FOOTBALL OPERATIONS MANAGER’S REPORT Congratulations to Newcastle City Football Club President, James Mackie, Senior Coach Courtney Knight, their committee and players for their season winning the 2011 Black Diamond Cup Premiership. The Grand Final was a classic match that wasn’t decided until the last ten minutes.

This was my first time as a Football Operations Manager and I enjoyed the role very much. I particularly enjoyed my start to the role when I managed to get to a pre- season training session with each of the clubs, which gave me an opportunity to start building relationships with club leaders and representatives.

It was very pleasing to see all clubs participating in the dialogue that we had throughout the year when it came to making decisions about how we take the competition forward. Those discussions have resulted in the decision to create the foundations for a divisional structure next season and then move to a three division structure in 2013. It also resulted in creating a pathway policy that should encourage senior clubs to spend more time developing the junior players in their area.

May 28 was a highlight during the season. Firstly, we got to host the top two teams from the Eastern Conference of the newly created NEAFL competition – Reserves and Ainslie. Over 1,000 locals (mainly Swans supporters) turned up to watch the match at No.1 Sportsground. Following the match, we had two BDAFL representative teams from our newly formed U23 development squad (U18s & U23s) who played representative teams from South Coast and had good wins against them. It was a very busy day for me but very rewarding to see so many people enjoy the opportunity to play representative football and/or watch high quality football in our region. The event management on this day was good practice for the up-coming finals series.

Inspired by Newcastle City’s all pink uniforms for Breast Cancer Awareness last year, Warners Bay decided to shift the focus to men’s health and designed a yellow & blue “Call to Arms” uniform for their match against Killarney Vale and then sold or auction the uniforms to raise funds. This was a great initiative by Jimmy Newburn, Ron McKenna and the Warners Bay Football Club.

The newly created wet weather fund was only needed to be activated once throughout the year. Newcastle City, Cardiff, Warners Bay & Lake Macquarie all travelled to Nelson Bay for their Round 14 matches to ensure they played all of the Black Diamond Cup matches for the season. The Reserve Grade and U18s matches washed out that round were the only games missed in those competitions due to wet weather. The Black Diamond Cup match between Killarney Vale & Wyong Lakes in that round was the only wash out game for the season in first grade. I’d like to thank all clubs for being so cooperative when it came to moving games to ensure we got players on the field each weekend.

Essendon Grammar again travelled to Nelson Bay for a match at Nelson Bay against some of our local players. The great experience that their players are having when visiting our region could see this as a regular event.

Presentation night was a great success with the highest attendance the league has ever seen. The finals series continue to be a great event for spectators with new gate records for the 2nd semi and preliminary finals and the grand final gate continuing to raise over $10,000. I’d like to thank the board and all Club Presidents for their support this year and I wish you all the best of luck in 2012.

Treasurer’s Report

The financial portfolio for the 2010-11 season of the Black Diamond AFL has been a roller coaster ride for all of those involved. A portion of the financial year was behind us before Shayne and I even had a chance to sink our teeth into the league’s financials. With that in mind I am extremely happy to announce an end of year surplus of $18,732.62. A 24% increase on last year’s surplus.

The audited financial statements are attached at the end of the annual report. Within keeping to the hard work done over the last few years all income and expenses for the 2010-11 financial year have been recorded and audited.

At the start of the 2009-10 financial term the BDAFL budget had been set to finish with a surplus of $7500. Through hard work and some new initiatives I am pleased to announce a 147% increase on budgeted forecast.

This increase has been achieved by better leveraging of sponsorship agreements, an AFL NSW/ACT grant for Quality League Management and reducing costs in the following areas without compromising the quality of the Black Diamond AFL, clubs’, umpires’ or spectators’ enjoyment of the game.

Reduced costs have been in the areas of: • Telephone and Internet • Office rent and storage • Motor vehicle allowance • Football records • Uniforms

On the contrary, the league’s spending to the following areas increased for 2010-11: • Finals football • Medal night • Under 18’s representative football • Coaching courses • Sports training courses

The league was also able to absorb an increase cost from 2009-10 of Umpires’ and Players’ Insurance as well as establish a Development Program, which was partly offset with revenue from the NEAFL match held at No.1 Sportsground on May 28.

