ABSTRACT Highways Department – Announcement made by Hon’ble Chief Minister - Implementation of Road Safety Programme -Road Safety Component Phase-I 2014-2015 - – Administrative Sanction-Accorded- Orders – Issued. Highways & Minor Ports (HN2) Department G.O.(Ms) No. 21 Dated: 19.02.2015 #a, khÁ 7, ÂUtŸStuh©L-2046 Read:- From the Chief Engineer (C&M), Highways Department, Letter No. 9396/Salai-3/2013, dated 08.09.2014. ******* ORDER:- During the budget session 2014-15, Hon’ble Chief Minister has announced that works to a tune of Rs.1130 Crore comprising improvements in road stretches, geometrical improvements, widening of narrow bridges, protective walls to open wells, construction of centre median and road signages have been identified to reduce occurrence of accidents. Following these, it has been stated in the policy note for the year 2014-15 that Road safety works will be taken up to a tune of Rs.450.00 Crores under Road safety scheme and CRIDP scheme combined together. Accordingly, road safety works at a cost of Rs.245.30 Crore have been included in CRIDP 2014-15. 2. The Chief Engineer (Construction and Maintenance), Highways Department in his letter read above has reported that in order to improve the black spots to reduce the occurrence of accidents, black spots are to be improved by providing speed breakers, sign boards, adequate lighting facilities, provision of ambulances etc. In view of the growing number of vehicles and for ensuring safe travel the improvements of the black spot areas become vital and certain road safety measures improvements programme in accident prone spots / zones. Accordingly, all the Divisional Engineers were requested to prepare the proposals covering Road safety aspects emphasizing the road safety on 4E’s Viz., Education, Engineering, Enforcement, Emergency care in the following category:- 1. Widening of Narrow Culvert (where width of the Culvert is less than carriage way) 2. Widening of Narrow Culvert (where width of the culvert is narrow as per IRC) 3. Realignment of 'S' curve( radius of the curve is less than 90) 4. Realignment of 'S' curve( radius of the curve is more than 90) 5. Construction of Safety wall/Crash barrier around the road side Open well/Tank bunds 6. Construction of Safety wall/Crash barrier along High embankment 7. Construction of Safety wall/Crash barrier along Hill road 8. Construction Center median 9. Provision for Road furniture ( Gantry boards, studs, delineators, center line marking) 10. Junction Improvements 3. The Chief Engineer (Construction and Maintenance), Highways Department has further stated that, the consolidated proposal for all divisions in the above category arrives to a tune of Rs.1132.82 Crores. The Chief Engineer (Construction and Maintenance) Highways Department has, therefore, requested the Government to sanction a sum of Rs. 200.00 Crore for carrying out the works under Phase-I of the Road Safety Component as mentioned in para 3 above. 5. The Government have examined the proposal of the Chief Engineer (Construction and Maintenance), Highways Department in detail and decided to accept the same. Accordingly the Government Sanction a sum of Rs.200.00 Crore (Rupees Two Hundred Crore only) for carrying out the works under phase-I of the Road Safety Component as in the annexure to this order. The expenditure in 2014-2015 will be restricted to the Budget Estimate provision of Rs.100.00 Crore and the rest will be given in Budget Estimate 2015-2016. 6. The expenditure sanctioned in para 5 above shall be debited to the following head of account:- 5054-Capital Outlay on Roads and Bridges-80-General-800-Other Expenditure - Schemes in the Twelfth Five Year Plan – II – State Plan - KO-Special Project for attending Road Safety - 16-Major works. (DPC: 5054-80-800-KO-1603). 7. The Chief Engineer (Construction and Maintenance), Highways Department is directed to initiate land acquisition process even for works which do not specifically mention land acquisition in the nomenclature works. 8. The Chief Engineer (Construction and Maintenance), Highways Department is also authorized to make changes in the nomenclature of works if any without exceeding the total cost of the work, subject to obtaining prior approval of the Government in Highways & Minor Ports Department. 9. This order issues with the concurrence of Finance Department vide its U.O. KHARVENTHAN (PALANI): Karur is a textile city and Coimbatore is the Manchester of Southern India in Textiles. The NH 67 is connecting both cities. Four lanning of NH 67 was started to the tune of Rs. 172 crores The towns Velakoil and Kangayam are situated in my Palani Parliamentary Consitutency. Vellakoil is a Municipality. Kangayam is a Town Panchayat. Both are the oldest towns in Erode district. The town, Kangayam is famous for bulls and cattles. Kangayam town is having 250 modern rice mills and six export oriented ghee manufacturing units. There are number of industries manufacturing gingely oil and coconut oils. Both the towns are having hundreds of powerloom and handloom textile units. Now number of spinning and hosiery units are also coming up. The holy places like Palani, Sivanmalai, Valankanni, Nagore are enroute through Kangayam and Vellakoil. Due to four-laning, there is a proposal to demolish the buildings on both sides in Kangayam and Vellakoil towns. If the buildings are demolished in both the sides, it will create havoc and very badly affect the people of Vellakoil and Kangayam. Number of government offices, petrol pumps, rice mills, spinning mills and textile units are on the edge of the road. In NH-67, there is heavy traffic between Nagapattinam to Gudalore (Nilgiri District) through Vellakoil and Kangayam. If a bye- pass road is formed in both the towns, it will help the general public of the region and decongest the traffic as well as the buildings on both sides will be saved.
