Co-Chair Carter called the meeting to order at 4:12 p.m. and attendance was noted.

OPENING REMARKS

Senator Carter made opening comments.

Presentation by the Board

Dr. Ross J. Kosinski, Ph.D., Chairperson, Board of Medical Student Loans, electronically distributed a letter dated August 31, 2020 along with enclosures regarding the sunset review process (Attachment A) and also electronically distributed and explained a PowerPoint presentation entitled "Arizona Board of Medical Student Loans (BMSL): Review of the BMSL Program and Sunset Recommendations (Attachment B). Dr. Kosinski answered questions posed by the Committee.

Senator Carter noted that Sherri McClellan, Program Director, Board of Medical Student Loans, was also joining the meeting.

The Committee discussed and shared comments for the presentation mentioned above.

The Committee discussed and shared comments for the presentation mentioned above.

Alexandria Mendoza, on behalf of Midwestern University, testified in support of the continuation for the Arizona Board of Medical Student Loans and provided comments regarding the bill* they ran last year.

*Jeffrey Ong, Senate Research Staff, noted after the completion of the meeting that the bill mentioned above is SB 1152, 54th Legislature, 2nd Regular Session.

Public Comment

Jeffrey Ong, Senate Research Staff, noted that on the Request to Speak System (Attachment C), Kelsey Lundy on behalf of Midwestern University, not wishing to speak, was in support of the continuation for the Arizona Board of Medical Student Loans.

Recommendation by the Committee of Reference

Senator Carter requested a motion on the continuation of the Arizona Board of Medical Student Loans.

Representative Udall moved that the Committee of Reference make the recommendation to continue the Arizona Board of Medical Student Loans for 10 years contingent upon approval of an appropriation in the FY 2022 budget. The motion CARRIED by voice vote.

Senator Carter made closing comments and announced that this will be her last legislative committee. In her ten years in the Legislature it has been an honor and a privilege to serve the people of Arizona.

The Committee members publicly thanked Senators Carter and Brophy McGee and offered closing comments.

Attached is a list noting the individuals who registered their position on the agenda item (Attachment C).
