PROCEEDINGS OF 207th MEETING OF THE ERC-NCTE HELD ON 1st – 3rd March, 2016

The 207th Meeting of the Eastern Regional Committee (ERC), National Council for Teacher Education (NCTE) was convened on 1st -3rd March, 2016 at Conference Hall, ERC, NCTE, 15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below were present at the time of the 207th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the permission of Chairperson, Shri Mukesh Kumar (Convener) presented the Agenda before the Committee for its due consideration and appropriate decision.

1. The committee unanimously decided that the institution may reply in response to the decision of the committee uploaded on the ERC website without waiting formal letters from the office of ERC. The replies so received will also be considered by the committee. 2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs per programme. (See ERC website: www.ercncte.org for detail). 3. The institution need to submit list of 10 schools for internship and school based activities duly approved by District Education Officer. 4. Institutions must give the affidavit for consent / willingness for number of units either one or two if it was not submitted earlier. 5. The institution shall comply with the additional facilities required (additional built-up area, additional staff, additional funds etc) for the SECOND UNIT as prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014 before 31.10.2015. 6. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any course or training in Teacher Education without obtaining recognition or permission under this Act, the qualification in teacher education obtained pursuant to such course or training or after undertaking a course or training in such institution, shall not be treated as a valid qualification for purposes of employment under the Central Government, any State Government or University, or in any school, college or other educational body aided by the Central Government or any State Government. 7. The Committee suggested to prepare Data Bank for the teachers. 8. The institution needs to install Fire Safety equipment and submit the Fire Safety Certificate if not submitted earlier. 9. The cut of date for granting/refusal of recognition for the session 2016-17 is 3rd March, 2016, hence, the institution may submit the compliance on the basis of proceedings uploaded in the ERC NCTE website.

(i) The instructional and infrastructural facilities like multipurpose hall, Library, ICT lab, Class rooms, furniture etc. are found identical at par with institution Mother Teresa Institute of Education and Research (ERCAPP2635). Both the institutions are required to re-visit by another visiting team at the cost of both institutions by submitting fee of Rs.1,50,000/-. Letter of Intent issued u/c 7(13) to Mother Teresa Institute of Education and Research (ERCAPP2635) decided in 206th ERC Meeting be kept in abeyance.

In view the above, the committee decided as under: Show Cause Notice be issued to the institution as to why the recognition to the institution be not refused on the above points. 1. Show cause notice was on 09.02.2016 the following grounds: (i) The applicant submitted single application for B.Ed. programme which comes under the category of stand alone institution is not considerable as per NCTE Regulation 2014.

2. The institution submitted its reply dated 06.02.2016 on the basis of proceedings uploaded in the ERC website in response to the show cause notice which is not satisfactory.

In view the above, the committee decided as under: The committee is of the opinion that application bearing code No. ERCAPP2378 of the institution regarding recognition for B.Ed. is refused under section 14(3)(b) of NCTE Act 1993.