Accounts Receivable as of the 30th of September 2011 is $20,806 • Fosters (now Carlton & United Breweries) – $9,900 • Peninsula Football Club – $6,136.90 ($748 current) • Gosford Football Club – $2,023.10 ($578 current) • Terrigal Avoca Football Club - $2,011 ($2,011 current) • Nelson Bay Football Club - $273.70 ($200 current) • Singleton Football Club - $269.50 ($269.50 current) • Newcastle City Football Club - $150 ($150 current) • Lake Macquarie - $41.80 ($41.80 current)

This is a larger then desirable amount of outstanding funds. The league has worked closely with these debtors to ensure all payments will be recovered. At this stage there is no evidence that any of the outstanding debt will not be paid in full.

Accounts payable as of the 30th of September 2011 is $2,827.27 • NCCUA – $1,500 (awaiting payment from Fosters for their share of sponsorship) • Terrigal Football Club - $400 ($400 current) • Newcastle City Football Club - $315 ($315 current) • Newcastle City Council - $212 ($212 current) • Labourco - $204.27 • Singleton Football Club - $196 (unpresented cheque) • Richard Judd - $60 (unpresented cheque)

$2215 of the $2827.27 payable are current debts and will be paid in line with trading terms. There were two unpresented cheques for a total of $256.

At the 30th of September the league bank balance was a total of $58,664.26. The league is in a healthy position with total equity of $77,533.07. This is an increase in total equity by 32%.

As we all move forward, the league is committed to financial transparency. This has not been an easy task with a new Operations Manager and Treasurer both starting inside of the financial year. The aim will be to show clear expense and cost lines to each club of how and where your affiliation fees go.

In 2012, the affiliation fees will have a small increase for clubs fielding 3 sides. The fees will increase from $12,000 to $12,006 for the 2012 competition. The affiliation fees will no longer include raffle tickets for the individual clubs. There will be, however, an increase in funds allocated for football development.

Treasurers’ workshops will also be continued in 2012. This is a great opportunity for all Club Treasurers to attend and will give all clubs a better understanding of the league’s budget and open dialogue on affiliation fees and how they are set.

It has been a pleasure to be in the Treasurer’s role for 2011 and I look forward to working with the league and clubs again in 2012 to strengthen even further the financial foundations of the Black Diamond AFL.

UMPIRE COACH’S REPORT

Season 2011 was once again a big challenge for the umpiring group of the NCCUA.

It started early in the year with the news that two of the field umpires from the 2009 and 2010 BDAFL Cup grand finals were not returning to the group. On top of this eight boundary umpires with senior experience and 2 goal umpires also were not returning. This obviously put immediate pressure on numbers and the options available to fill all appointments each week.

Statistics for the season show that 18 field umpires were involved in BDAFL Cup umpiring, 16 boundary umpires and 15 goal umpires. There were 3 debutants for the season in the field for Cup matches, 8 on the boundary and 4 in the goals. The turnover in numbers in future seasons will be critical as the age range for Cup field umpires for 2011 was from 17 to 62 years of age. As the older umpires finish their careers, it is essential younger umpires are coming through the system.

Again in 2011 it was essential that each Black Diamond Cup match be officiated by NCCUA umpires. Despite the strain on numbers, the NCCUA was able to supply umpires to all BDAFL Cup games. The fact of the demise of the Gosford club in the Cup competition reducing the number of Cup games each week to three, certainly helped in achieving the original aim. It was sad to see the Gosford club reduced to this position but hopefully the future will be brighter for them. The intended plan to return the Cup competition to nine teams and therefore four Cup games each week will put pressure back on the group to increase its numbers. More about this task later.

The 2011 weather was a little kinder to the BDAFL with only a limited number of games washed out. The BDAFL’s wet weather plan to play Cup games at Nelson Bay was used once during the year and certainly helped keep the competition moving. It must be extremely frustrating for the BDAFL to deal with councils at times who are reluctant to play winter sports on their grounds that they think will be damaged due to footballing traffic. Hopefully more work can be done by all parties to improve the quality of some grounds drainage, an area that appears to have been neglected for a number of years.

