; and eagles, hawks, and numerous other bird species. Fifteen threatened or endangered species, such as the greenback cutthroat trout and the boreal toad, also inhabit the Valley. Affectionately referred to as “America’s Switzerland” due to its sweeping views of snowcapped peaks and similarity to the Swiss Alps, the Estes Valley is a dramatic mountainous landscape. The alpine escarpment of Longs Peak, Meeker Mountain and Twin Sisters, along with the other 14 named peaks above 13,000 feet, loom over the valley and create a sense of awe. Stanley, and other tourists sought Estes Park for healing and renewal. Today more than ever, the Estes Valley is associated with health, wellness, and the pleasures of the outdoors. If cascading streams are the lifeblood of the Valley, then scenery is the soul of its people. The map to the left identifies the location of some of the most desirable sight lines and views – for example, from popular trails – based on public input. The Estes Valley is a world-renowned destination for outdoor recreation. Estes Valley and Rocky Mountain National Park, with their abundant wildlife, hundreds of miles of trails, and picture-postcard views, attract millions of visitors every year from Colorado’s Front Range and all over the world. It is no surprise that recreational tourism is the largest industry for gateway communities like Estes Park. The National Park and other public lands, while abundant, are not always accessible to local families, either due to visitor crowding, distance, time constraints, and/or cost. Further, most public lands do not provide the amenities found at a typical neighborhood park, such as a restroom, shelter, accessible path, or playground.

¤£34 The rural centers of Glen Haven, Drake, and Pinewood Springs have no neighborhood parks. And despite its name, Estes Park offers few community parks, neighborhoods parks, or pocket parks for its residents. Estes Valley’s varied cultures have been tied closely to natural resources for at least 10,000 years. The Valley has a long history of Ute and Arapaho tribal use and importance, with later influences of fur trapping, prospecting, ranching, and tourism. The Arapaho and Ute enjoyed excellent hunting and fishing while camped in the Valley. To those with a keen eye, Native American artifacts and remnants of sawmills, dams, and game drives are still visible as are those of historic ranger stations and cabins, CCC trails, and early guest ranches. TOWN OF ESTES PARK The first organized expedition to view the Rockies was led by Major Stephen H. Long is one of the most in 1820. I am a cizen who is seriously concerned about the Estes Valley Open Space and Outdoor Recreaon Plan to be presented at the Tuesday August 25 Trustee study session

The Estes Valley Land Trust (EVLT) partnered with community partners such as the Estes Park Economic Development Corporaon and the Estes Valley Board of Realtors to develop this plan. The plan was supposedly based in part on community input from a survey unveiled at the Love Our Land Social in February of this year and made available online. Aached are the pages of this survey.

Please note that on the Estes Valley Land Trust web site, the stated mission for EVLT is: "Our mission is to preserve and protect open space, valleys, wetlands, streams ranch lands, and wildlife habitat in the Estes Valley and surrounding area" Estes Valley Land Trust web site at: https://evlandtrust.org/about-us/what- we-do/

The EVLT has seriously strayed from this mission based on the informaon in the Open Space and Outdoor Recreaon Plan as found on an unnumbered page towards the end of the document when it displays the following priories

Concentrate commercial and housing development towards Town and Rural Centers. This plan idenfies where the EVLT and its partners believe development, increased density, and recreaon should occur in the Estes Valley. As one reads the last few pages of the document, it is clear that the plan has a major emphasis on promong development and increasing density in Estes Park and the Estes Valley.

The aached survey the EVLT used to obtain "community" input is extremely biased and should not be promoted as represenng the voice of the cizens of Estes Park and the Estes Valley. The survey is biased towards idenfying what land could be developed and locked survey respondents into forced responses.

This plan should NOT be the basis for determining zoning changes and where there can be the expansion of commercial development and density in Estes Park. This is NOT the role of the EVLT and its community partners to make this determinaon.

The Estes Valley Land Trust, in partnership with the Town of Estes Park and several other open space and recreation partners, is preparing an Estes Valley Open Space and .Outdoor Recreation Plan. Hermit Park Open Space and Centennial Open Space at Knoll-Willows are two examples of properties conserved by the Estes Valley Land Trust and our partners, which allow public access.

Now, we are asking you, which additional lands we should preserve in the future. After the public survey data has been collected and analyzed, the Estes Valley Land Trust and our partners will share the results with the public and complete the Open Space and Outdoor Recreation Plan. What is the mission of the Land Trust now? I thought that it was to submit to you, as our elected officials, a proposed plan for open space and for certain recreational facilities within the town.

Now I understand that the EDC, Board of Realtors and Housing Authority have been involved.

Apparently, the mission of the Land Trust has been expanded.

The Plan is not clear about what is suggested as open space and how that is to be preserved.

With one of the maps included in the Plan, large areas are designated "suitable for development". That is way beyond what the Land Trust's Plan should be about. That is the job of the Planning Commission, Town Board and eventually the Comprehensive Plan after much public input.

