MINUTES OF THE PARISH COUNCIL MEETING HELD ON 16 JULY 2012 AT MORETON VILLAGE HALL

2. Minutes of AGM and Parish/Council Meeting held on 15 May 2012 and Minutes of Extraordinary Meeting held on 15 June 2012: These were proposed by Cllr Padfield, seconded by Cllr Foulser and unanimously approved, and then signed by the Chairmen.

3. Matters Arising: Items covered by the Agenda.

4. Affordable Housing  The Chairman welcomed Ms Maccariello of the Hastoe Group to the meeting.  Ms Maccariello explained the current position that there was no available site for affordable housing in the Parish as the landowners of the three preferred sites (land in Road, land at Pedlars End and Allotment/Garden site – all in Moreton) were not willing to sell the land to Hastoe.  Update of housing need required.  Small developments of 2 or 3 houses financially unsustainable; possibly two nearby developments of 4 or 5 houses would be possible.  Government grants for capital funding for affordable housing have been halved.  Ms Maccariello agreed to carry out a speedy follow-up to see if any of the sites previously concerned had become available, and to report by e-mail as soon as possible.  The Chairman thanked Ms Maccariello for coming to the meeting, who left the meeting at this point. The discussions continued:  Sub-Committeee formed : Cllrs Busch, John Collins, Devereux, Foulser, Gemmill, Schwier and Silk (and Padfield if time permitted). AB/JC/JD/CF/AG/RS/DS/RP  Councillors agreed to look at alternative sites (for example Steele’s Yard – a brown field site owned by EFDC with a possibility of 5 houses), other housing associations or private schemes, and investigate whether capping at 80% could be reduced.  D Cllr T Boyce informed the meeting that in his experience with EFDC, affordable housing developments must be near a bus stop; and that Hastoe was EFDC preferred Housing Association.

5. Parish Councillors  The Chairman introduced Mr Richard Chiverrell to the meeting. Mr Chiverrell gave a brief resume about himself and why he wanted to become a Councillor. He was asked to leave the room while a secret ballot was taken. Mr Chiverrell was unanimously elected as a Councillor for The Lavers, and the Chairman welcomed him to the meeting.  Cllr C Squirrell resigned on 12 July 2012 as a Bobbingworth Councillor.  Cllr M Pether resigned on 16 July 2012 as a Bobbingworth Councillor.  Cllr Silk volunteered to take over as the Council’s representative for footpaths.  Cllr Foulser volunteered to take over as the Council’s representative for Village Hall.  Cllr Schwier volunteered to take over as the Council’s representative for Bobbingworth Nature Reserve and Country Care.

6. Parish Clerk  It was noted that Mrs Adriana Jones would be taking over from Mrs Peters on 1 August 2012 on the same conditions of employment, subject to a review after 13 weeks.  Mrs Peters would be meeting Mrs Jones on 24 July 2012 to go through the files and start the handover.  The Chairman thanked Mrs Peters and presented her with a gift from the Councillors.

7. Parishioners’ Forum

The Chairman welcomed Mr Colin Thompson.

8. Audit of Parish Council Accounts  It was noted that Mr Gerry Desler FCA had carried out the Internal Audit for the 2011/2012 Final Accounts on 1 June 2012.  The signed forms and the 2011/2012 Final Accounts were sent to the Audit Commission on 1 June 2012.  The Audit Commission confirmed on 11 July 2012 that they had received all the relevant documents to complete the External Audit.

9. Bobbingworth Nature Reserve – Progress Report It was noted that Mr Colin Thompson’s report of July 2012 had been circulated with the Agenda and is attached to these Minutes.

10. Stansted Airport  It was noted that Stop Stansted Expansion’s e-mail of 29 June 2012 had been circulated regarding the airport policy change threat in local plan consultations. The latest proposals included an 18 hectare site on the airport for non-airport related development – 37,000 sq m of warehousing and 19,000 sq m of offices. It was proposed by Cllr Foulser, seconded by Cllr Silk and unanimously agreed that the Council would send a letter objecting to this proposal. (Post meeting note: Cllr Busch agreed to do this) AB  The Government’s new aviation policy framework was published in draft form on 12 July 2012.  Stansted Airport Community Trust – grants for local organisations within 10 mile radius of Stansted Airport.