Once more I need to acknowledge the work of the junior umpire groups in Newcastle and on the Central Coast. Roy Reichert has worked tirelessly over the past few years to educate young umpires in his group and this year he was fortunate to have an assistant in Brendan Marriott. On the Central Coast, coaching was done on an ad hoc basis as Roger Stokes who had been responsible for coaching in the area in previous seasons, was not involved this year. It was left to Gavin Cornish with some help from some senior umpires including Paul Best and Darrel Luck to help progress the skills of the young group.

As I said earlier, it is critical that young umpires are developed through the junior system and progress up into senior ranks for the BDAFL to flourish in future years. A number of junior umpires decided this year to play at BDAFL under 18 level, resulting in them not being able to umpire in the senior competition. Suggestions have been made that under 18 players who are interested in umpiring, be allowed to make themselves available to officiate in BDAFL Cup matches. The danger here is that if an under 18 player scheduled to umpire a Cup match later that day is injured, the umpiring team for the Cup match is immediately under resourced and leaves holes that cannot be filled. There is no easy solution to the dilemma of an under 18 player wanting to continue umpiring.

Hopefully Roy and Brendan and a more settled Central Coast coaching panel can develop younger umpires that are keen to move up into the senior panel. For the 2012 season, ideally fresh blood will be needed especially in BDAFL Cup and it is hoped that some of the juniors can be fast tracked. It is not always easy to say when a young umpire is ready for the rigours of senior football. Obviously controlling an under 16 match differs greatly to a Cup match and the skills required to manage senior players. In saying that, two of this year’s Cup grand final field umpires were seventeen years of age and handled the situation superbly and proved that with the right temperament, skill and determination, young umpires can come into Cup football and succeed.

The Northern Region Umpire Development Squad this year had 6 members – Shannon Oeser, Chris Alexander, Andrew Thompson, Jackson Tisdell, Abe Gibson and Joshua Duffy-Sykes. The group received support, coaching and feedback from the AFL NSW/ACT through Carl Fletcher and Graham Glassford. Thank you to these gentlemen for their continued support of umpiring in the Newcastle/Central Coast region. The benefits of the establishment of this squad are clear to see in reviewing the achievements of some of last year’s members. Aden Kittel was one of the 2011 BDAFL Cup grand final field umpires, Cameron Fox similarly in the under 18 grand final, Nicholas Hickson a boundary umpire in the BDAFL reserve grade grand final, Daniel White umpired senior BDAFL Cup matches in 2011 and Shannon Oeser was a boundary umpire in the BDAFL Cup grand final and continues to develop his field umpiring skills in the under 18 competition.

In my report for the 2010 season I spoke in detail about the requirements of training for the group and what is needed to maintain the performance levels expected of umpiring in the BDAFL competition. Umpiring BDAFL Cup matches for field umpires entails running an average of 10 to 12 kilometres a game and for boundary umpires up to 20 kilometres. To be able to run these sorts of distances over a season of 18 matches plus finals, umpires need to have a high fitness level. To achieve this, the group commences training in late January and continues through to mid September. To attain the required fitness levels, running needs to be the basis of training sessions with a mixture of skill based options. No amount of playing novelty games at training can get umpires ready to run the distances mentioned above.

There are many people I need to thank for their support and help during the season. Firstly, I was fortunate to have Stephen Welch and Roger Crowhurst as part of the Umpires Appointment Committee. Putting the jigsaw of appointments together each week is at best described as frustrating, with plans sometimes chopping and changing from the original version right up to the day of games.. Thank you also to Stephen for your observations of umpires and filing reports. People do not understand the time involved in watching numerous games and completing feedback to help improve umpire performances. I also would like to specially thank Roger Crowhurst for his support during the season. His assistance at training and behind the scenes was invaluable.

Thank you for the feedback passed on of umpiring performances from John Sullivan, Darrel Luck, Lee Gardener and Troy Edwards. Thank you also to Richard Cornish, Phil Behrendt and Paul Best for managing goal umpire training and to Richard for providing goal umpire observations. An excellent job done by all.

