TOURNAMENT OVERVIEW/KEY POINTS:

Dates: Aug 30-Sept 2, 2019 (All teams to attend the Opening Ceremony at 7:45 a.m. on Aug 31th at 8549 Brock Ridge Road, Laurel, MD 20724)

Location: Washington Cricket Center's turf grounds in Laurel, MD (8549 Brock Bridge Road, Laurel, MD 20724)- all five grounds located in the same place. Fields for U12 will be outside WCC location and addresses will be provided on cricclubs website.

Age groups: U-12 (14 teams), U14 (7 teams), U-16 (8 teams); A player is allowed to play in two age groups, (but only in one team in each group). Super sub is allowed and can bat, bowl or keep .

Age groups definitions: U-12 born on or after Sept 1, 2006; U-14 born on or after Sept 1, 2004, U-16 born on or after Sept 1, 2002. Note that girls are allowed two years of age in all age groups. All team coaches/managers are expected to carry the age proof of all their players during the tournament and produced if any question arises from any opposing teams or match officials. In the event an age proof is not produced immediately upon request, the player cannot participate in the match. If found guilty after a match, the particular match will be awarded to the opposing team.

Number of overs: All matches will be T20 for U-12 group. 25 overs per on the first three days for U-14 and U-16, T-20 matches on the last day (to accommodate two final matches for the two age groups). 8 balls maximum for U-12 (except for last over which is of 6 good balls), Regular 6 legal balls for U-14 and U-16.

Number of matches: One match per day for each team, except on Day 4 where top teams will play semifinals and final match. So, a minimum of 3 matches for all the teams.

Timings: All morning matches start around 9 a.m., and afternoon matches at 2.00 p.m. U12 age group may have different times on each day to accommodate more teams. Finals will be followed by closing ceremony for trophy/awards distribution. 25 overs match would be

4hrs 15 minutes long and T-20 3hrs and 15 minutes (including drinks and 15 minutes innings break). There are penalties involved for slower over rate (see next page).

Balls used- White balls 4 3/4 oz. for U-12, 5 1/2 oz. for U-14 and U-16 Uniform color- Colored (each team is responsible for their uniforms). Pads- Colored pads/clads strongly encouraged Shoes- No spike shoes are allowed Scoring- CricClubs Main umpires- Neutral Beverages- Water will be provided in beverage dispensers. Players are encouraged to bring their refillable water bottles.

Playing Conditions

Match Points and Results:

• A team win carries 2 Points • For Rain, tie, and abandoned match – Each team will carry 1 point • Losing team 0 points

Winners of the Tournament:

• All teams will play three first round matches • Top 4 will play the semi-finals on the last day (1 Vs 4, 2 Vs 3) to determine the finalists.

• Tie Break Criteria would be in the following order: o Team with most wins is ranked higher o Team with higher Net Rate o Team with better record against the other tied teams o Drawing of lots in rare case that teams are tied

Hours of Play, Drinks Breaks, Mid Innings Interval and Penalty:

• The start and finish times for all matches are provided in the schedule. • Each match shall have one 5 minute drinks break in each innings, which are to be taken at the end of the 12th or 13th over, depending on the weather conditions (10th over for 20 overs-per- side matches). o If an innings gets reduced to 15 overs or less, then there shall be no drinks interval. • Innings break shall be 15 minutes. • Umpire may allow drinks to the players when the is down or play stops for any other reason as long as this does not cause any delays to the game. • Penalty overs will be deducted for late starts either or both teams. • A 25 over innings should not exceed 2 hours including drinks break.

• A 20 over innings should not exceed 1 hour 30 minutes including drinks break.

Penalty exists for slower over rate: When a team is not able to finish the innings in the stipulated time, 8 runs or the team’s run rate whichever is higher will be added per unfinished over to their target. If the team bowling second is slow on the overs, batting team will get 8 runs or their current run rate, whichever is higher per unfinished over as well. For example, if a team bowling first bowled only 23 overs in a 25 overs match, they will need to score 16 runs more than the first team’s score in the allotted 25 overs. If the first batting team had a higher run rate (>8), say 9, by the end of their innings duration, then 18 runs will be added (2 unfinished overs X 9 ) to the target. If a team bowling second is able to bowl only 23 overs within the stipulated time, 16 runs or their current run rate X 2, whichever is higher will be given to the team batting. Penalty exists for delayed start due to lack of minimum required players There should be a minimum of 8 players for a team to start a match. If not, the opposite team is declared as winners. If a match start is delayed due to the lower number of players, the team responsible will be penalized for the lost number of overs (one over per 4.5 minutes) in line with the penalty rules for slow over rate.

