The site borders active and passive open spaces including frontage to Fairfield Park to the south and TH Westfield Reserve to the west. The site is located approximately 250 metres from the . ittialr,1247i. 4113);t1ostrefitNiitNitr The site is serviced by the 51+6 bus route (Heidelberg - Melbourne University) on Heidelberg Road. The closest train station is located 750m away at Cain Avenue, Northcote (Dennis Station, Hurstbridge line to Flinders Street).

The Porta site is remarkably unique in its context, located in the nexus of multiple different land uses and urban contexts.

To the north, the site abuts Heidelberg Road, a six-lane divided major arterial road, connecting the Melbourne CBD with the eastern suburbs. North of Heidelberg Road is a mix of commercial uses (including a petrol station and office buildings), as well as significant residential iC f development. aletiferef • To the west, the site has frontage to Yarra Bend Road, a two lane tree lined avenue. Further west lies TH Westfield Reserve which stretches to , approximately 350 metres from the site.

To the south, the site fronts an active sports reserve used primarily for soccer and cricket. The sports reserve includes a newly developed clubroom and pavilion and a car park, which abuts the Porta site. Further south, beyond the active sports reserve lies a highly urbanised environment, which includes and the Thomas Embling Hospital.

To the east, the site abuts a precinct of existing residential and commercial development, with a four level residential apartment building adjoining the Porta site. Further east, lies the Yarra River environs, including the Fairfield Amphitheatre and Boathouse.

As described, the site context is highly unique, providing a key juncture between an active sports reserve to the south, parkland to the west, a major arterial road and suburban environment to the north and existing residential and 00, commercial development to the East.

The Porta development site is located across 6 titles approximately 1.1 ha (11,666 sqm) in area. The site has a frontage of 125 metres to Heidelberg Road. It also has an extensive side frontage to Yarra Bend Road of 94 metres.

A parcel of crown land lies between the northwest corner of the site and Yarra Bend Road.

This parcel effectively cuts the Porta site in to 2 parts. This crown land has been in continuous use by Porta for many years.

The site is currently home to Porta's timber mill and timber components manufacturing business, which produces timber mouldings. The site is also home to the head office of Porta. Manufacturing on site began in 1921 when the site started operating under J Porta & Sons.

Within the site are located a number of industrial buildings and installations with various levels of heritage interest. Facing Heidelberg Road is the original Porta factory building with the Porta Chimney at the rear. This building and chimney are considered to be of local historical and aesthetic/architectural significance. Other buildings not considered to have heritage significance include the Porta headquarters, and a number of indoor and outdoor warehouse, factory, and ancillary structures.

The social impacts of a significant heritage conservation and urban renewal project are important considerations when master planning development a site of this nature. These impacts range from the conversion of an industrial site to a mixed use environment; retention of heritage aspects of existing buildings; and links to open space.

With local socio-demographic characteristics in mind, the development will respond to the type of households most likely to occupy the dwellings and will cater for first home buyers, pre-family households, downsizers and other owner occupiers as well as investors seeking good rental returns and capital growth.

The site is reasonably well located in terms of public transport options with the 546 bus route (Heidelberg - Melbourne University) on Heidelberg Road and the Dennis train station 750m away at Cain Avenue, Northcote

The proposal incorporates a number of measures to ensure a socially sustainable development including:

The Central Square

The development includes a civic square style space as a location for people within and around the development to congregate. This space could be a focus for regular community events such a community market, community- based art shows etc.

Users of the space will also have access to food and drink premises to enhance the social life of community. These are easily accessible places for people to meet with all- year round dining and entertainment opportunities.

Communal Outdoor Space

Several areas of communal open spaces are proposed on top of podiums. These spaces offer a secluded outdoor area of generous size for resident use.

Transport Alternatives

The development is being planned to make its contribution to discouraging reliance on privately owned motor vehicles. To ensure some support for those without a car but who may require the use of a car from time to time, the project incorporates provision for car share facilities.

Extensive bike parking, end of trip facilities and shared e-bikes are proposed.