To the BDAFL Football Operations Manager, President and board, thank you for your work during the year. The BDAFL has a difficult task in trying to manage a competition in which historically the gap between the top teams and the bottom teams is not closing to any significant degree. I know the BDAFL have plans in future years to change the shape of the competition and hopefully if it is done right, Australian football in the region will explode to a much higher level.

BOARD PORTFOLIO REPORTS

UMPIRING

Season 2011 was one in which the umpires continued to improve their skills and fitness. It was a season relatively free of injuries despite some matches being played in marginal weather conditions. Players and Umpires adapted well to changes to the interpretation of the Laws of the game during the year.

I wish to acknowledge and thank the NCCUA’s Umpires Coach, Peter Hampshire. Peter and I, along with input from Roger Crowhurst, worked at appointing umpires to matches throughout the 2011 season. In addition, umpires were provided with written match observations that were used to improve their performances. Darrel Luck and Troy Edwards, also provided umpires with observations throughout the season and are also thanked for their efforts. Carl Fletcher is acknowledged and thanked for his assistance with the Development Squad and providing them with many opportunities during the year to develop their knowledge and skill.

Umpiring will continue to move forward in season 2012. Umpire numbers, recruitment and retention are always a concern and the Board, through its Strategic Plan, is working towards addressing these issues. The NCCUA is also looking at a number of options to improve this situation, including changes to increase attendance at training.

The younger field umpires of the group Aden Kittel, Jackson Stokes and Cameron Tunks all had the opportunity to umpire in representative matches this year.

Plans are being implemented to develop suitable Newcastle and Central Coast GSJ umpires into the U18 competition in 2012.

It has been noted that Reserve Grade Club Umpires will need to undergo accreditation in 2012. How this is done depends upon the requirements outlined by AFL NSW / ACT

It was a revised format for AFL representative football in NSW this year. Feedback from the NSW leagues had been that they prefer full length matches for rep footy rather than the lightning cup style matches that were played at the NSW country championships last year. The new format saw the top four leagues – Black Diamond, Farrer, Riverina and an U23 development squad from Sydney – play at No.1 Sportsground in Newcastle on the June long weekend.

It was a hard contested game of footy in the first match between Black Diamond and Farrer. Black Diamond, a finalist from last year’s country champi-onships, dominated the first quarter but did not capitalise on their opportunities kicking 1.6 to 0.2.

The game opened up in the second quarter and Mi-chael Ryan (Cardiff) was a very effective target up forward kicking five goals for the match. Angus Darling (Terrigal) was the best ruckman on the day and Chris Bishop (Terrigal) got plenty of football in the centre. However, it was the backline of Luke Rawnsley, Liam Gibson, Matt Enright, Ben Stewart and Tom Hunt (who was best on ground) that stood tall as Farrer closed to within 16 points midway through the last quarter.

Black Diamond AFL President and Representative Coach Scott Harrington praised the com-posure of teenagers Blake Erickson (Nelson Bay) and Jack Pratt (Cardiff) and was pleased with the endeavour shown by his players. Peter Collins (Killarney Vale) and Simon O’Brien (Cardiff) kicked crucial goals at the end to help Black Diamond win every quarter and win the match 13.14.92 to 9.13.67.

Scott Harrington introduced an U23 development squad this year and with the assistance of Development coaches Phil McGuinness, Chris Bishop, John Deitz and Steve Cutler passed on some valuable coaching to our up and coming players. The team was supported by Phill Knight (Team Manager), Vicki McKinnon and Jess Thornton (Trainers), Shannon Burke & Heath Russell (Runners) and league officials Anthony Monk and Shayne McKenzie.

The representative teams from the U23 development squad finished on a successful note with two very good wins. Our U23 team played the South Coast senior representative team. South Coast came out early with strong attack on the footy and were more physical to gain an early lead. However, in the wet conditions our U23s started tackling more and created more turnovers and started winning more of the footy. Eventually they ran out winners 16.13.109 to South Coast 6.18.54. Best players were Brassington, Bailey, Baker, Wheeler and Singleton, who played well Sunday 13 November, 2011 12 Black Diamond AFL Inc 2011 Annual Report enough to demonstrate that they could have been capable of playing in the earlier NEAFL match played on that day.

