RESOLUTION 20-11

TO AUTHORIZE SUBAWARDS WITH OF ACOMA, PUEBLO DE COCHITI, FIRST NATIONS COMMUNITY HEALTH SOURCE, PUEBLO OF LAGUNA, OHKAY OWINGEH, RAMAH NAVAJO SCHOOL BOARD, INC., NAMBE PUEBLO, PUEBLO OF SANDIA, PUEBLO OF SAN FELIPE, PUEBLO OF SANTA ANA, SOUTHERN UTE INDIAN TRIBE, AND AS PART OF THE ALBUQUERQUE AREA SOUTHWEST TRIBAL EPIDEMIOLOGY CENTER (AASTEC) GOOD HEALTH AND WELLNESS IN INDIAN COUNTRY PROGRAM AND UMBRELLA TOBACCO GRANT FUNDED BY THE CENTERS FOR DISEASE CONTROL AND PREVENTION.

WHEREAS:

1. The consortium of representatives comprising the Board of Directors of the Albuquerque Area Indian Health Board, Inc. namely the Tóhajiilee Band of Navajos, the Ramah Band of Navajos, the Jicarilla Apache Nation, the Mescalero Apache Tribe, the Ute Mountain Ute Tribe and the Southern Ute Indian Tribe, have formed, by resolution, in the interest and commitment toward the health of each individual and tribe named; and

2. The Albuquerque Area Indian Health Board, Inc. is incorporated in the manner prescribed by the State of non-profit corporation act with its mission to increase health awareness, promote tribal self-determination, to act as an advocate on behalf of American Indian Tribes, and to effect enhancement of Indian health programs through participation by the Indian people in the decision making process of their health programs; and

3. The Albuquerque Area Indian Health Board, Inc. serves as the parent organization to the Albuquerque Area Southwest Tribal Epidemiology Center (AASTEC) which serves the 27 Southwestern Native American Tribes, including all 22 Bands, , Nations and Tribes in New Mexico, to provide health- related research, surveillance and training to improve the quality of life of Native Americans; and

4. AASTEC provides critically needed support of tribal effort to improve its health programs; and

5. AASTEC’s Good Health and Wellness in Indian Country Program released a competitive funding opportunity announcement to all 27 Tribes and Urban Indian Organizations in the IHS Albuquerque Area to apply for subawards to develop community wellness projects over a five-year period in an amount not to exceed $80,000 each annually; and

6. Twelve tribes were selected for funding through a comprehensive review and scoring procedure as demonstrated in Appendix A;

7. The Albuquerque Area Indian Health Board, Inc. has the responsibility to approve all budgets, policies and certain expenditures in accordance with organizational policies.

NOW THEREFORE BE IT RESOLVED, the Albuquerque Area Indian Health Board, Inc., authorizes subawards with Pueblo of Acoma, Pueblo de Cochiti, First Nations Community Health Source, Pueblo of Laguna, Ohkay Owingeh, Ramah Navajo School Board, Inc., Nambe Pueblo, Pueblo of Sandia, Pueblo of San Felipe, Pueblo of Santa Ana, Southern Ute Indian Tribe, and Ute Mountain Ute Tribe as part of the Albuquerque Area Southwest Tribal Epidemiology Center (AASTEC) Good Health and Wellness in Indian Country Program and Umbrella Tobacco Grant funded by the Centers for Disease Control and Prevention.