BIOSIS CULTURAL HERITAGE REPORT

Biosis prepared a due diligence report in April 2018 providing formal cultural heritage advice on the proposed redevelopment. The report finds that there is no requirement for a mandatory CHMP and further identifies that there is no potential for Aboriginal cultural heritage within the study area, and therefore little benefit in undertaking a voluntary CHMP prior to the proposed works.

The Porta factory at 224-256 Heidelberg Road, Fairfield, is a timber mill and timber components manufacturing site. As described in the City of Yarra Heritage Gaps Study (Lovell Chen, 2012) the building to the west end of the Heidelberg Road frontage is a c.1920s overpainted brick building with a stepped parapet facade and a base in brick coursing chamfered out from the main wall. To the rear of this building is a tall corniced chimney stack in exposed face brick, with cream bricks spelling `PORTA% the stack has been strengthened by iron hoops.

Factory buildings and an associated chimney have been identified as being of local historical and aesthetic/ architectural significance. The Porta Factory and the chimney stack at its rear are included in the individual Heritage Overlay H0421.

The Porta site sits at the intersection of markedly different environments.

The site itself has a rich industrial history spanning back to the establishment of J Porta & Sons in 1919. By contrast the immediate environs to the south and west are extensive natural parkland, with the Yarra River only a short distance away.

We believe it is important to weave both of these worlds into the design narrative, by retaining a strong industrial character - championed by the retained heritage fabric - but eroded and softened by the influence of the natural open spaces beyond.

As such building layouts are generated from a structured linear grid overlay, which crumbles around the edges and site fringes, particularly along the east and south site itefitAl interfaces.

The materials palette brings together both industral and natural, extensively utilising raw unpretentious materials such as brick, stone, concrete and timber.

A strong podium/tower contrast is emphasised: the podium offering rich tones, fine grain detail and human scale character; and the towers a simple clean recessive expression.

In the triangluar site to the south, separated by the strip of Crown land, a complementary aesthetic is used. This building is a curvaceous form set around an open central courtyard. Similar materials are use to the rest of the site, but in different applications and details, creating a sense of both difference and similarity.

The context suggests specific opportunities and constraints for the disposition of height across the site which have been used to generate the massing of individual buildings. HEIDELBERG ROAD The setting of the retained heritage Building F is maintained by dispersing lower scale built form and open space around the building. Building A fronts Heidelberg Rd with a 4 storey street wall, and a further 2 storeys set back above. This complements the adjacent apartment building at 262-268 Heidelberg Road. A low podium form between Buildings A and E corresponds with the interstitial decked open space of the neighbouring apartment building. 6 2 Increased height is proposed in the cente of the site for F A buildings D and E, where there is a reduced visual impact and an opportunity to mediate greater height utilising transitional steps and podium setbacks towards the site boundaries. 2 At the south-west corner of the site the major part of building C rises up to 7 storeys, holding the corner of the site and addressing the expansive scale of the open [i] CENTRAL COURTYARD space of T.H. Westfield Reserve. The most significant height is proposed at the north-west corner of the site, which addresses the robust road environment of Heidelberg Road. This building (B) will also define the entry point to the parkland at Yarra Bend Road with a signature building / architectural response which is significantly set back and screened by retained and 2 2 new trees on the corner park reserve, and within the site. 6

A number of landscaped open areas are provided throughout the development, both for private (residents only) and public use. Three main private communal areas are spread evenly HEIDELBERG ROAD around the site to encourage equitable access:

• Building B Level 2 - A small, intimate courtyard garden atop the podium. This space is paired with an indoor lounge/dining facility, and is suitable for a number of enterntaining and wellness activities. This area also has a direct view to the Porta chimney and central courtyard below.

• Building E Level 6 - The largest private communal open space provided, this is intended as an active space for 13 2 O families, gatherings and site social events. Its location offers both sweeping views and good solar access. • Building C Level 5 - A generous contemporary external space, with a sophisticated adult aesthetic.