The Black Diamond U18s showed right from the first centre bounce that they were keen to play a very attacking style of footy. They dominated the centre and created plenty of scoring opportunities. They eventually ran out convincing winners 12.27.99 to South Coast U18 1.2.8.

PRESENTATION NIGHT

This year the Elliott-Davey Medal and Presentation Night was held at Mingara Recreation Club. The venue fits in well with all of our requirements for the night and achieved a record attendance this year. It was great to see that all but one of the clubs filled their allocation (and some even exceeded it), which contributed to a great night and made planning for the night easier.

StarFM very kindly provided their breakfast show team, Banksy & Steve, for free to MC the event. This was very much appreciated. This meant that the league did not have to conduct a raffle to cover MC costs.

It was my first time in managing a presentation night event. While most things went well, there were a few things that I could have organised better that we should learn from for next year. It finished slightly early, which many people appreciated on a week night.

We really have to thank Mingara for assisting us in creating a great experience on the night and plenty of compliments were received on the quality and quantity of food compared to previous years.

FINALS

The 2011 Final Series used the McIntyre Final Four System with the First Semi Finals played at Bateau Bay Sports Facility, Bateau Bay for the first time. All other finals were played at Newcastle No.1 Sports Ground.

Newcastle No.1 Sports Ground has been the home of the Black Diamond AFL in each of its twelve years.

As per previous seasons, the canteen, beer booth and gate were opened to clubs who wished to tender. This is a chance for all clubs to operate these functions which can raise much needed funds. The Entrance Bateau Bay Junior Football Club very kindly agreed to run the canteen for the first semi final. Nelson Bay ran the canteen at the Newcastle finals with Newcastle City operating the bar and Lake Macquarie manning the gates. I’d like to thank all of the clubs involved for their assistance during the finals series.

Admission charges for the final series remained the same at the Newcastle finals. Adults $10, aged pensioners $5, Children under 15 free and cars $3. Football Records were included in the admission price at the Newcastle finals but were sold for $2 at the Central Coast final where admission was free.

Both the Second Semi and Preliminary Finals saw record crowd numbers and record gates.

David Ferris was organised as photographer for the day and he took a number of excellent photographs which will live as a memento of the day.

GRANTS, FACILITIES & QUALITY CLUB

Grants

Lake Macquarie received a grant of $10,000 from the Joss Group & AFL Community Facility Grants program.

Facilities

Newcastle No.1 Sportsground

The progress of this project is now at the stage where a meeting is scheduled between Anthony Brooks, AFL NSW/ACT Facilities Coordinator, and Newcastle City Council General Manager, Phil Pearce, in November to secure funding of up to $50,000 towards the preparation of a detailed design and Scope of Works for Stage One. The Scope of Works and detailed design should be completed by early 2012, which will provide the costs associated with the surface upgrade and determining the correct dimensions for the oval.

It is anticipated that another NEAFL match would be scheduled for the 2012 season with Regional Matches occurring in 2013.

Bateau Bay Sports Facility

A Development Application and Construction Certificate have been issued by Wyong Shire Council for the commencement of work on the clubhouse. This should begin in the coming months.

Seaman Oval

Substantial work has commenced and some has been completed on the main oval and No. 2 oval. The completed work includes the irrigation works on the main oval.

Quality Club Program

At the beginning of the year the Board set a goal to have more than 4 clubs achieve the Bronze Level Quality Club status. During the year Lake Macquarie Dockers and Warners Bay were accredited to Bronze Level thus joining Nelson Bay, Cardiff and Newcastle City at that Quality Club level.

A survey conducted of clubs in May indicated that both Terrigal Avoca and Singleton were very close to achieving all of the required criteria for Bronze Level status. Killarney Vale is now also close to achieving Bronze Level.

The Board has agreed to provide a cash incentive for the first club to achieve Silver Level status by September 2012.

Our Quality League Management Framework was assessed by AFL NSW/ACT in August and we received a score of 81%, which resulted in a payment of $4,050 by AFL NSW/ACT.

SPONSORSHIP

The Black Diamond AFL has some great partners in Carlton & United Breweries, Prime7, Star 104.5FM, Mingara Recreation Club and Cougar Sportswear. Many thanks must go to these organisations as without their support the league would not be as successful as it is.