11. Correspondence  It was noted that the Clerk had circulated a list of correspondence and items of general interest, reports of meetings, and police matters that had been received to date, and asked members to contact her if they wanted more details. These papers were on display at the meeting.  Heritage Asset Review & Open Space, Sport & Recreation Assessment – Presentations 13 June 2012 – documents from meeting circulated 14 June 2012.  Briefing event for Local Plan Draft Issue & Options : 18 June 2012 – notice circulated 11 June 2012 and papers circulated 16 June 2012.  Big Society Fund – Applications open to apply for funding for local projects – ‘expression of interest’ to be submitted by 28 August 2012 – details circulated 25 May 2012.  Notices regarding Annual Canvass of Electors 2012 put on Noticeboards 24 May 2012.  Hoppa Bus – to Epping – request for donation of £40 towards the magnetic panel signage making it clear to the public that the bus is providing a public service and is not on private hire.  High Laver Noticeboard – needed some repair work and this had been done by Mr Peter Murphy.  ECC issued a Street Materials Guide – Design for Good Practice January 2012.  Broadband Update – circulated 11 July 2012 – Superfast Broadband Project – delivering next generation access broadband to Greater Essex. It was agreed that Cllrs Devereux and Foulser would follow this up. JD/CF  It was noted that the Clerk’s paper on the Ashlyn's Farm Composting Plant Liaison Committee meeting 11 July 2012 had been circulated on 12 July 2012.

12. Localism Act 2011 It was noted that the Clerk’s notes of the Epping Forest Local Council’s Liaison Committee meeting held on 5 July 2012 had been circulated on 10 July 2012.

12.1 Code of Conduct It was noted that the Register of Members’ Interest had to be completed and returned to the Clerk by 27 July 2012. ALL

12.2 Local Plans & Neighbourhood Planning It was noted that the Parish’s draft plan had not been submitted to EFDC, and it was agreed that this would be discussed at the next meeting. ALL

13. (Replacement of small pet accommodation building.)  Footpaths – Essex County Council  Footpath 3 Little Laver: MBL received an enquiry on 21 May 2012 from Mr Simon Taylor of Essex Highways Enforcement & Liaison Office regarding the ownership of Little Laver Hall. Unfortunately we were unable to help him regarding the name of the current owner.  Wildlife & Countryside Act 1981, section 53 – ECC Definitive Map Modification No 521 (Footpath 18, Moreton, Epping Forest District) Order 2012 - Moreton, Green Lane at Pedlars End : Further to the Parish Council meeting on 15 May 2012, the Clerk wrote to Ms L Williams of ECC on 17 May 2012 asking that the footpath remained as it was at present. A reply dated 31 May 2012 had been received stating that ECC “has a statutory duty to keep the Definitive Map under constant review, which included making a Modification Order to amend the Map where it believed an earlier mistake had resulted in it being shown on the wrong alignment. The County Council believed that a mistake was made in the drafting of the 1963 revision and that this Order was required to reflect the public rights that subsist. The Order was made entirely on the grounds of the evidence and could not take into account matters such as need, nuisance or suitability. It may, however, be possible to seek to divert the original, legal line to a more convenient alignment by a different procedure.” It was noted that Mrs Lester had arranged for a meeting with the Definitive Map Manager.  Wildlife & Countryside Act 1981, section 53 The Essex County Council Definitive Map Modification No 517 (Footpath 22 Moreton, Epping Forest District) Order 2012. A copy of this was received and was attached to the Parish Definitive Map. This is the footpath running to the north boundary of Moreton House from Little Laver Road.  ECC Highways  Formal Consultation Harlow Road – Moreton – Proposed 40mph speed limit: Further to the Clerk’s letter to ECC of 5 June 2012, a reply dated 22 June 2012 had been received and had been circulated.  Notification of Road Closure for Carriageway Resurfacing of Workers Road, High Laver on 16 July 2012.

14. Donation for the Repair of the Roof at St Germain’s Church, Bobbingworth It was proposed by Cllr Foulser, seconded by Cllr John Collins and unanimously agreed to donate £500 towards this repair.

15. 16. Barclays It was agreed to write to Barclays Bank to change the address to which the statements are sent from Mrs Peters to Mrs Jones. LP

17. Inter-Village Games  Cllr John Collins reported on the Games which had been most enjoyable. Out of the 15 events, the Parish had entered 6, and had finished 7th out of 8.  Moreton School had won in competition with 4 other schools.  The Chairman thanked Cllr Collins for organising these events on behalf of the Parish.  Cllr Collins reported that it had been difficult to communicate and advertise the event within the Parish. He suggested that a Parish website and e-mail group would have made this easier. It was noted that the new Clerk had agreed to set this up. AJ

18. The Queen’s Diamond Jubilee  D Cllr Boyce reported on the highly successful ox roast. He was pursuing an entry into the Guinness Book of Records for the largest ox roast cooked in a traditional way over logs.  From the monies raised £360 had been donated to Bobbingworth PCC, £360 to Moreton PCC, and a local farm owner had donated £500 to the local hospice.  Dvd’s and mugs were available for £5 each.  The Chairman thanked D Cllr Boyce for organising this excellent event.