The "Goal" and "Priorities" statements set forth on the next to last page of the Plan, raise this concern to even a higher level.

On a collateral note, it is my understanding that the Land Trust will consider amending it's existing and future agreements with landowners. If so, what is this also going to involve?

I hope that you will address these concerns at your study session next Tuesday.

As the Town employee base has grown there has been a need for a more comprehensive HR department to address the ever-changing world of HR, from federal regulations related to pay and benefits to local issues to ensure the Town can attract skilled employees and remain a competitive employer.

HR enlisted the services of Graves Consulting/ESM Consulting in the fall of 2018 to review current processes and resources, facilitate a discussion with the Leadership Team to identify priorities, and provide recommendations regarding resources and HR department structure to accomplish priorities. The process consisted of assessing the current state, completion of a SIPOC (Supplies, Inputs, Processes, Outputs, and Customers) for the HR functions, and a SWOT analysis (Strengths, Weaknesses, Opportunities, and Threats). From the information gathered an HR Strategic Plan was created to address a multi-year approach divided into three phases of work to address training and development, recruiting, selection and onboarding, retention, engagement and communication, compensation and benefits, and infrastructure.

The HR Strategic Plan was finalized in January 2019, however, the HR Manager for the Town resigned in November 2018 leaving the Town Clerk/HR Director to fill both roles as the Town filled the vacancy. During this time the Town Clerk’s office conducted a Recall election and a Special election to consider a citizen-initiated ordinance to allow marijuana sales within Town limits. The Town Administrator retired in October 2019 which required a review of the next steps related to HR staffing. All of this to say, the HR Strategic Plan was placed on hold in 2019. With the hiring of an HR Generalist at the end of August 2019, staff completed a revision of the HR Strategic Plan which was finalized at the end of January 2020. Since the revision of the plan, the country has been in the middle of the worst pandemic experienced in 100 years.

Proposal: Attached is the revised HR Strategic Plan finalized prior to the pandemic this spring. The plan will most likely need to be reviewed and possibly revised due to the changing employment environment. This will continue to be monitored by staff and adjusted as necessary, however, the key elements of the plan remain valid, simply the timing of each issue may change. Page 30 Prior to March, staff was able to make considerable progress on the Phase I items, including the formation of a Recruitment and Retention Task Force (Final stage of review with an employee group), implementation of benefit management through Paylocity (HRIS system used for payroll) to significantly reduce the staff time associated with managing this task, culture survey to gain employee feedback, and continued implementation of NeoGov (Application and Applicant tracking system). The only significant item not addressed directly in Phase I is the compensation structure. This item was discussed in detail by the Recruitment and Retention Task Force with a separate implementation plan outlined for the next few years.

The next phases will require the creation of a collaborative approach and shared ownership among the Leadership Team of the Town to address personnel and culture related initiatives and strategies. The HR department as structured with 1.5 FTEs can facilitate and manage the HR Strategic Plan and key areas identified, but the employees of the Town report to and take direction from the Leadership Team. A key area, Training and Development, including Performance Management, is an area that must be addressed to successfully recruit and retain the existing workforce. Building a training system that includes areas ranging from technical skills to leadership skills as well as a performance management system will be critical and will require all members of the management team to be involved.

A final key element in establishing the HR Strategic Plan was a resource assessment and a review of the HR department structure. Acquiring and growing talent are the two most important deliverables within the HR function of any organization. These processes are identified in the HR Strategic Plan as Training and Development and Recruiting, Selection and Onboarding. Options for the structure of HR were also reviewed with two options presented for the Town’s consideration. Option 1 would maintain the current structure with the Town Clerk/HR Director, backfill the HR Manager, and add an FTE. This would allow each HR staff to focus on a key functional area. Option 2 would separate the role of Town Clerk and HR with the possibility of having HR overseen by Administration or hiring an additional HR staff member such as a Director. At this time, staff has proposed a status quo to train and develop the newly hired staff under the Town Clerk/HR Director. Staff will continue to evaluate the next steps as staff development and promotion occurs, and to evaluate the proper use of expert consulting services, such as compensation and benefit analysis, when appropriate.

Key outcome areas/deliverables of the HR Strategic Plan include: • Continue to operationalize the plan and develop metrics to evaluate effectiveness. • Expand HR resources and train HR staff in key skillsets addressed in the plan. Continue to identify areas in which outsourcing tasks and utilizing subject matter experts when appropriate. • Building collaborative cross-functional ownership of all major people-related initiatives within the Leadership Team.

Advantages: • To attract, retain, engage, and develop talent within the Town’s employee base. • To serve the expanding needs of employees and the Town departments. • To properly staff the HR function of the Town to meet the needs of Town and its employees.

Disadvantages: • The need for additional resources both personnel and financial to meet the growing needs of the Town and to attract and retain staff.
