2485 AUSTRALIAN SOUTH SEA ISLANDERS MR ALEX GREENWICH to move— That this House: (1) Notes 25 August 2013 as Australian South Sea Islander Recognition Day, marking 150 years since about 50,000 people on 62,000 indenture contracts from around 80 Pacific Islands were recruited or kidnapped to work in sugar cane fields where they were exploited. (2) Notes the Australian South Sea Islanders suffered inhumane treatment, the highest mortality rates of any immigrant group to Australia and mass deportations when the White Australia Policy was introduced. (3) Notes many of the 40,000 Australian South Sea Islander descendants who live in Australia remain marginalised and disadvantaged. (5) Notes then Premier Carr's Memorandum of Understanding of 1995 called for adequate programs and services but none targetted at South East Islander descendants have been implemented. (6) Calls on the Government to prepare a demographic, social and economic community profile, make a formal statement of recognition acknowledging the history, and develop a plan of action for removing disadvantage as recommended by the Human Rights and Equal Opportunity Commission in 1992 and as the Queensland Government did in 2001 to help descendants create positive lives and futures.

2494 BUS REPLACEMENT OF TRAINS MS SONIA HORNERY to move— That this House: (1) Notes that on 4 February 2013, buses replaced trains from North Sydney to Chatswood causing a delay of up to 20 minutes for Newcastle passengers. (2) Notes that the increased number of buses caused significant traffic delays on roads out of the city. (3) Notes that the Minister for Transport and the Minister for Planning, with the support of Hunter Liberal Members, wish to replace trains in Newcastle with buses. (4) Urges the Government to reverse its decision to scrap the rail line in Newcastle.

2501 MINMI AND FLETCHER HOUSING PROJECT PLANNING ASSESSMENT MS SONIA HORNERY to move— That this House: (1) Notes the Government will hand back to Hunter councils the planning assessments of a major housing project for 3,300 dwellings on the fringe of Minmi and Fletcher. (2) Notes the concerns of residents in relation to the poor access to public transport and no direct services to Newcastle. (3) Urges the Minister for Planning and Infrastructure to implement and fund strategies to improve access to public transport to accommodate the increased numbers of commuters in the future.

2508 EDUCATION CUTS MS NOREEN HAY to move— That this House: (1) Condemns the Premier and the Minister for Education for the $1.7 billion cuts to the education budget, which are now directly impacting on students and parents. (2) Notes with concern that students are being asked to provide reams of paper, tissues, whiteboard markers and other consumables to their school to get them through the year. (3) Calls on the Minister to rule out parents having to clean their children's school as a result of the reduction in school cleaners' hours. (4) Demands the Government stop penny pinching and provide school children with the appropriate resources to help then with their education.

2510 BLACKTOWN HOSPITAL UNATTENDED BIRTH DR ANDREW MCDONALD to move— That this House: (1) Condemns the comments of Mr Ted Sage following the unattended delivery of Kristy Jones' baby in the maternity ward at Blacktown Hospital to "look at the behaviour of the nursing staff who would rather sit around and do nothing". (2) Notes that NSW Health disclosure guidelines state "open disclosure means that every patient receives an apology and appropriate information following an incident that may have happened during the delivery of their health care whether or not harm was caused". (3) Calls on the Minister responsible for the delivery of health care in NSW Hospitals to apologise to Kristy Jones and Paula Bailey.

2511 KIAMA DOWNS CRISIS ACCOMMODATION MR GARETH WARD to move— That this House: (1) Acknowledges the role that the surf life saving movement plays in coastal communities. (2) Thanks the Kiama Downs Surf Life Saving Club for establishing a crisis accommodation centre on Sunday 24 February 2013 during the severe weather events in Kiama.

2512 ALCOHOL RELATED VIOLENCE COUNTERMEASURES MS NOREEN HAY to move— That this House: (1) Questions the policy of providing what is essentially a free bed and breakfast service for drunken revellers in Wollongong under the Government's scheme to prevent alcohol related violence. (2) Notes that even after being dropped off at a sobering-up centre by police, it is not mandatory for that person to remain. (3) Notes that those with traits notoriously associated with alcohol related violence, such as, being under age, aggressive, violent and injured will be denied entry to such centres. (4) Acknowledges that, at a time when emergency services have been cut back, sobering-up centres will be taking police off the beat and may well become an incentive for a drunk to become disorderly to avoid the cost of a taxi fare home. (5) Demands the Government review its proposed use of police time and resources and to look at alternatives to address alcohol related problems such as providing a taxi to those who would benefit from sobering up in their own bed. 8216 BUSINESS PAPER Wednesday 19 June 2013