Fielding Restrictions:

• Power Play (Overs 1-6): Only two fielders are allowed outside the inner (30-yard) circle. • Overs 7-25 in a 25 overs match and 7-20 in T20: Maximum 5 fielders allowed outside the inner (30-yard) circle.

Player Protection

• No fielders to be placed closer than 11 yards from the batsman and in front of the wicket. • Wicketkeeper and batsman to wear helmet and protective cup all the time. Use of thigh pad and chest pad is strongly suggested.

The Players, Super Subs, and Substitutes, Submission of Team Sheets:

• Each team shall nominate 12 players (one of whom shall be designated as the super sub) plus a maximum of 3 substitute fielders in writing to the umpire at the toss. Submitted players (12) may not be changed after the nomination without the consent of the opposing team. • Toss must be done 15 minutes before the game start time.

• Team must have minimum of 8 players present at the field during the toss time otherwise toss is awarded to the opposite team. • If both teams do not have required minimum 8 players to spin the toss, the team that gets to the field first past the toss time wins the toss. • If a team does not have minimum of 8 players at the game start time, team will lose one over for every 4.5 minutes. • If a team is not ready to play for 30 minutes, that team forfeits the game and full points will be awarded to opposite team. If the reasons for delay are entirely out of offending team’s control, league management/match officials may even decide to reduce overs for both teams and play the game. • Only eleven (11) players shall be allowed to bat or field at any time. • Substitutes may not bat, bowl, keep wicket, or act as captain. • A runner for a batsman when batting is not permitted.

Super sub - The super sub can bat, bowl or keep wickets. The super sub can come in at the start of the innings or at any time when there is a stoppage in play. A super sub may be used in either innings and may play in both innings of the match. - Super subs cannot act as captain, or deputize for the captain if the captain leaves the field. - If a super sub is used in the batting innings, the restriction of only allowing ten wickets to fall still applies. If a super sub is used in the bowling innings, there can only be 11 players on the field at any time.

Retiring Batsman:

• To encourage maximum participation and playing opportunities for the youth, a team may retire a batsman, but that batsman is allowed to return only at the fall of the 9th wicket. If more than one batsman is retired, they are allowed to come back at the end only in the order they were retired i.e. the first retired batsman will come back first, the second retired one second, and so on.

The Over:

• For U-12- 8 balls per over maximum, except for the last over that should have 6 good balls. If 8th ball is a No Ball, over continues until next legal ball is bowled. o For e.g. if 8th ball is a No ball, 9th ball is a ball, over continues until next legal free hit ball is bowled o If a 8th bowl is wide and previous ball was not a no ball, then over ends. • For U-14 and U-16, the over shall be of regular 6 legal deliveries. Tournament organizers/umpires reserve the right to change it to 8-balls maximum overs contest in the event a match has to be reduced in the number of overs, and before a match begins.

Wide and No ball:

• Wides:

o Off side wides – All balls outside the off-side wide lines (which are 17 inches inside the return crease) shall be a wide o All balls on the leg side are wides. • No ball: o Any delivery that would be considered a no ball by the ICC will be called a no ball in this tournament. o There will be Free Hits after all modes of no balls. The Free Hit Procedure, as used by the ICC, shall be followed. o In a 8-balls maximum over scenario, if the 8th ball is a no ball, the bowler will have to continue bowling until a legal delivery is bowled. The 8-balls maximum will not apply in that situation. Same would be the case if the free hit ball is a wide (even if it is the 8th delivery or later delivery), bowler will have to bowl extra delivery for the free hit. o Any ball bounces more than once before reaching the batsman will be called no ball. o Any ball pitching edge or outside the wicket / playing area / astro will be called a no ball. o Umpire will call no ball if bowler breaks the stumps during his delivery stride and the ball is bowled.

• Wides and No Balls are worth 1 run.

Other playing conditions

• An incoming batsman MUST pass the outgoing batsman on the field of play. • All matches must be played in traditional color clothing. Umpires will NOT allow inappropriately dressed players on the field of play and this rule will be rigidly enforced. • Mobile phones are not allowed on the field of play and if a player has one and is seen using it or ringing, a 5 run penalty will be awarded to the opposing team. It is not acceptable to arrive on the field and hand it to the umpire to retain. • Discarded clothing/bottles or items that are hit by the ball on the field of play whilst the ball is in play will invoke 5 run penalty as in helmet rules to the non-offending team.