Carlton & United Breweries continued their excellent partnership with the league in 2011. The main change has been a shift from product sponsorship to cash.

Prime7 continued its arrangement in 2011 and the league received commercials on a weekly basis advertising the up coming matches and the finals series. The Club Administration Award has been named the “Prime Club Administration Award’ for the past few seasons.

Star 104.5FM again were a media partner with plenty of exposure on their radio station. Their roadstars visited many of our matches throughout the season. The airtime received is vital to the league exposure and one that the clubs should become involved in. Star 104.5FM kindly allow us to promote our matches and activates on their community page and this is one area the four central coast clubs should be looking into.

Mingara Recreation Club, where we held our Presentation Night in 2011 donated a $1000 to our league where they received their name on 30 match footballs used in Black Diamond Cup. The Mingara Recreation Club is located in Tumbi Umbi, just a short drive from the F3 Freeway and is centrally located in our region to hold our major function. The clubs showed great support for our Presentation Night.

MERCHANDISING

The league continued is exclusive supply agreement with Cougar Sportswear in 2011. The league receives a $1,000 payment for the exclusive deal.

In 2011 the Black Diamond AFL continued its partnership with Burley Sekem but this will be coming to an end with AFL NSW/ACT informing the league that we are in violation of our affiliation agreement if we don’t use their exclusive suppliers, which is Sherrin for footballs. Therefore we will be moving back to Sherrin footballs for 2012.

PUBLICITY

In 2011 the Black Diamond AFL continued to form strong relationships with the media and public outlets.

Central Coast Express Advocate are a good supporter of our league and I worked hard to provide this paper with the information required.

Regular radio interviews were held in 2011. The Football Operations Manager spoke on 94.1 and 96.3 on the central coast on a weekly basis. The President and Football Operations Manager were interviewed on occasions on ABC Newcastle.

The League website www.bdafl.com.au is another form of communication and publicity. The Board appoints a website editor who regularly updates news articles on

Stories will range from previews to the upcoming match, Saturday results and a brief review of matches to club stories, AFL development, new initiatives by the league to upcoming courses and information on umpiring. Mid-way through the season, Ian Granland resigned as website editor and our Football Operations Manager took on the role.

PRIME CLUB ADMINISTRATION AWARD

The Prime Club Administration Award continued this year with all but two clubs receiving money for their efforts this year.

Congratulations to Cardiff for winning the award this year.

The Administration Award is designed to reward clubs at the end of the season with a financial incentive for the clubs that meet most of their administration requirements. It negates the need for clubs to be fined on a weekly, fortnightly or monthly basis where they fail to complete their required tasks. Many other organisations simply just issue fines to clubs which has a negative impact on the people trying to do the right thing.

Each club commenced the year with 100 points, with points deducted where clubs failed to meet the requirements or points added for doing things early or providing the league with certain information to help the system and provide a smooth process.

BLACK DIAMOND CHALLENGE CUP

The Black Diamond Challenge Cup was donated in 1887 to the then League, the Northern Districts Football Association, by the Richmond Tobacco Company. The name of course comes from the main occupation of the district in those times – coal mining and the name of a famous hotel – The Black Diamond Hotel. The Cup was for the Australian Rules Premiership Australia and New Zealand wise and was for the competition on a knockout basis by teams in Australia and New Zealand (where Australian Football was played in the 19th century but was later superseded by Rugby Union).

The Cup was to be played for each year and won by the first team to win the Premiership twice. The powerful Wallsend team achieved that very feat by winning the Premiership in 1888 and then in 1889 won it again by beating Victorian club Fitzroy in the final.

The Cup was presented to the President of the League and Wallsend Team Manager, Mr H Rushton. When Mr Rushston died it was passed on to his son Mr G Rushton of Wallsend. Mr H Rushton’s will directed that the Cup was to be made available for competition if the game was revived in the Newcastle area. The Cup was handed over to the Newcastle League in 1948 by Mr W Rushton when the League was revived as a competition after the Second World War and the Cup was adopted as the First Grade Premiership trophy. The Black Diamond Challenge Cup holds the distinction of being the oldest sporting trophy still being contested for in Australia.
