3. Health, Safety and Environmental Items/Issues

In the event that the emergency services are required, contact can be made via the Construction Staff/WPL Engineers mobile phone.

If any unauthorised personnel (members of the public, employees of the client, or others) approach the works, then operations will be ceased until the persons are escorted to a safe distance from the work area.

Personal Protective Equipment As a minimum this should include  Hard Hat  Hi Visibility Vest/Jacket  Ear Protection  Safety Footwear  Protective Overalls  Goggles  Gloves  Warm Clothes (if applicable)

Accident/Incident Reporting All accidents/incidents/near misses however minor will be reported to the Health and Safety Manager and entered in the accident book. Any dangerous occurrence or accidents which will be reported to HSE will be notified to the Project Manager.

Unforseen Hazards Should an unforeseen circumstance arise, that poses a risk to personnel or equipment, then the situation should firstly be made as safe as practicably possible and operations suspended until any remedial action has been implemented and the Project Manager, Health and Safety Manager and on site staff are satisfied that it is safe to proceed.

Contaminated Land No special precautions for the ‘GREEN’ zone site are envisaged.

A site specific Risk Assessment has not been prepared for this method statement. A copy of all risk assessments can be found in the Appendices of the Construction Plan for this Project.

4. Method of Construction (Work Instruction)

4.1 This statement describes the construction operations required to install environmental mitigation measures to control the flow of water within and across the site to comply with the legislation governing Control of Pollution.

4.2 Prior to the commencement of work on site, personnel will be briefed SAFETY on the details of this method statement and associated risk ISSUE assessments.

4.3 Grips shall be excavated across the haul roads to encourage the water ENVIRO to run off the road into the ditches. ISSUE

4.4 Excavate temporary drainage ditches to receive runoff from the haul ENVIRO roads and permanent roads under construction. ISSUE

4.5 Install measures at regular intervals to reduce the speed of water ENVIRO flowing in the drainage ditches. This can include rock baffles, straw ISSUE bales, silt fences or a combination of these. The height of these is governed by the depth of the ditch. They shall be constructed so that the sides are reinforced and lower in the middle to reduce scour at the sides. The reinforcement at the sides and lower level in the middle is key to the effectiveness and durability of these measures.

4.6 Erect silt fences above any watercourse which is below stockpiles of ENVIRO processed material, haul road or permanent road under construction. ISSUE

4.7 Excavate settlement lagoons (can be shallow, but be of a large area) to ENVIRO receive run off and allow silt to settle out of the water before entering ISSUE any existing watercourses. Straw bales and/or silt fences can be used at the outlet to filter any remaining silt suspended in the water.

3.8 Site staff will visually monitor the effectiveness of the control QUALITY measures and quality of watercourses close to the construction. ISSUE Mitigation measures will be improved and maintained as required throughout the course of the works.

3.9 Spill kits shall be carried in the cab of all plant on site. Operators will ENVIRO be briefed and encouraged to use them and report any leaks or spills ISSUE from plant and machinery.

3.10 Fuel for plant shall be transported around site in a double skinned bowser. It shall be stored in a bund with a capacity not less than 115% of the volume of the bowser. A designated person will carry out all refuelling on site. They are responsible refuelling all moving and static plant and are directed to use drip trays to minimise spillage and will carry spill kits to immediately mop up any minor spills and drips. In the event of any spills which cannot be dealt with immediately, he shall call the Site foreman for assistance. Any pollution entering a watercourse or the ground shall be reported to Site Staff for onward reporting to the Site Supervision Team and EA. In addition to statutory reporting of incidents, all minor incidents are reported internally.

5. Environmental Aspects (Risk Areas) Associated with Operation

The works outlined in this Method Statement are drawn up to comply with the specific guidance on Silt control measures set out in PPG5. From the Company’s Environmental Risks Register, the following significant risks have been identified as having the potential to adversely impact on the environment:

5.1 Fuel Storage: Fuel will be stored within approved containers as per Guidance note PPG 2. 5.2 Waste: A Site Waste Management Plan will be prepared. Waste to be collected in covered skip and removed from site at regular intervals.

Measures which have been, or will be, established in order to mitigate the potential impact of the above noted aspects (risk areas) are detailed on the appropriate Site Environmental Aspect (Risk) Assessment. These can be found in the Appendices of the Construction Plan for this Project.

For tender stage an Outline Environmental Risk Assessment has been completed for the whole site.