The Wicket is Down (Law 28)

• The umpiring committee strongly recommends that the use of regular cricket stumps be used whenever possible. Should regular wickets be used then MCC Law (28) for putting the wicket down shall be followed. • Whenever, the normal set of wickets are not being used, and stumps/wickets of other types (e.g. “spring” type set of stumps or those with a base of some sort are being used, any part of the base or construction shall be considered as part of the wicket. When normal wickets are not used, and the entire set of stumps fall onto the ground, they must be replaced back to an upright standing position in order to have an opportunity of legally putting the wicket down again. If plastic stumps are used, and 1 or 2 of the stumps fall on the ground, any of the remaining stumps can be hit to legally put the wicket down again.

Bouncers / short balls :

Any ball after bouncing going over batsman’s shoulder (when upright) is considered bouncer.

• One bouncer is allowed per over. Umpire will issue first warning in this case. If this ball goes over the head of a batsman (when upright) should also be called wide. • Second and subsequent bouncers in an over is called a no ball and hence a free hit. This is the second warning to the bowler. • If a bowler bowls too many dangerous short balls and receives multiple warnings, ICC rules must be followed.

Any delivery (irrespective of the speed) which passes or would have passed on the full above batsman’s waist band (when upright) is called no ball and bowler receives first and final warning. This warning stands entire innings for that bowler. Next occurrence of such delivery will be called no ball and that bowler will not be allowed to bowl in that innings.

Minimum Number of Overs and Win :

• In a 25- over match, minimum of 8 overs must be bowled per side for a match to be valid, otherwise match is considered abandoned. For T20, minimum overs is 5. • After a team batted for minimum 8 overs (in 25 overs match) or 5 overs in T20 and there is an interruption due to rain or any other factor, Duckworth-Lewis method will be applied to recalculate the target score. Otherwise, match will be considered as abandoned and teams will split points. • Duckworth Lewis calculator is available at http://www.boltoncricket.co.uk/DLcalc.html

Net Run Rate (used to calculate team rankings):

• A team’s is calculated by deducting from the average runs per over scored by that team throughout the competition, the average runs per over scored against that team throughout the competition. • In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled and not on the number of overs in which the team was dismissed. • Only those matches where results are achieved and where the run rate method for recalculating the target score was not utilized, will apply for the purpose of net run rate calculations.

Fitness of play (Ground Condition and Light):

• It is solely for the umpires to decide whether either condition of ground, weather or light or exceptional circumstances mean that it would be dangerous or unreasonable for play to take

place. Conditions shall not be regarded as either dangerous or unreasonable merely because they are not ideal.

Playing on Both Sides of the Wicket:

• Unless otherwise specified by the tournament committee, bowlers will bowl from both ends of the wicket. • The end that the bowlers will bowl from will alternate after each over. • U12 games will be played from one end.

Bowling the Ball into the Ground:

• All forms of practice are permitted on the outfield before the start of play or after the close of play on any day or during the lunch and tea intervals or between innings, providing the umpires are satisfied that such practice will not cause significant deterioration in the condition of the outfield. Practices on the pitches before a match are strictly prohibited. • Practice, including bowling a ball into the ground, at the fall of a wicket must cease as soon as the incoming batsman steps on to the square. • Practice during other legitimate gaps in play must not continue beyond the minimum time required for the activity causing the gap in play. • No practice may take place on the field if, in the opinion of the umpires, it could result in a waste of time.

Number of Overs per Bowler:

• No bowler may bowl more than 5 overs per innings in a 25 overs per side match (maximum of 4 overs per bowler in a T20 match). • However, in a delayed start, or interrupted match, where the overs are reduced for both sides, or only for the side bowling second, no bowler may bowl more than one-fifth of the total overs allowed (unless such a number has been exceeded before the interruption). o In the instances where the total overs are not divisible by five, an additional over shall be allowed to the maximum number of overs per bowler necessary to make up the balance. • When an interruption occurs mid-over and on resumption the bowler has exceeded the new maximum allocation, they will be allowed to finish the incomplete over. • In the event of a bowler breaking down and being unable to complete an over, another bowler will bowl the remaining balls. Such part of an over will count as a full over only in so far as each bowler’s limit is concerned. • The allocation of overs per bowler will not be reduced as a result of the deduction of any penalty overs.

The Result

The team scoring the highest number of runs will be deemed the winner.

In the event of a tie, the following will apply:

• One Super over match will take place on same ground. • Prior to the commencement of super over, each team elects three batsmen and one bowler and nominated players are given in writing to the game umpires. • Umpires select which end to bowl from and both teams use the same end to bowl & bat their over. No Umpire change. • Team batting second in the match will bat first in the one over eliminator. • Same ball used in their inning will be used. No ball change. team will use their bowl they bowled with. • Field restriction same as non-powerplay overs (No more than 5 fielders outside the inner, 30 yard, circle, no more than 5 fielders on the ON side, no more than 2 fielders behind square on the leg side) • In the event of the teams having the same score after super over (tied) has been completed, the team that hit the most number of boundary fours and sixes combined from its two innings in both the main match and the super over shall be the winner.