2513 UNDERSTAFFED POLICE STATIONS MS SONIA HORNERY to move— That this House: (1) Notes police commands across New South Wales were short of nearly 1,000 police officers as of August 2012, according to the Auditor-General's latest report on police and emergency services. (2) Notes that in addition to this number, 344 operational police were on permanent restricted duty. (3) Calls on the Minister for Police and Emergency Services to explain why police are left understaffed in this way and to rectify this situation by ensuring local area commands are sufficiently staffed.

2514 ILLAWARRA EMERGENCY HELICOPTER SERVICE MS NOREEN HAY to move— That this House: (1) Calls on the Premier, the Minister for Police and Emergency Services, and the Minister for the Illawarra to ensure the continuation of the Illawarra emergency helicopter service. (2) Notes the community made a stand against plans to cut the service previously with a well attended picket line at the former headquarters in Coniston. (3) Recognises Wollongong Hospital is the largest of the district's nine hospitals, treating almost 50,000 patients annually, highlighting that it is appropriate for the emergency helicopter service to remain in the Illawarra.

2515 PRESCHOOL FUNDING MS SONIA HORNERY to move— That this House: (1) Notes concerns regarding the cost of preschool education in New South Wales, with preschools charging fees of $55 a day due to a lack of funding from the Government. (2) Notes the views of Gabrielle Connell, Early Childhood Vice-President of the Independent Education Union, that in other states, preschool is free or a minimal cost and their state governments contribute adequate funding to allow this. (3) Calls on the Minister for Education to invest more funds for early childhood education as research has proven early education is most important in a child's development.

2516 GREENSLIP PREMIUMS MS NOREEN HAY to move— That this House: (1) Condemns the Government for approving a 10% increase in green slip premiums despite a government inquiry finding New South Wales premiums are overpriced. (2) Acknowledges that since 2007, the average cost of compulsory third party insurance has increased by more than 65% in New South Wales making premiums the second highest in the country. (3) Notes that the Premier is trying to claim that a no fault scheme will reduce premiums by 15%, but only after the increase of 10% already approved by the Government meaning that in real terms only a 5% saving will be made. 8217 BUSINESS PAPER Wednesday 19 June 2013

(4) Demands the Premier reverse this decision following the warning by legal experts that the proposed change to a no fault scheme will dramatically reduce benefits for victims.

(2) Acknowledges the importance of transparency and clarity in health care provision and government actions. (3) Urges the Minister for Health to adopt the term "treatment spaces" as opposed to "beds" in the interest of transparency and clarity.

(2) Notes that NSW Health data indicates the loss of approximately 739 jobs in the 2012-2013 financial year, with more than 100 of those being in the Hunter region. 2640 REFERENCE TO THE INDEPENDENT COMMISSION AGAINST CORRUPTION MR JOHN ROBERTSON to move— That this House: (1) Pursuant to section 73 of the Independent Commission Against Corruption Act 1988, requests the Independent Commission Against Corruption to inquire into and report on whether the Minister for Finance and Services, the Hon Greg Pearce, has engaged in corrupt conduct, having regard to the following matters: (a) The Director General of the Department of Premier and Cabinet's recent finding that the Minister breached the Ministerial Code of Conduct by using taxpayer resources to travel to Canberra on personal business on 3 June 2013; (b) Statements made by the Minister and his office on 3 and 4 June 2013, in particular claims the Minister travelled to Canberra on 3 June for official business and that he visited the Tralee development site; (c) The Minister's later admission that he had in fact travelled to Canberra on personal business to attend a function; (d) Reports the Minister may have misused taxpayer resources by travelling interstate to attend a number of major sporting events; (e) Reports the Minister may have failed to properly disclose and declare certain property- related pecuniary interests; (f) The appointments made by the Minister of political donors and personal associates of him or his staff, to Government positions or boards; (g) Reports the Minister accepted hospitality from an insurance company or its lobbyists and to assess whether the levels of access to the Minister and his staff were inappropriate 8224 BUSINESS PAPER Wednesday 19 June 2013

(2) Notes that though limited stop services do operate, many commuters in the Hunter would much prefer an express service. (3) Challenges the Minister for Transport to fund and implement express services, incorporated into the new timetable.