In case if super over cannot be played due to weather condition, bad light, etc., game will be concluded as “No result” and both teams will receive 1 point.

Reduction of Overs per Innings:

• Overs may only be reduced by the umpires, after consulting with the tournament committee. • The tournament committee may also preemptively reduce overs per innings if it deems necessary to do so. • If a team is late to reach the field, match officials are the sole authority to decide reduction of overs including any penalties.

Scorers:

• Each team must supply their own scorer. • Scorer must be competent at scoring and must NOT be playing in that game and have the required knowledge and equipment to score and must be fully dedicated to scoring in both innings. Scoresheets and pens/pencils will be provided by the tournament committee. • There shall be at least 2 scorers per match, one from each team. One scorer would do scoring on Cricclubs and the other manually on a scoresheet. • In case of 8 ball over, scorer on cricclubs scoring app can use edit-> action and click on “end over” feature.

Code of Conduct:

• All players, team officials, club supporters and umpires shall be bound by ICC Cricket Code of Conduct.

Parent/Coach/Manager Interruption:

• Only coach and/or Manager are allowed to advice or instruct the players on the field. o The Coach and/or Manager must advice or instruct the players only between the overs – NOT in the middle of over. • No parents’ intervention allowed. However, cheering for their player/team is allowed. o Parents must keep distance from their kids during the game. o Parents may not get the opportunity to see their kids during the break time unless they need any specific attention which umpires will make a call. • Once game begins, only players are allowed in the field of play. Coach/Manager/Parents must seek umpire’s permission to enter the field of play. Penalties will be applied for any violation of this rule. • No abuse of the umpires or the match officials is tolerated. All umpire’s decisions are final and must be respected. Any controversies or questioning of any umpiring decisions in unruly and disruptive manner during a match can lead to penalties that umpire decides appropriate for a team or a player. • In the first instance that these rules are contravened, the umpires will issue 1 warning to team manager / coach for inappropriate intervention. • Each subsequent infraction will cause a 5 run penalty to be applied to the team causing the interventions.

Smoking/Drinking Alcohol:

• Smoking / drinking alcohol is not allowed at venues where tournament matches are held. • Parents / guardian found in violation will result in their team being penalized with a 5 run penalty for each infraction and the parent being barred from attending future tournament games.

Situations not Specified Above:

• If there is a specific regulation that pertains to the conduct and/or playing of matches that has not been discussed above, then the Laws of Cricket (2000 Code – 6th Edition) shall apply.

Disputes:

• Any dispute arising from the application or interpretation of the Rules and Playing Conditions shall be referred to the tournament organizational team. Any decision of the organizational team shall be final and binding on the parties concerned. In the event of any field disputes, umpire will try to resolve and the captain, coach/manager only are allowed on the field. Parents strictly are not allowed in the field any time during play. Penalty applies.

Ground Usage and Logistics to follow at the Laurel Turf grounds

1. The games will be held at 9 grounds. 5 fields are at the Laurel location and 4 additional at location close by. Each has its own trash can. PLEASE put trash in the trash can. There will also be additional trash bags tied to the cans for overflow.

2. Each team is responsible for cleaning up after their match. 3. If you do not see a trash can nearby, please ensure all trash is bagged and bags handed over to a CYCC volunteer at the field. Do not leave trash un attended, especially games are played at school fields.

4. Please put all trash in the cans and bags provided. If a can or additional bag(s) are full, ask ground coordinator for another bag. Please note, at the end of the day, it is one of the volunteers that need to clean up the ground.

5. Porta Potties have been provided on the grounds. 3 of them are present in the grounds. Use them as needed and use only porta potties.

6. A fine of $50 will be charged to the team if any team member (including siblings/parents) is found not using the porta potty. It is the penalty facility owners are charging us for such an offence.

7. There is a Walmart/Total Wines (3335 Corridor Marketplace, Laurel, MD 20724) close by. Please use the restrooms at any shop off Corridor Marketplace.

8. Please park at the places marked.

9. No cars are allowed beyond the ground gate. If volunteers have heavy stuff to get to the ground, we will get special permission at that time from the facility owners.

10. Please bring your own chairs. A few benches are at the location.

11. Canopies are welcome. We have a few, but more is better as there are no trees.
